Region IV Bylaws

ARTICLE I: NAME
A. This organization shall be known as Region IV of the American Criminal
Justice Association/ Lambda Alha !silon
ARTICLE II: OBJECTIVES
A. The ob"ecti#es of Region IV shall conform with $ but not be limited to those
set forth in the %rand Chater&s '(laws of the American Criminal Justice
Association/ Lambda Alha !silon and
'. To work within the boundaries of Region IV towards e)ansion of the
Association.
ARTICLE III: MEMBERSHIP
A. *embershi shall be comosed of all members meeting the established
criteria set forth in the %rand Chater&s '(laws of the American Criminal
Justice Association/ Lambda Alha !silon and
'. *embershi will include subordinate chaters and *embers+at+large who are
also within boundaries of Region IV.
ARTICLE IV: OFFICERS OF REGION IV
A. ,fficers
a. Region IV !)ecuti#e 'oard of Region IV shall be -resident$ Vice+
-resident$ .ecretar($ Treasurer$ .ergeant+At+Arms$ .tudent
Reresentati#e$ and /acult( Ad#isor
'. 0uties of ,fficers
a. 0uties of Region IV -resident
i. 1e/.he shall be well #ersed in arliamentar( law and
thoroughl( familiarize him/herself with the '(laws of the
%rand Chater and the region and other rules of the
Association.
ii. The Regional -resident or someone designated b( him/ her
shall arrange for at least one Regional *eeting each (ear.
iii. The Regional -resident or his/her elected delegate shall be
re2uired to attend all !)ecuti#e 'oard *eetings and the
Annual *eeting of the %rand Chater.
i#. 1e/.he shall send a co( of the regions '(laws to the
.ecretar( of the %rand Chater.
#. The Regional -resident shall kee a comlete record of
their financial acti#ities to be forwarded to the 3ational
-resident bi+annuall(. The( shall remain in contact with
chaters in their region and accet written reorts from them
on acti#ities in their resecti#e chaters.
#i. /inancial Resonsibilities
4. 1e/.he shall submit a reort of all e)enditures and
monies recei#ed b( his/her region for the re#ious (ear
at the first !)ecuti#e 'oard meeting of the following
(ear.
5. In addition$ he/she shall also submit to the !)ecuti#e
.ecretar( of the %rand Chater bi+annual reorts
showing financial acti#it( for the eriods 3o#ember+
Aril and *a(+,ctober with a reort made at the
Annual Conference showing financial acti#it( u to and
including the re#ious month before the Annual
Conference. This reort will onl( consist of receits$
e)enses$ and balance.
6. Regional reimbursements will not be released until the
reort is recei#ed.
#ii. 1e/.he shall submit a reort on all acti#ities of his/her+s in
writing$ at the !)ecuti#e 'oard meeting and the Annual
Conference.
#iii. 1e/.he shall reresent the interests of chaters in his/her
region unable to send a chater delegate to meetings of the
Association.
i). 1e/.he shall be resonsible for the collection of ro)ies of
chaters within his/her region unable to attend the Annual
*eeting.
). 1e/.he shall reresent the interest of his/her region at the
!)ecuti#e 'oard meetings and the Annual *eeting.
)i. 1e/.he shall assist subordinate chaters within his/her
region in the organization and the establishment of new
chaters and shall gi#e such assistance as ma( be re2uested.
)ii. The Regional -resident shall follow+u$ either b(
telehone$ b( mail$ or facsimile on all chater starter ackets
sent from the 3ational ,ffice. 3otification of starter ackets
will be sulied b( the !)ecuti#e .ecretar(.
)iii. The Regional -resident ma( make recommendations for
recall of Charter and chaters within his/her region to the
!)ecuti#e 'oard of %rand Chater. 7'(laws$ Article

)i#. The Regional -resident shall ha#e the authorit( to susend
for a eriod of not more than si)t( 7;9: da(s$ the Charter$
acti#ities$ functions$ and acts of a chater while an in2uir( is
made to determine if the chaters Charter is to be re#oked.

b. 0uties of the -residing ,fficer at meetings
i. 1e/.he shall call the meeting to order and ascertain that a
2uorum is resent
ii. The residing officer shall call for additions to the agenda
before recognizing a motion to aro#e the agenda.
iii. 1e/.he shall announce in roer se2uence the business to
come before the assembl(.
i#. 1e/.he shall recognize members who are entitled to the
floor.
#. 1e/.he shall state and ut to #ote all 2uestions that
legitimatel( come before the assembl( as motions or that
otherwise arise in the course of roceedings and to announce
the result of each #ote8 or$ if a motion that is not in order is
made$ to rule it out of order.
