The Constitution of

Perficium
Preamble
Perficium exists so that its people will live in a land that learns from the shortcomings
of the past; safeguards independence; creates a civil society free of atrocity,
discrimination, and violence; is based on the protection of human rights and human
dignity; ensures the natural rights and freedoms of the people; protects family ideals
in a society of free men and free institutions; and is dedicated to peace, tolerance,
work, progress, justice, liberty, and prosperity. Considering all of this, we hereby adopt
this Constitution for Perficium.
Article I: An Overview
Section 1:
The Valicracy is held together by the feeling of mutual brotherhood and the dedication
of its citizens to provide each of their brothers and sisters with their basic needs,
placing the needs of others before their own.
Section 2:
The Validus protects the the rights and liberties of each citizen, holding the nation
together and facilitating the everyday affairs of the world.
Section 3:
An individual Prax is assigned to each and every citizen at birth. It grows and changes
with each person, advising and teaching them the value of selflessness, brotherhood,
and education. Citizens will be taught to apply logic and keep their emotions in check
while making decisions, and how to reason in everyday life. (See Art.II for further
information on Prax, and Art.III about the education of the citizens.)
Section 4:
Basic needs will be fulfilled for each citizen. (See Art.VI for further information)



Section 5:
Citizens will be given freedom of speech, the right to assemble, and the right to a fair
trial. There is no religion and no freedom of the press (see Art. IV for further
information).
Article II: Prax
Section 1:
Each Prax starts out on default settings with the primary directive of fostering the
positive growth and development of their individual. The individual Praxes of every
citizen come together in the making of big decisions, including but not limited to the
choosing of a Validus (See Art.V Sec.1), the choosing of the group of confidants (See
Art.V Sec.4), and assisting with career decisions for individuals that are completed
with their training (See Art.III Sec.2 Cla.1).
Clause 1:
When a child is born, they will receive their Prax. The computer
connects to their biometric signature and scans their health, and
from then on works for the betterment of that individual. Their Prax
will know how much and what kind of food would keep them strong
and happy, and how to fulfill all other basic needs.
Section 2:
Each citizen will be issued a weapon at age 16.
Clause 1:
All weapons have to be connected to a Prax to be used, and will log which
Praxes (and therefore which people) use it at specific times.
Clause 2:
The Praxes will measure the mental state of the weapons user so that only
people without an intent to maliciously harm another person will be
able to use the weapons.





Article III: Education
Section 1:
When children turn three years old, they begin their basic training.
Clause 1:
Each child learns individually from the curriculum preloaded onto
their Prax. Each child sets the pace of their own learning, and
facilitators will be available to ensure the safety of the kids during
learning and break time.
Clause 2:
When a child has finished their basics they will move on to one of
two spheres: Trade School or Continued Education.
Clause 3:
All fees paid by the students/students families will go directly to
the payment of the facilitators.
Section 2:
When a child has finished their basics, at whatever age, they will be tested to
determine which sphere they should be placed in. The results of the test will solely
provide direction to the student. The choice of which sphere to enter will be up to the
child.
Clause 1:
Within each sphere are multitude of career choices. The test taken
will give a list of options that would suit the person best based on
their talents. Each persons Prax administers the test and each
Prax determines the best career option for each person. The
Praxes will know their person better than anybody, even better than
themselves. The results will include percentages of how well suited
an individual would be for a job and how many positions of each
job are available.
Clause 2:
Citizens are trained to work for the betterment of everybody, but
they still have the freedom to do as they choose.


Section 3:
As citizens go through Trade School or Continued Education, they will be required to
have a job, whether by apprenticeship or entry level job, in their projected field.
Clause 1:
If the job turns out to not suit that citizen, they can choose another
field of study.
Section 4:
Perficium has a free market system, so every citizen is allowed to start their own
business and buy what they want where they want.
Article IV: Reporters
Section 1:
Reporters are only allowed to tell facts and the truth. No secrets will be kept from the
public, there is full disclosure.
Clause 1:
In order to become a reporter, you must have a chip placed in your
spine so that you must only tell the truth. On air, only facts are
allowed to be stated, and all facts on the topic must be stated.
Section 2:
If any citizen at any time has a question, concern, protest, or petition, they may
contact the reporters for full disclosure of any information they are concerned about.
Section 3:
All citizens have the right to free speech, but only certified Reporters are allowed to
publish news.
Section 4:
If at any time a citizen wishes to leave Perficium, they may inform the Reporters and
leave.






