ISIS (or ISIL) conducts successful military attacks in Syria, Iraq and Libya. They conduct and inspire terror attacks in Paris, Brussels, and San Bernardino. Beheading, slaughter, and other unimaginable atrocities are carried out frequently by ISIS.

This is unacceptable. President Obama has promised that defeating ISIS is his top priority but he wants to defeat them without additional "boots on the ground". He claims he will bring the perpetrators to justice. That’s not enough. We need to take aggressive, proactive steps to bring ISIS down and stop these atrocities and we need to do it now.

About three months ago I was listening to American political debates when there were 16 or so Republicans answering questions about how they would manage the ISIS confrontation. None of them really understood what was happening with ISIS. I knew that I didn’t know enough to evaluate the politicians intelligently. I wanted to know more so I started a concentrated study of ISIS and published several blogs on www.britainstreetblogs.com.

America needs to lead the war against ISIS but we cannot dol it alone. We need a coordinated military action that will bring ISIS to a negotiated settlement. We need to stop the atrocities in the Middle East and the terror attacks in the rest of the world. We need troops from a coalition of countries who are being terrorized by ISIS.

The book has a five step strategy to describe at a high level how I think that can be done.
1. Military action in the Middle East
2. Stop cash flow to ISIS
3. Cutoff supply lines
4. Curtail cyber success
5. Negotiate a peaceful settlement (but negotiating from strength)

This e-book will also describe the current situation and what motivates ISIS.

A glossary at the end describes a number of terms that are commonly thrown around by our politicians but which are not commonly understood.

    This is March 25, 2016 and I am editing the final draft of this e-book for publication on Smashwords.com. (Author Bobby Everett Smith). ISIS has just conducted another bombing attack on civilian targets, this time in Brussels, Belgium. Atlanta airport was evacuated yesterday as U.S. has been placed on alert after Brussels attacks. The U. S. State Department has warned Americans to avoid European travel due to the threat of further terror attacks.

    This is unacceptable. President Obama has promised that defeating ISIS is his top priority. He claims he will bring the perpetrators to justice. That’s not enough. We need to take proactive, aggressive steps to bring ISIS down and stop these attacks like Brussels, Paris, and San Bernardino.

    After a few blogs, I decided to write this e-book and share my information with you. Here is a summary of some of the great stuff that you can learn quickly by reading this book.

    Even though I am ex-attack pilot in the U.S. Navy, I hate war. It sucks. Killing human beings to accomplish certain objectives is a terrible way to conduct a civilization. Unfortunately, our species has not evolved culturally enough to eliminate war. So, when something like ISIS happens, the rest of us have to join forces and put a stop to unacceptable behavior.

    ISIS is determined and highly motivated. They have plenty of money and a lot of territory in Iraq, Syria, and Libya. They have established a new caliphate which is described in this e-book. They hope to make all the world Sunni Muslims and they are willing to kill anyone and everyone who does not sign up to their religious beliefs. All Shia Muslims are subject to being murdered. We cannot live with that.

    Up until recently, I have supported President Obama’s strategy. Defeat ISIS without sending many U.S. boots on the ground. He seems willing to spend money and give advice but not to put U.S. troops at risk like we did in Iraq twice within the last 20 years.

    Sorry, President Obama, but it is now clear that we cannot defeat ISIS and keep them defeated without boots on the ground. Our current military strategy is to use Iraq and Kurdish and some Syrian troops to re-capture Mosul and Raqqa. That won’t work.

    We need to do more. We need to declare ware as we did with World War II in 1941 and ramp up our country in a war which we intend to win. In 1943 President Franklin Roosevelt and Winston Churchill met in Casablanca, Morocco to plan the strategy to end World War II. They decided that Unconditional Surrender was the only thing that would work. That’s the policy we adopted. In this e-book I explain how we can move towards a negotiated settlement to take out ISIS.

    My recommendation, March 25, 2016, is to declare war with ISIS-- officially. The U.S. needs to lead the rest of the world in a coalition to put a stop to the atrocities of ISIS. We can do it pretty quickly if we have a plan, a coalition that is willing to work with us, and we become just as determined to defeat ISIS as we were to defeat Germany and Japan in World War II.

    I have a five step strategy with includes:

    military action,

    stopping the cash flow to ISIS

    plugging their supply lines in Iraq and Syria

    controlling ISIS cyber successes

    negotiating a settlement to end their terror

    Chapter 1—

    Why We Are at War with ISIS

    Terrorists Attacks-U. S.

    San Bernardino

    On December 2, 2015, Sayed Farook, along with 75 to 80 other people, attended a departmental event at the banquet room of the Inland Regional Center in San Bernardino, California.

    At 10:59 am PST, two masked gunmen, armed with semi-automatic pistols and rifles, opened fire on those in attendance. The gunmen wore ski masks and black tactical gear (including load-bearing vests holding magazines and ammunition), The entire shooting took less than four minutes. They fired between 65 and 75 bullets. The perpetrators departed the scene before police arrived.

    Witnesses appeared to recognize Sayed Farook by his voice and build as one of the shooters.

    The perpetrators left three explosive pipe bombs connected to one another at the Inland Regional Center. The poorly constructed devices failed to explode. Authorities believe that the pipe bombs were meant to target the emergency personnel responding to the scene. The device was hidden inside a canvas bag, and its build was similar to schematics published in Al Qaeda's Inspire magazine.

    Police response

    It took four minutes for the first police unit to respond to the shooting following the initial 911 emergency call. At 11:14 am, the San Bernardino Fire Department made a Twitter post about an emergency on Waterman Avenue. Roads in the area were closed to traffic.

    Two police officers arrived almost simultaneously; and another officer arrived two minutes later. The three officers entered the building and began to evacuate the survivors. The San Bernardino SWAT team happened to be conducting its monthly training exercise a few miles away from the scene at the time of the attack, which allowed them to quickly arrive at the scene. Ultimately, about 300 officers and agents from city, county, state and federal agencies responded to the active-shooter event, converging on the scene as people were being evacuated.

    Police used a battering ram to get into the complex. The FBI and the Los Angeles Police Department Counter-terrorism unit were called in to assist. Police were on the lookout for a black SUV used by the perpetrators to flee the scene.

    The explosive devices placed by the perpetrators were later detonated by a bomb squad.

    Death of the Shooters

    Law enforcement began the search for the suspects. A witness gave Farook's name to police, who quickly learned that he had rented a black Ford Expedition SUV four days before the attack. Based on a tip provided by one of Farook's neighbors, officers went to the perpetrators' Redlands home on North Center Street for surveillance and gave chase when the perpetrators fled the house.

    At least one fake explosive metal pipe stuffed with cloth made to resemble a pipe bomb was thrown at the police during the pursuit. After the SUV was stopped, the couple exchanged fire with police from inside their vehicle on East San Bernardino Avenue, about 1.7 miles away from the scene of the mass shooting.

    The gunfire lasted for around five minutes before both perpetrators were killed. One of the shooters died outside the SUV while getting out and trying to cross the street, while the other shooter died inside the vehicle.

    Seven police agencies were involved in the final shootout, with 23 officers firing a combined total of approximately 380 rounds. The perpetrators fired 76 rifle rounds

    Sayed Rizwan Farook was an American citizen born in Illinois but raised in California. In December 2015, he was a health inspector for the San Bernardino County Department of Public Health.
