Introduction
The Nulec control cubicle is designed for use with the N24 auto-recloser.
This document describes the various possible applications of the Nulec control cubicle. It is intended for
use by Design Project and Telecontrol project engineers for the purpose of selecting:
The correct modules, communications interfaces and application of the CAPM.
1 Normative references

2 Definitions and abbreviations
2.1 Definitions
2.1.1 Protocol: A formal set of conventions governing the formatting, control procedures and
relative timing of message exchange between two communicating systems.
2.1.2 Modem: MODulator- DeModulator. A device used to convert serial digital data from a
transmitting terminal to a signal suitable for transmission over a telephone channel or to convert the
transmitted signal to serial digital data for the receiving terminal.
2.1.3 Firmware: A fixed set of software instructions stored permanently in non-volatile memory.

3 N24 Control Cubicle Overview
The control cubicle consists of the following modular components that can be independently
interchanged if they become faulty:

A mains compartment that houses the LV mains transformers as well as the circuit breakers for the
battery and auxiliary supplies.
The electronics compartment that houses the Control and Protection Module (CAPM) and the
Operator Panel Subsystem (OPS). This compartment is sealed to protect the electronics from
airborne pollution.
A battery compartment that houses two 12-Volt, 6.5 Ah batteries.
The radio mounting-tray for mounting the communications radio, the modem if required and/or the
IOEX card. The tray can be completely detached to allow for workshop fitting of the radio and
modem
The Control Cable Entry Module (CCEM) is located behind a removable panel and provides
termination and filtering for the control cable. The incoming control cable connects to P1 of the
CCEM, the wiring loom connects to P2 of the CCEM.
The optional heater is not required for South African conditions.

Running up the centre of the equipment panel is a rubber cable duct used to carry the internal wiring.
The equipment panel can be removed by disconnecting external connections and unbolting. The
equipment panel is arranged so that the most heat sensitive components, the batteries, are located low
down close to the air entry. In tropical situations this ensures the batteries stay within a few degrees of
ambient at all times thus maximizing their life. Additionally the part which generates the most heat, the
mains power supply (where fitted), is located at the top of the cubicle where its heating effect on other
parts is minimized.

3.1 The Control and Protection Module (CAPM)
The main module of control electronics is the Control and Protection Module (CAPM). The recloser
supported by the card is the module revision 4 known as CAPM4. It is centered around a
microprocessor and carries out the following functions:-
High speed sampling of the line current transformers (CTs), calculation of the RMS phase current
and earth spill current.
High speed sampling of the line capacitive voltage transformers (CVTs), calculation of RMS
phase/ground voltages.
Calculation of apparent, real, and reactive power flows from the above.
Protection relay functions.
Auto-Reclose relay functions.
Monitoring of recloser auxiliary switches.
Monitoring of recloser gas pressure.
Charging of the close and trip capacitors.
Discharging the close and trip capacitors into solenoids to operate the recloser, either automatically
or by local or remote operator command.
Charging of the battery from auxiliary supply, changeover to battery on loss of auxiliary supply and
disconnection when the battery is exhausted.
Driving the Operator Panel Sub-system (OPS).
Driving the external communications interface to allow monitoring and control from remote computer
or operator over a communications link.
Driving the Windows Switchgear Operating System (WSOS) over an RS232 link. The connector for
this link is located on the electronics compartment above the operator control panel.
3.2 Operator Panel Subsystem (OPS)
This is comprised of the electronics compartment cover, and operator control panel with LCD display, a
membrane keypad and its controlling microcomputer. The microprocessor Subsystem is a replaceable
unit.
A 25 way female D-type connector is located on the electronics compartment cover above the Operator
Control Panel. This connects to an RS232 port on the electronic controller for use with the Windows
Switchgear Operating System (WSOS) on a portable computer. This port is also used to upgrade
electronic controller operating software, including installation of new telemetry protocols.