#i. 1e/.he shall resond to in2uiries of members relating to
arliamentar( rocedure.
#ii. 1e/.he shall$ re#ious to the ad"ournment of each
!)ecuti#e 'oard and Annual *eeting$ re2uire the !)ecuti#e
.ecretar( to submit a statement of all monies recei#ed$
deosited$ and disersed since the regular meeting and of the
financial standing of the Association.
#iii. To declare the meeting ad"ourned when the assembl( so
#otes or+ where alicable+ at the time rescribed in the
rogram.
i). At each meeting$ in addition to the necessar( aers roer
to that meetings business$ the residing officer shall ha#e on
hand<
4. A co( of the '(laws and other rules of the
organization.
5. A co( of its arliamentar( authorit(.
6. A list of all standing and secial committees and their
names.
=. A memorandum of the comlete order of business$
showing all known matters that are to come u under
each heading$ listed in roer se2uence.
c. 0uties of Vice+-resident
i. The Vice+-resident shall assist the -resident in the
erformance of his/her duties and erform such duties as
directed b( the -resident.
ii. In the absence of the -resident$ the Vice+-resident shall
ser#e in his/her stead.
iii. In case of the resignation or death of the -resident$ the
Vice+-resident automaticall( becomes -resident for the
une)ired term.
i#. The Vice+-resident shall follow+u$ either b( telehone$
mail$ facsimile or email on all chater starter ackets sent from
the 3ational ,ffice. 3otification of starter ackets will be
sulied b( the !)ecuti#e .ecretar(.
#. Recruitment of new chaters for the Region shall be one of
the duties of the Vice+-resident.
#i. Contacting inacti#e chaters to encourage their return to
good standing.

d. 0uties of .ecretar(
i. To kee a record of all roceedings of Region IV+ usuall(
called the minutes.
ii. To kee on file all committee reorts and information for
the Regional 3ewsletter.
iii. To make the minutes and records a#ailable to members
within 69 da(s of the comletion of the
meeting .
i#. To notif( officers and committee members of their
election or aointment$ to furnish committees with whate#er
documents are re2uired for the erformance of their duties and
to ha#e on hand at each meeting a list of all e)isting
committees and their members.
#. To maintain record book7s: in which the Region IV
'(laws$ .tanding Rules and minutes are entered$ with an(
amendments of these documents roerl( recorded$ and to
ha#e the current record book7s: on hand at e#er( meeting.
#i. To send out the membershi a notice of each meeting$
known as the call of the meeting$ and to conduct the general
corresondence of Region IV+ that is$ corresondence which is
not a function roer to other officers or to committees.
#ii. To reare$ rior to each meeting$ an order of business for
the use of the residing officer$ showing in their e)act order$
under each heading$ all matters known in ad#ance that are due
to come u.
#iii. In the absence of the -resident and Vice+-resident$ to call
the meeting to order and reside o#er the meeting.
i). >ee a record of the names$ addresses and such other data
ertaining to the Regional membershi as ma( be of interest or
use as directed b( the !)ecuti#e 'oard of the Region. .uch a
list can be obtained from the 3ational .ecretar(.
)i#. The Regional .ecretar( will act as 3ominations
Coordinator for Regional !lections and will recei#e all
nominations and check that the( are currentl( members of the
region in good standing.
)#. The Regional .ecretar( will suer#ise the ublishing of
two newsletters er (ear for the region with the assistance of
other !)ecuti#e 'oard *embers and Chater ,fficers.
)#i. Reorts re2uired of the .ecretar(
4. Reort of Chaters gained or lost since the last meeting.
5. Reort of all Charters granted since the last regular
meeting gi#ing their names and locations.
6. Reorts of acti#ities at the Regional and Annual
*eeting.
)#ii. 0uties of .ecretar( to subordinate Chaters
4. 3otif( the subordinate chaters of the Regional
Conference and !)ecuti#e 'oard meetings.
5. Answer all corresondence and send secial notices of
general information as needed.
6. The cutoff date for membershi initiations and dues for
#oting uroses shall be 69 working da(s rior to the
first !)ecuti#e 'oard meeting of the Regional
Conference.
=. Re2uest from the 3ational .ecretar( a list of chaters
and their number of aid members for #oting at the
Regional Conference.
e. 0uties of the Treasurer
i. *aintain a cash receits "ournal of all funds recei#ed from
an( source$ and maintain a cash a(ments "ournal of all funds
disersed.
ii. 0eosit funds into the Regional Account.
iii. !ndorse checks with the Regional -resident.
i#. ?ith the Regional -resident$ re#iew Regional Conference
'udgets and e)enditures to ensure their accurac(.
