Subject: Murphy Oil fenceline security issue - 11/5/09

Ms. Kneale,

Murphy Oil is providing this response to the call received from Ms. Debbie Ruiz
and yourself regarding security at the west fenceline on the afternoon of
November 5, 2009. As Ms. Ruiz described, she was inspecting the Jacob Canal
near her home for evidence that St. Bernard Parish Department of Public Works
had repaired the storm drain system in a manner that would prevent a recurrence
of recent street flooding. I understand from my conversation with DPW the lines
had been flushed free of obstructions and one storm drain cover was replaced.
They feel confident that flooding issue has been addressed, but they will continue
to monitor it.

We discussed with Ms. Ruiz the activity you were engaged in regarding the ditch,
physically inspecting it and taking photos. This activity drew the interest of our
nearby security personnel, which apparently escalated into a heated verbal
exchange. While we continue to interview the personnel involved, we wish to
make it clear that we do not condone any confrontational behavior on the part of
any Murphy or contract personnel regarding residents.
However, please consider that their primary concern was the security of the
facility. They are trained to react quickly to any perceived suspicious behavior,
including photography of the refinery not authorized by Murphy, in accordance
with the federal Maritime Security Act. They have the authority, per 33 CFR
101.305, to notify the National Response Center of any perceived suspicious
activity.

We will continue to investigate this incident and, where prudent, conduct more
training with our security personnel concerning interaction with the public. We
apologize if anyone acted inappropriately. Meanwhile, please consider this
regulation and its intent when taking photographs of, or near, the refinery.
