Standards for Bibliographic Control: AACR2 and Subject Analysis Dr. Patricia G. Oyler, Simmons College, Boston, USA

Dr. Oylers presentation was initially concerned with the meaning of standards and their fundamental importance to bibliographic control and the sharing of information. The three main areas in which standards were cited as critical to bibliographic control were; Cataloguing rules, including form of names, standard terminology in bibliographic description, and authority control. Subject access to information, including classification systems and subject headings. Machine-readable cataloguing format. Universal bibliographic control is achievable where common standards are adopted, as this makes for the possibility of sharing a cataloguing record which has been created to a consistent and agreed standard. It is based on the assumptions that each country need only be responsible for cataloguing its own publications, with the national library of the country being the most appropriate authority to develop or collate bibliographic records and to establish the standards which will be followed. This in turn allows for the creation

of a national bibliography which is both a record of national publications but also a vehicle for the sharing of bibliographic records with others. The ability to share records is dependent on both bibliographic standards as well as a standard internationally accepted machine-readable format. The use of the Anglo-American Cataloguing Rules (AACR2) was advocated for use in Vietnam, as it is widely used internationally, is based on the IFLA International Standards for Bibliographic Description, is adaptable to use both in national bibliography as well as for public and research libraries, and has an integrated approach to all types of material. In addition, countries which have adopted AACR2 for their cataloguing standard have also been able to accommodate local cataloguing requirements. Dr. Oyler noted throughout that, while promoting the adoption AACR2 in Vietnam, the current situation with bibliographic description in the country needs to be acknowledged. While translation of AACR2 into Vietnamese is occurring, there is no agreement as yet on the adoption of a standard terminology for the use of particular words for particular bibliographic concepts. This problem is exacerbated by the lack of a standard form for the recording of names in Vietnam, and no official authority control for authors names. While rules exist for the standard description of the physical item, based on the International Standards for Bibliographic Description, less work has been done on developing uniform rules for the choice and form of access points. The remainder of Dr Oylers presentation looked at the subject approach to information in general, and in particular focussed on the possible use of controlled vocabulary subject headings, such as the Library of Congress Subject Headings (LCSH) or Sears subject headings. She did however, venture the opinion that these were perhaps of a lower priority than the establishment of a common form of bibliographic description, machinereadable code and classification scheme. In the interim, a classification scheme could suffice as a means of providing subject access through the library catalogue and in shelf order, until such time as the development of a subject heading list was deemed desirable.