#. Reort of all monies recei#ed$ deosited and distributed
since the last regular meeting$ and the financial standing of
Region IV.
f. 0uties of the .ergeant+At+Arms/ -arliamentarian
i. The .ergeant+At+Arms is elected with the other Regional
,fficers.
ii. In the absence of the -resident$ Vice+-resident and
.ecretar($ he/she shall conduct the Regional *eeting.
iii. 1e/.he shall carr( out the orders of the residing officer
in keeing order$ disseminating ballot7s:$ and take care of an(
other business the residing officer deems necessar(.
i#. 1e/.he should be well+#ersed in arliamentar( law and
thoroughl( familiarize him/herself with the '(laws and
.tanding Rules of Region IV.
#. 1e/.he shall act as arliamentarian at meetings.
g. 0uties of the .tudent Reresentati#e
i. The .tudent Reresentati#e member of Region IV
!)ecuti#e 'oard must be a current student in one of the regions
subordinate chaters.
ii. The .tudent Reresentati#e is a full member of the
!)ecuti#e 'oard with #oting ri#ileges.
iii. The .tudent Reresentati#e shall recei#e registration
reimbursement for attending the Regional and 3ational
*eetings.
i#. The .tudent Reresentati#e shall ser#e as the rimar(
contact to students within Region IV.
h. The Regional /acult( Ad#isor
i. The /acult( Ad#isor shall be a member of the Region IV
!)ecuti#e 'oard and shall be the ad#isor to one of the regions
subordinate chaters.
ii. The /acult( Ad#isor is a full member of the !)ecuti#e
'oard with #oting ri#ileges.
iii. The /acult( Ad#isor shall be the main contact for ad#isors
within the region.

C. !lection of ,fficers
a. The -resident$ Vice+-resident$ .ecretar($ Treasurer$ .ergeant+At+
Arms$ .tudent Reresentati#e$ and /acult( Ad#isor shall be elected
from the membershi resent on e#en numbered (ears at the Regional
Conference b( secret ballot and shall hold office until their successors
are elected and 2ualified. The term of office shall begin at the close of
the Regional meeting in which the( were elected.
i. In the e#ent of the resignation or death of the -resident$
the Vice+-resident shall ascend to the office of -resident for the
remainder of the une)ired term. The office of Vice+-resident
shall remain #acant until the ne)t Regional or Annual
Conference. There$ the Vice+-resident will be elected to ser#e
the remainder of the term of the re#ious Vice+-resident. If
another #acant osition will be elected$ and so on$ until all
#acant offices are filled.
ii. In the e#ent of the resignation or death of the -resident$
and the una#ailabilit( of a Vice+-resident to succeed to the
office of -resident$ the .ecretar($ then the Treasurer$ or if
una#ailable the .ergeant+At+Arms$ shall assume the duties of
Chairman of the !)ecuti#e 'oard with all of the duties and
owers of the -resident until an election can be held at the ne)t
Regional or 3ational Conference to fill the #acancies for the
remainder of their terms.
iii. The -resident term of office shall be limited to two 75:
consecuti#e two (ear terms.
b. The Regional .ecretar( will act as the 3ominations Coordinator for
regional elections
i. In the e#ent that the Regional .ecretar( cannot ser#e as the
3ominations Coordinator$ the -resident$ with the aro#al of
the !)ecuti#e board$ shall aoint another member in good
standing to ser#e in this osition.
ii. The 3ominations Coordinator shall ha#e the resonsibilit(
to solicit such nominations as an( member in good standing
shall submit for all of the Regional ,ffices.
iii. All nomination letters shall be sent to the 3ominations
Coordinator b( *a( 4

rior to the Region&s *eeting in which
the elections are to be held. The letters should include
background and written criteria for each nominee.
i#. The 3ominations Coordinator shall #erif( that each
nominee meets all 2ualifications as ma( be set forth in the
Association&s and Region IV '(laws. The Coordinator shall
address an( incomlete and/or inaccurate information.
#. The 3ominations Coordinator will gi#e a reort at the
'usiness *eeting at the Regional Conference before the
election on the nominations that were recei#ed.
