PD223 Law states on creating the Professional regulatory commission


RA 8981 The PRC Modernization Act of 2000

It is composed of 1 full time chairperson and 2 full time commissioners all which are appointed by
President for a 7years term.

All which should be in 40years of age
Has a certification of registration / professional license and a valid professional card.
They should be familiar with the principles and methods of professional regulation or licensing
They should have atleast 5years of management/executive experience
1 commissioner must be a past chairperson/member of professional regulatory board

Powers and Functions (commissioners)
For General Courses

- Promulgate and execute rules
- Overseas activities of various boards
- Oversees licensure exams
- Maintain professional records
- Issue Certificates of Registration/License
- Maintain records of various boards
- Fix and collect charges and fees
- Appoint officials and employees
- Evaluate foreigners application for certificate of registration
- Supervise practicing foreigners
- Monitor school performances
- Implement full computerization exams
- Authorize any officer to administer oaths
- Investigate illegal practice

Power and Functions (Various Professional Regulatory Boards) Specific
For every course
- Regulate the practice of professions
- Monitor the conditions affecting the practice
- Acts on violation of rules and regulations
- Evaluate application for registration without examination
- Prepare and administer the licensure exams
- Suspend, revoke or reissue, reinstate certificate of registration

Practice of Civil Engineering shall embrace services in the form of consultation, design, preparation of
plans , specification, estimates, erection, installation and supervision of the construction of streets,
bridges, highways, railroads, airports, hangars, port works, canals, river and shore improvements,
lighthouses and dry docks; buildings, fixed structures for irrigation, flood protection, drainage, water
supply and sewerage works; demolition of permanent structures and tunnels.
