16-09-2013 STATEMENT ON THE STATUS OF NATURAL RESOURCES IN CABINDA The Government of the Republic of Cabinda (Kabinda) and the

Front for the Liberation of the State of Kabinda (FLEC-FLEK) declares the following : 1. It has always been the policy of the Government and FLEC that oil and mineral licenses granted by the government of Angola and Sonangol in Cabinda are null and void in Cabinda. The resources of Cabinda belong only to the people of Cabinda. This has been the policy of the government since 1975. 2. The only recognized licenses granted by the Government are as follows : (a) Onshore and offshore oil and mineral licenses to Kilimanjaro Capital Ltd. and its assignees. (b) Special mineral exploration license granted to Maiombe Ouro e Minerais Ltd and its assignees. 3. The stewardship of Cabindas onshore resources are the subject of the pending African Commission on Human & Peoples Rights Commission (Banjul Tribunal) case 328/06 FLEC/Angola. 4. Any other representations made regarding resource licenses are without the sanction of this Government and FLEC. 5. Companies involved in resource extraction or exploration currently operating in Cabinda without authorization of this Government and FLEC are operating outside the protection of the law and will be held accountable.