3.3 Control Cable Entry Module (CCEM)
This is located at the bottom of the battery compartment and provides termination and filtering for
signals from the recloser. The CCEM is a replaceable unit.
3 Choosing the correct control cubicle modules for a particular
application
This sections covers the environmental, functional and design issues that need to be considered when
ordering the Nulec Integrated recloser control cubicle.
3.1 Environmental
Although Nulec has three control cubicle options to suite different climatic conditions, only the tropical
version is approved for South African conditions.
The tropical version is well ventilated and is suitable for climates where the ambient temperature
can reach 50 C and only occasionally goes below 0 C, with a lower limit of 10 C.
3.2 Communication Interfaces
The Control and Protection Module (CAPM) provides the following communications interfaces:
Two physical interfaces are provided on the CAPM, either interface can be used.
Port 10 - V23 (FSK modem) interface with (TX, RX, PTT and busy signals)
Port 8 - RS232 interface
A 12V switch-mode power supply is provided to power the radio/modem.
3.2.1 V23 Interface
The built-in FSK modem provides half-duplex V23 signaling at 1200 bps. This interface provides an
alternative over over fiber when it is required to interface two integrated reclosers.

The V23 15-pin female connector is connected to P10 via the combined data cable, N03-711, supplied
specifically for Eskom.
3.2.2 RS232 Interface
A DB-25 male RS232 interface is available on the CAPM port P8. Through the combined cable, N03-
643A (See appendix C), the following standard connectors are available for interfacing to a radio:
RTM1202 (Interface to RTM1202 FSK modem in Tait 2000 radio)
RFM01 (Interface to RFM01 FFSK modem in Tait 2000 radio)
When the radio is not used the IOEX is mounted on the same tray. The tray folds up with the radio face
pointing upward when the cubicle is closed. This tray is secured into that upright position by the use of
plastic handle screws that need to be tightened. When opening they are loosened and the radio will be
in the position as indicated in the diagram.
Power to the radio is connected to the back and it can be software adjustable using WSOS from 12 V to
15 V for the required. The DB9 connector of the radio is connected directly to RTM1202, thus there is no
need for making cables.
3.3 Input Output Expander Card
The optional Input Output Expander (IOEX) card provides optically isolated input contacts and voltage
free output contacts to allow connection of an external Remote Terminal Unit (RTU). It is installed in a
die cast, sealed enclosure mounted on the radio tray and earthed to an equipment panel mounting bolt.

A mapping held in the CAPM database controls the function of the IOEX. It specifies what database
information is mapped into the IOEX outputs and which controls are mapped into the IOEX inputs.
3.3.1 Connection to the CAPM-4
The IOEX Card is connected to the CAPM-4 by means of the 16-pin header connector, SP1 at the end
of the combined data cable, N03-711.
3.3.2 IOEX Status page
The page displays the IOEX inputs and outputs to assist debugging during installation and maintenance.
The fields shown on the IOEX display are categorised into password protected (P) and display only (D).
When the IOEX configuration is invalid or has some other problems such as wrong hardware type, the
IOEX driver stops and flashes a warning message at the top of the screen, IOEX Configuration Corrupt
or Invalid.

