    What has led us to this juncture?

    A short list of crucial factors has contributed to the current state of cyber warfare.

    The past decade has seen the advancement of security protection, mitigation and prevention technologies … primarily security related software. At the same time offensive cyber intrusion and penetration tools have progressed at an even faster pace.

    Another factor is vastly renewed Russian nationalism following the collapse of the Soviet Union and the dark, if not humiliating days of Boris Yeltsin’s presidency from July 10, 1991 – December 31, 1999. Many Russians believe his nearly decade long tenure brought economic decline and disgrace to this proud nation.

    During the past 10-20 years Russia has strengthened its ties with China, now the second largest economy in the world. Russia has been a primary source of China’s ever-increasing appetite for natural resources. Both nations trace their contemporary political roots to highly centralized communist rule over their diverse populations. Both nations hold permanent seats on the UN Security Council and share a common foe – the United States. This rivalry spans economic, military and political realms. Moreover, Russia and China, while seeking to modernize, have strong reservations about the impact of western culture and free speech. Tight, government control over the media in general, and Internet in particular, especially when it comes to younger generations yearning for the perceived freedoms of western societies.

    And finally, there is Vladimir Putin’s pathological desire for centralized control – domestically and internationally – commonly referred to as the Power Vertical. This is not to suggest that Putin is the coming Anti-Christ. Nonetheless, his policies and temperament have many similarities with this ominous figure awaiting his grand entrance to the global stage.
