SCC Board of Education, CA Superintendent of Education Elected Board Members: Subject: 2011-2012 Suspension and Expulsion Data Within the past year, or so, the California Department of Education (CA.DoE) has been increasing the data that has been captured from various reporting requirements of the State to local school districts, making new datasets now available to the public. Remembering back to my own public school days, no such data was availableso virtually everyone under the jurisdictions of the public school system was unaware of any suspensions/expulsionsother than perhaps to people close to those disciplined who might know the details of the particular disciplinary action. Today, we are truly blessed to live in a day where the Internet offers us a low cost publication system for data such as this, and a growing openness to reveal to the public what is going on behind the generally closed doors of the public education system. The Suspensions/Expulsions data was downloaded, and a simple database constructed that allowed data to be extracted from the archive for detailed review. This paper offers a look at the statewide data, the county data, and the school districts in the Santa Clara County public education system. Questions: Who in State Education Establishment Is Reviewing Statewide Discipline Data? Should Disciplinary Actions Reflect Demographics, or should Disciplinary Actions be Color Blind? Are Disciplinary Actions Reasonable? What Can Be Done To Reduce Disciplinary Actions?

Discussion: The scope of the issues revealed by the data in this report exceeds the possibilities of meaningful discussion at this time, but the following items would necessarily be included in such a discussion- Not enough data to come to any meaningful conclusions about Statewide Disciplinary Issues. Statewide Number of Suspensions/Expulsions about 8.6% of total enrollment, although the number of unique individuals is not known. PAUSD experiences Few Suspensions/Expulsions, compared to other similar/larger school districts. Cost to schools exceeds $44M/day for each day of Suspension/Expulsion, using 2011-2012 Disciplinary Action data. Federal Government involvement in state school administration, such as setting disciplinary action policy.

Conclusions: The release of the Expulsion/Suspension Disciplinary data for the California education system provides an eye-opening window into the public school system that provides meaningful insight into the problems facing classroom teachers/administrators in their task of providing high quality education to Californias children. Sadly, given the complexity of this problem, the CA.DoE has not provided the public enough data to fully appreciate this problem. (See Data Not Available list above.) The Palo Alto Unified School Districts very low number of Suspensions/Expulsions needs to be better clarified to the public, in terms of administrative actions associated with bullyinggiven the scrutiny of the various lawsuits, and US.DoEs Office of Civil Rights monitoring of various complaints associated with bullying. This data is being presented to the PAUSD Administration/Board-of-Education in order to raise awareness that discipline is a major problem in the California school systema problem which needs to be addressed both from the top-down, but also from the bottom-up. The staggering cost of public education in California needs to be recognized at every level of the education establishmentwhich necessarily includes parent involvement. With (nominally) one out of every twelve students being involved in either a suspension, or an expulsion, it is difficult to understand how meaningful education can be delivered in the classroomsince doubtlessly the number of students involved in the kinds of situations that can lead to suspension/expulsions are successfully counseled to cease and desist in this disruptive/illegal behavior. This total number of students involved in disciplinary actions that did not lead to an expulsion/suspension is unknown at the moment. But given the one-out-of-twelve suspension/expulsion numberit stands to reason that the occurrence of classroom disruption/bullying is very high in our schools.