3.3.3 Input and Output Standard Mapping
The IOEX has 12 independent, optically isolated inputs, each with Metal Oxide Varsitor (MOV)
protection. DC in either polarity or AC input signals are accepted. Input Voltage range is 60 130 VAC
or 18 150 VDC.
The IOEX has 8 independent voltage free relay contact outputs, each with MVO protection. The
contacts are rated for 150VAC, 2A or 150VDC, 1A non-inductive.
Note: The IOEX contacts are not guaranteed to change during fast Auto Reclose sequences but will
indicate the final steady state condition within 300ms.
3.3.4 Power Consumption of the IOEX card
If an IOEX card is fitted to the control cubicle, the battery hold-up time can be affected. This is due to the
current drawn by the IOEX card and its relay coils. An IOEX card draws 10mA without any relays turned
on. The relays draw approximately 20mA each for an IOEX Rev 1 and 10mA each for an IOEX Rev 2.
There can be up to four relays energised at once with at least one relay energised at all times.
Therefore an IOEX Rev 1 draws a minimum of 30mA and a maximum of 90mA while an IOEX Rev 2 will
draw a minimum of 20mA and a maximum of 50mA. Nulec Industries battery hold-up time rating is
based on a recloser installation without the IOEX card fitted.
4 Windows Switchgear Operating System (WSOS)
WSOS is an alternative interface to the operator panel. This is a software package for a Personal
Computer (PC) that allows management, control and monitoring of a population of reclosers. WSOS is
purchased as an additional item.
WSOS provides the following facilities for:
Online and offline management of all protection settings.
Tripping and Closing of the switchgear and other operator control functions.
Uploading of historical data (e.g. event record or demand measurements) into the computer, which
can be taken away and processed elsewhere.
Automatic dial-back from the controller to the WSOS PC on change of state.
Embedded in the circuit breaker controller is server software for the WSOS package. The server
provides two interfaces for connection to the WSOS. Connection can be made from a PC to the WSOS
server at either port but only one port can be used at any one time.
4.1 Using WSOS via the Electronics Compartment Computer Port (P9)
This is a standard RS232 port connection running at 19.2kbps unless otherwise requested. This port
provides high speed downloading of settings and uploading of events using WSOS.
4.2 Using WSOS via the telemetry port (P8)
This is a standard RS232 port and provides remote access to a PC running WSOS located elsewhere
such as in an office or workshop. To gain remote access a modem must be installed in the control
cubicle allowing the PC to control the recloser from another location. Typically the modem is connected
to a telephone line or is itself a digital cellular telephone modem.
The modem allows an engineer or operator to dial into the controller and check on the event record or
make protection setting changes. In addition the controller can be configured to dial the PC

automatically when events occur such as trip to lockout. This is called Change of State (COS) reporting
and allows a WSOS computer to be used as a monitoring system for a population of circuit breakers.
In some software configurations this port is used by other protocols in which case it cannot be used for
WSOS connection at the same time.
The port must be configure on (System Status-WSOS Port P8 Communications) and requires:
The baud rate must be set to match the modem interface to allow dial-in access to WSOS (this is
not necessarily the same as the modem signalling speed).
CAPM 4 possible range is 300 baud to 9.6kBaud
CAPM 5 possible range is 300 baud to 19.2kBaud.
COS If Change of State Reporting is required a telephone number is also required.
5 Application Design examples
5.1 MV line Applications
5.1.1 Recloser for MV line applications using DNP (Recommended)
Ensure that the control centre is equipped with FFSK modems for communication using the DNP3
protocol.
Under normal circumstances the CUBICLE, CONTROL N24 NU-LEC PTCC-TRO with SAP no 0187695
is the best option to order. This Control cubicle is divided into four compartments.

These compartments are fully loaded with the following equipment modules.
Operator control panel module
Battery compartment with 2 batteries

Hinged radio mounting tray
Mains compartment for AC supply ( This is for the 220 V AC from the VT)
25 pin RS232 connector above the operator Panel for WSOS communication

IOEX cable, RFM 01 cable and RTM1202 Cables ready for connecting to interfacing equipment.
The Close and Trip capacitors are part of the control cubicle sitting in the Electronics compartment
The power supply design for the radio is centered on the tait radio, so it is advisable to use the tait radio.
The radio is ordered separately from EMCOM.
5.1.2 Recloser for MV line applications using EV Protocol (Not Recommended)
The setup is the same as above except that instead of a radio an IOEX card will have to be ordered.
Ensure that a PMRTU is available for interfacing the control and input data via the IOEX.
When using a PMRTU always ensure that there is an external power voltage source for the controls.
This source should be able to supply a voltage of more than 18 V on the PMRTU outputs as the IOEX
inputs are rated 18 -150VDC. The PMRTU outputs by design can take up to 63V DC for their supply.

