The Northstar Foundation Donor Advised Grants NYC Boroughs
North Star Fund partners with progressive donors to
meet their philanthropic goals. Some donor activists
know exactly which organizations they would like to
support. Others have broad areas of interest and want
North Star Fund's advice in finding organizations that
are working on the issues that matter to them. Still
other partners come to North Star to take advantage of
our expertise in setting up community-led grant making
programs.
Most donor advised fund grants do not have an
application process. North Star Fund recommends
groups that we know are doing effective, cutting-edge
work in a donor's interest areas, many of whom are
current or former grantees. However, for donor advised
funds which utilize a community process, there is often

ConEd - Multifamily Energy Efficiency
Incentives program (REBATE)

Utility Rebate Program - Con Edison offers New York
Multifamily electric customers a rebate program for
energy efficient cooling and lighting equipment in 5-75
unit buildings in the eligible service area. All equipment
must be installed by a participating contractor and
installations may be inspected before incentive
payments. All equipment must meet program efficiency
requirements in order to qualify for rebates. Customers
can schedule an energy efficiency survey to begin the

ConEd - Multifamily Energy Efficiency
Incentives program (REBATE)

Utility Rebate Program - Con Edison is offering a
Multifamily Natural Gas Heating Rebate Program.
Through this program, incentives are offered on energy
efficient heating equipment for 5-75 unit buildings in
the eligible service area. Eligible measures and
equipment include furnaces, water boilers, steam
boilers, boiler controls, indirect water heaters, energy
management systems, and programmable
thermostats. Additionally, certain "in-unit" upgrades are
eligible for additional rebates or may be offered for
free. All equipment must be installed by a participating
contractor and installations may be inspected before
incentive payments. Contact Con Edison for more

The primary focus of EmPower New York is to provide
cost-effective electric reduction measures, such as
replacement of refrigerators and installation of high
efficiency lighting. This program also offers cost
effective home performance measures such as
insulation, air sealing and heating system repair or
replacement, as well as health and safety measures.
The New York State Energy Research and
Development Authority (NYSERDA) currently contracts
with Honeywell International to implement the
EmPower New York Program.

Energy Smart Miltifamily Performance
Program

Under NYSERDA's Energy $mart Multifamily
Performance Program, new construction of multifamily
buildings and existing multifamily buildings are eligible
for incentives that improve energy savings through
energy efficiency or innovative energy solutions, such
as renewable energy. Through this program, interested
building owners work with a Multifamily Performance
Partner. The program website contains a guide to
assist building owners/managers in selecting a
Performance Partner. Additional incentives are
available for projects that serve or are expected to
serve low-income tenants.

National Grid (gas) Residential Energy
Efficiency Rebate Program

National Grids High Efficiency Heating Rebates are
offered to residential gas heating customers in the New
York City metro area and Long Island. Rebates vary
depending on equipment type and where customers
live. All equipment must meet efficiency standards
provided on the website. Applications are to be
completed and sent in after equipment installation.
Eligible equipment includes high efficiency heating
equipment (boilers and furnaces), indirect water
heaters, 7-day programmable thermostats, home air
sealing measures, heating duct insulation and air
sealing. The application form is available on the

Home Performance With Energy Star
Program

The New Jersey Board of Public Utilities (NJ BPU)
offers a Home Performance with Energy Star Program
for residents that want to improve the energy efficiency
of their homes. The program is set up to provide
incentives that lower the ultimate cost to consumers for
the installation of energy efficiency measures identified
in a comprehensive home assessment. Qualifying
measures may include HVAC improvements, air
sealing, the installation of better insulation, and
domestic hot water systems. Appliances, lighting,
doors, and windows are not eligible measures under
the current program rules. This program was formerly
only available for 1-4 family homes; however, it was
revised in 2011 to also provide incentives for small
multi-family dwellings that have 5 or more units, are
three stories or less, have single ownership, and where
total building energy use data is accessible.
Department of Energy New Jersey Comfort Partners Program NJ
The New Jersey Comfort Partners program is a free of
charge, direct installation energy efficiency assistance
program available to most New Jersey households
with significant energy usage and an income at or
below 225% of the federal poverty guidelines. The
measures offered are case-specific and will depend on
the outcome of a comprehensive energy analysis of
the household, but may include lighting upgrades,
home and equipment insulation, HVAC system repairs,
replacement of inefficient appliances (e.g.,
refrigerators), air and duct sealing, or custom
measures. It is important to note that these (and the
eligible technologies listed at the top of this page) are
only examples of possible improvements which may
take place pending the results of the home energy
analysis. The program will also provide
comprehensive, personalized energy education and
counseling for participants, who are asked to partner
with the program to carry out an energy savings action
plan
Department of Energy PSEG Whole House Efficiency Program NJ
PSE&G, in concert with New Jersey's Clean Energy
Program (NJCEP), provides a range of incentives for
new equipment and energy efficiency measures in
residences. All program rebates are awarded through
NJCEP, although customers may reach incentive
information through the PSE&G web site. The Cool
Advantage Program offers rebates for high-efficiency
central air conditioners and electric heat pumps.
Additionally, the Warm Advantage Program offers
rebates for high-efficiency gas water heaters, furnaces
and boilers. View the PSE&G program web site listed
above for more information. Home energy audits,
programmable thermostats and insulation measures
may also be available through PSE&G. Contact

Funding is limited, and services will be targeted to
customers on the basis of energy usage and the
potential for energy-saving measures. In order to qualify
customers must live in a building with 100 or fewer
units, and either participate in a low income utility
assistance program; are eligible for regular Home
Energy Assistance Program (HEAP) benefits; or have
an income at 60% or less of the median income. The
program was formerly limited to customers in certain
utility service territories, but has been expanded over
time with additional funding sources to offer assistance
throughout the state for both electric and gas efficiency
measures. There is no cost to the customer for these
efficiency improvements.
