      CHAPTER 1 BEFORE WE BEGIN..

      I am not an Attorney, nor do I pretend to interpret the law or seek to represent anyone. My advice here is procedural with regard to how to file a complaint and where to file it. As for legal advice, seek an Attorney if you are concerned about the legalities.