IST provides the IST PMRTU.
The block diagram below shows the connection between the units.

Note: This is not a recommended solution as it is highly costly. The cost of the IOEX card is R4, 271.00, the RTU cost is
approximately R20 000. It is highly recommended then to wait until the DNP 3 issues are sorted out and opt for solution 5.1
5.2 Nulec recloser for Substation applications
5.2.1 Using 2 IOEX modules, 2 Nulec reclosers and the DRTU or PMRTU (EV Protocol)
The use of Nulec reclosers in substation applications has been found to be a cheaper alternative to the
dogbox breakers. Due to the need to interface to the transformer indications and the master trip control,
use of the IOEX cannot be avoided. All the digital input and output information from the Nulec will be
mapped to the DRTU Multi I/O card. The DRTUs will be able to communicate to the SMART system
using EV.
In order to achieve this setup, there is a need to purchase two separate fully-fledged Nulec units as in
section 5.1 with exception of the Radio. Only one radio will be used and that will be part of the DRTU.

5.2.2 Using 2 Configurable IOEX modules, 2 Nulec reclosers and two radios in the Nulec
reclosers (DNP with configurable IOEX).
When using the configurable IOEX modules, alarms/indications from the transformer are mapped
directly to the IOEX. Using the configurable database feature provided by version 28, IOEX inputs and
outputs can be mapped as both part of the DNP3 database and the Event log.
Advantages
No IDF work required
More alarms from the Nulec sent through to SCADA providing better fault analysis
Two radios on one site provide better insight into communication problems. Radio Network failures
can be easily picked up.
The chances of availability of at least half the HV/LV transformer alarms is increased.
Disadvantages
Added expense of purchasing an extra radio and antenna
Increase in collisions when reporting alarms

5.2.2.1 Configurable IOEX operation
Both the non-configurable and configurable IOEX modules have identical hardware. The
programmability is determined by the firmware on the Nulec recloser.
The IOEX has 8 programmable output (Indication) points and 12 programmable input (control) points.
There is a need for external voltage supply for both the indications and controls, the voltage range is 18
130 V DC although measures of up to 11.4 volts were observed during testing.

5.2.3 Using 2 IOEX modules, 2 Nulec reclosers and the Nulec Radio (DNP)
In order to achieve this setup, there is a need to purchase two separate fully-fledged units as in section
5.1 with only one radio in one of the Nulec reclosers. The Nulec with the radio connected will be the
Master of the other Nulec.
Indications from Recloser 1 will be send to Recloser 2, Recloser 2 will also control the breaker on 1 via
the IOEX. SEF, ARC, Dummy, Reset Flag. Please refer to diagram 2 for more detail.

5.3 Using the 600 Ohm interface module
This module interfaces to the FSK modem port. Several Nulec Reclosers can be multi-dropped to one
module, which in turn will be connected to a Radio for communicating to the master. This can only be
used if the IOEX is not used. The downside of this installation is the use of FSK modems which are no
longer used in distribution. This kind of installation can only work with DNP 3 protocol.
The time taken for polling and responding to the master also needs to be adjusted as the daisy chain
introduces a delay element.
5.4 Using a DRTU as a master to the Nulec
By means of serial connection the Nulec can be connected to the DRTU. The DRTU will act as the
master to the two Nulec reclosers. Direct serial connection is only possible where the distance between
the control box and the recloser is between 15 and 20 meters. In cases where there is a longer distance
signal amplifiers will be required.
Another option where distance is a problem, fibre to RS232 converters can be used.
Advantages
Less IDF wiring
Only one radio will be used
Fault finding will be easier
Ease of database mapping on the SMART side as only one address will be used.
Disadvantages
When going the fibre optic route a large cost can be incurred