#i. 3ominations for officers of the Region IV !)ecuti#e
'oard ma( also be made from the floor.
c. ?hen there is onl( one candidate for an office the election b( ballot
ma( be disensed with.
d. .hould the -residing ,fficer wish to nominate a member for office$
he/she shall aoint an alternate residing officer to conduct the
'usiness *eeting until the comletion of the election.
e. In order to be nominated$ a candidate for the office of -resident or
Vice+-resident shall ha#e been a member of the Region for two 75:
consecuti#e (ears at the time of his/her nomination.
f. ,nl( members of the region shall nominate a candidate for office.
g. The election of officers of the !)ecuti#e 'oard shall be held under
new business and must be comleted before ad"ournment.
h. A ma"orit( #ote of all #otes cast must be secured b( one nominee to
secure the election to office.
i. In the case of a tie or di#ided #ote$ the names of the members
recei#ing the two highest numbers shall be #oted uon again until one
has secured a ma"orit( #ote.
". The highest office #acant must be filled before assing on to the ne)t
office.
k. !ach regional chater shall be entitled to one 74: #ote lus an
additional one 74: #ote for each 5@ members. ,nl( chaters from the
region ma( #ote in an( election of Regional ,fficers.
0. Recall of officers
a. ,fficers of the !)ecuti#e 'oard ma( be recalled for an( #iolation of
the '(laws and/or ruling of the !)ecuti#e 'oard of Region IV or the
!)ecuti#e 'oard of the %rand Chater.
i. A motion for recall ma( be made at an( !)ecuti#e 'oard
Conference of %rand Chater or the Annual *eeting of the
Association.
ii. -rocedures found in Roberts Rules of ,rder$ 3ewl(
Re#ised shall be followed
ARTICLE V: MEETINGS
A. Regular meetings shall be held at least twice a (ear. ,ne meeting shall be
held in the /all$ in con"unction with the Regional Conference and one shall be
held in the .ring$ in con"unction with the %rand Chater Conference.
'. The Region IV -resident$ or someone designated b( him/her$ shall arrange for
each regional meeting.
C. 3otice of all meetings of the Region shall be gi#en b( the Regional .ecretar(
to each subordinate chater and the !)ecuti#e 'oard b( mail at least fifteen
74@: business da(s receding the date set forth for such meetings and shall
designate time$ lace and business to be transacted at such meetings.
0. .ecial meetings of the !)ecuti#e 'oard ma( be called b( the -resident$
.ecretar( or on written re2uest of four chaters from the region
a. Re2uests for secial meetings shall be directed to the Region IV
.ecretar( and shall secif( the business to be transacted.
b. 3o other business shall be transacted at a secial meeting e)cet that
which is secified ion the notice or matters closel( related thereto.
!. A 2uorum shall be resent after all chaters are dul( notified.
/. ?hen a member of the Region IV !)ecuti#e 'oard recei#es a notice of either
a regular or secial meeting and is unable to attend$ the !)ecuti#e 'oard
member shall send acknowledgement of the notice and a signed ro)( to that
meeting.
a. 3o member shall hold or #ote more than one 74: ro)( #ote at a
meeting.
b. .hould the member of the !)ecuti#e 'oard subse2uentl( aear at a
meeting$ his/her ro)( shall automaticall( be #oid.
%. In meetings$ the following order of business shall re#ail unless set aside b(
arliamentar( law or on a ma"orit( #ote of members resent.

ARTICLE VI: VOTING
A. All chaters in good standing shall be allocated one 74: #ote lus one 74: #ote
er 5@ members in good standing8 these #otes to be cast b( chater resident
or his/.her designee. !)ecuti#e 'oard members shall be allotted one 74: #ote
each
ARTICLE VII: COMPOSITION OF THE REGION
A. %eneral -ro#isions
a. Region IV shall be sub"ect to the ro#isions of the '(laws and the
rulings of the %rand Chater.
b. The region shall be comrised of all subordinate chaters within the
boundaries set b( the grand chater.
'. !)ecuti#e 'oard
a. The -resident$ Vice+-resident$ .ecretar($ Treasurer$ .ergeant+At+
Arms$ .tudent Reresentati#e and /acult( Ad#isor shall comrise the
!)ecuti#e 'oard.
b. ,nl( members of Region IV in good standing shall comrise the
!)ecuti#e 'oard.
c. All officers should be re2uired to attend regular and secial meetings
of the region.
d. An( member of the !)ecuti#e 'oard writing letters on association
business shall forward a co( to the .ecretar(.
e. Region IV !)ecuti#e 'oard members will be allotted one 74: #ote
each.
C. /unds of the Association
a. A Bgeneral fundC in hereb( created. All re#enues from an( source
shall be laced in said fund. .uch fund shall be in care of the
.ecretar(/Treasurer.
b. Region IV shall recei#e a refund from the %rand Chater and lace
said reimbursements into the Region IV account.