Article V: Government
Section 1:
The Valicracy is dependent upon the leadership of the Validus (pl. Valid"), which is
chosen by the Praxes. Praxes know their people inside and out, and they choose a
leader based on their level of knowledge, compassion, tolerance, progress, and sense
of justice.
Clause 1:
Each citizen becomes available for selection when they finish their
basic education.

this comes by death, a change in personality, or some another
reason determined by their Prax.
Section 2:
The Validus regulates the distribution of basic necessities, including but not limited to
clothes and food. The position also requires the regulation of society as it grows and
changes.
Section 3:
The Validus has a specialized Prax that allows him to see statistics and the overall
needs of the world.
Clause 1:
The Validus regulates the population. If the population is increasing
or decreasing too rapidly, the Validus can send a message to the
Praxes so limit the amount of eligible couples, or the amount of
children that should be produced by certain couples (See Art. VII for further
information).
Section 4:
In times of need, including but not limited to the committing of a crime, an outside
threat, or major disruption of the peace, the Praxes will call together a Body of
Confidants to help the Validus decide what would be right and fair to the individual in
question, and for the rest of the world. Once the issue is resolved, the Body of
Confidants will be disbanded.
Article VI: Basic Needs
Section 1:
All basic needs are provided for each citizen, eliminating poverty.
Section 2:
Once a citizen maintains one level of a job for one year, they will receive a basic
dwelling in which to live. All dwellings in an area have the same dimensions and
layout.
Clause 1:
All cities have apartments of the same dimensions and layout;
all suburbs and country dwellings have the same dimensions and
layout.
Clause 2:
Citizens may choose where they want to live and therefore which
type of dwelling in which to live.
Clause 3:
Citizens are free to add and change their dwelling as they please.
Section 3:
Each prax determines how much food their person needs to be healthy and happy.
Clause 1:
Food for each individual will be delivered nightly to their dwelling.
The amount delivered will sustain and satisfy. If individuals eat
regularly, there will be no food left over at the end of the day.
Citizens can buy extra food online if they wish to.
Clause 2:
The amount of food delivered fluctuates daily based on factors
including but not limited to hormonal changes, stress, activity level,
taste change, and growth.
Clause 3:
Praxes tailor make a meal plan for their citizens every night and
send alerts for best times to eat certain types of food throughout
the day.


Section 4:
Four outfits of basic clothing will be provided to every citizen.
Clause 1:
Praxes will notify the clothing supply stores when your dimensions
change enough to need new basic clothes, though clothes do
automatically fit themselves within two sizes of their default size.
Clause 2:
Additional clothing may also be purchased.

Section 5:
Free medical care will be provided to every citizen. Percuravi will be available at
hospitals for anyone that is diseased or sick.
Clause 1:
At birth, all physical defects will be healed.
Clause 2:
Mental disabilities, including but not limited to dyslexia, ADD, and
ADHD, can be diagnosed by Prax. If an individual wishes to heal
this type of disability, they can utilize a specialized Percuravi to do so.
Article VII: Population & Procreation
Section 1:
Procreation is limited to a select number of couples. Only couples that meet all the
desirable requirements are permitted to procreate.
Clause 1:
The Praxes determine which couples meet all the physical and mental
requirements that would produce offspring with the most desirable
characteristics with the least amount of disabilities and defects.
Clause 2:
It is the civil duty of all eligible couples to have at least two kids,
and the Validus and his/her Prax has the power to limit or increase
the amount of eligible couples or the amount of children eligible
couples are allowed to produce. (See Art.V Sec.3 Cla.1)

Section 2:
Couples that are ineligible to procreate may adopt children if they are eligible to be
parents.
Clause 1:
There is not a limit on how many couples that are eligible to become parents
and adopt children.
Clause 2:
Praxes analyze parental characteristics including but not limited to the capacity
to be nurturing, compassionate, tolerant, consistent, caring, firm, fair,
accountable, and loving while retaining the ability to teach their children wisely.

Clause 3:
It is a social norm for children to be adopted, there is not social difference
between children that are with their birth parents or with adopted parents.
Section 3:
For every child that is born that is planned to be given up for adoption will be matched
with a couple eligible for adoption that most closely matches their physical and mental
characteristics.