0. Committees of Region IV
a. The Region IV -resident shall aoint all committees as rescribed in
the '(laws and ma( aoint such other committees as he/she deems
necessar( to the orderl( oeration of the Region.
b. Audit Committee
i. The Regional -resident shall aoint an audit committee
of at least<
4. Three 76: members from the acti#e members of the
Region who do not hold a regional office.
ii. The audit committee shall insect all fiscal records of the
.ecretar( at least once a (ear and submit its reort and
recommendations to the membershi at the business meeting.
If an( irregularities are noted$ the committee shall immediatel(
inform the Region IV -resident.
c. '(laws Committee
i. The Regional -resident shall aoint a b(laws committee
of at least three 76: acti#e members of the region who do not
hold a regional office.
ii. *embers of this committee shall familiarize themsel#es
with the duties of the resecti#e osition as set forth b( the
residing officer of Region IV.
iii. The committee shall ha#e the ower to draw u and
roose amendments to the '(laws and resent these roosed
amendments to the membershi.
i#. The committee shall furnish a written co( of all
recommendations and/or roosed amendments to the Region
IV .ecretar(.
d. 3ewsletter Committee
i. The Region IV Vice+-resident shall be the chair of the
Region IV 3ewsletter Committee.
ii. The committee shall be resonsible for assembling$
comiling$ and ublishing of the Region IV 3ewsletter of the
American Criminal Justice Association/ Lambda Alha
!silon.
iii. The committee chair shall be emowered to aoint such
corresondents and other assistants$ without a($ as he/she
deems necessar( to carr( out the ublishing of the newsletter.
i#. The committee chair shall set deadlines for information to
be included in the 3ewsletter and shall notif( members of the
!)ecuti#e 'oard b( mail of the date of the deadline.
#. The 3ewsletter shall be ublished at least once er (ear.
#i. Items of interest to the Association as a whole$ such as the
acti#ities of the members and for chaters$ imortant decisions
of the !)ecuti#e 'oard$ and rosters of the !)ecuti#e 'oard$
committees and regional chaters shall be included on the
3ewsletter.
#ii. !ach chater shall aoint a member who shall be
resonsible for submitting articles to the newsletter.
ARTICLE VIII: AWARS
A. Jim 1ooker .irit Award
a. ,ne award to be granted at each Region IV conference.
i. The Jim 1ooker .irit Award ma( be awarded to an(
chater$ e)cluding the host chater.
ii. 3ominations and #oting shall be b( the host chater&s
-resident or designee and an(/all Region IV and 3ational
!)ecuti#e 'oard *embers resent at the regional conference.
4. *inimum Criteria
a. *inimum of three 76: members of a chater
must be resent at the conference.
b. .e#ent(+fi#e 7D@: ercent of the chater&s
members resent must articiate in se#ent(+
fi#e 7D@: ercent of the acti#ities at the regional
conference.
c. The chater considered must be in good
standing within the Association.
'. .wees Award
a. The .wees Award shall be awarded to the chater/ member+at+large
that recei#ed the most awards in all conference e#ents.
i. ,ne award to be granted at each Region IV regional
conference.
ii. The member who wins the To Academic Award shall
ha#e his/her national conference fee reimbursed uon attending
the following national conference.
C. To %un Award
a. ,ne award to be granted at each Region IV conference to the
indi#idual who achie#es the highest indi#idual total score in the
firearms cometition.
i. .core shall be #erified b( the range master and/or Region
IV 3ational /irearms Committee reresentati#e.
ii. In the e#ent of a tie$ the highest number of BEC hits$ then
B49C rings hits$ BFC ring hits$ etcG will determine the o#erall
To %un Award winner.
b. *inimum Criteria
i. Indi#idual must achie#e a minimum score of =99/=H9 or
eight(+three ercent 7H6I:.
ii. The reciient must be resent at the closing ban2uet to
recei#e the award.
iii. The reciient must be in good standing within the
association.
c. The To %un Award ma( be granted to an( member within Region IV$
including a host chaters& member.
ARTICLE !: AMENMENTS
A. These '(laws ma( be amended at the /all and/ or .ring Region IV 'usiness
*eeting ro#ided notice of such amendments is brought to the attention of
each acti#e chater within the region at least fifteen business da(s rior to the
meeting for consideration and comment.
'. A two+thirds 75/6: #ote of all membershi resent is necessar( to amend an(
section of the '(laws.
C. All roosals must be submitted on -roosal /orms ro#ided b( the Region
IV .ecretar( uon re2uest.
0. A '(laws Committee will re#iew an( roosed amendments and submit them
for consideration resectfull(.
!. The '(laws Committee shall re#iew each roosal and shall recommend
either aro#al or disaro#al to the delegates at the 'usiness *eeting and
state their reasons for their recommendations.
