Dear Student,
you are reading our new Service Charter
describing what we offer to enrolled Tuscan
Universitiy students.
In addition, the Charter describes the quality
standards that DSU Toscana is committed to
providing in its service with compensation in case
of failure.
DSU Toscana pursues social equality and solidarity
principles to extend the range of its services in order
to help the most deserving and talented students
with limited fnancial means and permitting them
to achieve the highest academic standards.
Our main purpose is to support the highest number
of students with fnancial problems guaranteeing
rights for a whole student citizenship.
This is a commitment you will learn about yourself
as you read these pages, and we hope and wish
this brochure and DSU Toscana may help you
through the academic experience.

All citizens have the same social dignity and are
equal before the law, without distinction of any
kind, such as gender, race, language, religion,
political opinion, personal or social status.
The Republic of Italy is responsible for removing
the economic and social obstacles that, by
actually limiting the citizens freedom and equality,
prevent the human person fully developing and
all workers participating in the political, economic
and social organisation of the country.

limited fnancial resources are entitled to achieve
the highest academic levels.
The Republic of Italy implements such right
by allocating grants, family benefts and other
allowances based on the students qualifcations.

DSU Toscana is the Azienda per
il Diritto allo Studio Universitario
della Regione Toscana (TUSCAN
REGIONAL BOARD FOT THE RIGHT TO

DSU Toscana allocates benefts to the most
deserving and talented students with limited
fnancial resources, based on the students
qualifcations, and general services to all university
students.
Grants, accommodation in halls of residence
for non resident students, benefts for foreign
guest students and for cultural and publishing
initiatives are provided on the basis of the students
qualifcations; while catering services, counselling,
housing counselling, discounts for cultural or
sporting events are available to all students.
The President of the Board is the legal
representative of DSU, who chairs the Board
of Governors and supervises the Boards
management and the achievement of its goals.
The Board of Governors at DSU Toscana lays
down the goals and programmes that need to be
pursued and checks if such goals are achieved.
Regional authorities, university leaders and students
sit on the Board.
The Board of Auditors audits all the records
issued by the Board to make sure they meet all
accounting and administrative requirements.

The Board is based in Florence. Through its local
organisational units, it provides its services in the
university towns of Florence, Pisa and Siena and in
the neighbouring areas (Carrara and Arezzo).
The Director, who is appointed by the Board
of Governors, is responsible for the fnancial,
technical and administrative management
of DSU and has independent organisational,
spending and monitoring powers. The Director is
assisted by some local managers, in charge of
the local organisational units of Florence, Pisa and
Siena, and by some area managers in charge of
consistent areas.

DSU Toscana provides financial allowances
(by application), canteens and housing, cultural
support and counselling, in the attempt to help the
students through their academic experience.
DSU Toscana is committed to achieving the
most efficient management system, without
compromising on the performance of its services or
on customer satisfaction.
To do this, it implements a single quality
management system, designed to review, monitor
and improve its internal processes; the quality
management system was awarded a quality
certificate (ISO 9001:2008) in February 2011, as
confirmed by an audit in May 2013.
All staff are committed to implementing and
maintaining the quality management system and
improving its effectiveness. In addition, DSU
Toscana promotes user feedback systems and the
fulfilment of its quality standards, pursuant to Civit
resolution no. 3/2012.
Student satisfaction and quality standards are
regularly reviewed through surveys, questionnaires

and the students feedback.
Such feedback may be sent to the local
students council through the mailboxes in the
canteens. Feedback is pooled together at
quarterly intervals and then disclosed in a public
report, available at the service and posted on the
website, www.dsu.toscana.it.
All users may send in their comments and suggestions,
using the online form at www.dsu.toscana.it or by
filling in a hardback form and sending it to the Quality
Service.
The Board will reply within 30 days of reception of
any such feedback.
Such feedback will enable the Board to get
better, locate any criticality and correct it through
the implementation of corrective/preventive
actions, give timely responses and be more tuned
in with the students actual needs.

Direct, interactive and functional relations with
DSU Toscana as well as with other university
students can also be held through the Boards
Facebook profile. DSU Toscanas page on the
popular social network is public and is managed
by the Boards Communication Service, which
chairs its discussions and regularly updates its
contents.
The quality standards and the provision of local
services are regularly monitored by the local
students councils.
Each area is supervised by a council, composed
of 7 students who are elected in each university
when renewing the students boards. The
presidents of such local councils sit on the Board of
Governors.

The local council members are also members
of the regional students council, the body that
ensures students are involved and take part in the
Tuscan Regional general services in support of the
right to education.
The guidebook describes what DSU Toscana
does for the university students: it lists the quality
standards of each service that the Board is
committed to offering and that can be reported
and refunded if found to be lacking.
Actually, the students who use such services may
ask the Board for a flat-rate compensation if they
find such service to be inadequate, inconsistent
or unable to meet the quality indicators set out for
each one of them (as specified at the end of the
presentation of each service and summed up in
the table below).
Only the students who use such services and are
regular students of Tuscan universities can submit
such claims.

the day on which the failure has occurred, by filling
in a special complaint form at www.dsu.toscana.

can be downloaded from the Quality section
and sent to the Quality and Safety Service of DSU
Toscana, to: qualita@dsu.toscana.it. In addition
to the applicants name, surname, permanent
and/or temporary address, contact details and
matriculation number, the applicant must also
provide a detailed description of the service which
allegedly failed to meet the indicator/s and the
date on which the event happened.
The Board will investigate the event and will
eventually make a refund. Such refund will only
concern the noncompliance of the service
with the specific standard, not the damage or
inconvenience it may have caused to the student.
Compensation is forfeited if compliance with
the standard has been prevented by some force
majeure circumstance (for instance, strike), which
will however be notified to the students.
Every six months, each sector submits to Quality
Service the outcomes of the quality standards
control. The report will be posted on the website
www.dsu.toscana.it.

Article 1 Purposes
In promoting the Service Charter (pursuant to
Legislative Decree 150/2009 and Civit resolutions
no. 88/2010 and no. 3/2012), the Azienda
Regionale per il Diritto allo Studio della Toscana
(hereinafter referred to as the Board) has laid
down the quality standards it aims to meet in the
provision of its services: they entitle users to submit
a complaint and receive flat-rate compensation
should they find such standards are not met.
Article 2 Eligibility for compensation
Only those students who use the services
hereunder and who regularly attend Tuscanys
regional universities and university facilities may
apply for compensation.
Article 3 Quality standards
The Board has laid down the quality standards it
aims to meet in the provision of its services to target
users: if unmet, users are entitled to file a complaint
and claim compensation.
Such standards are those listed in the Quality section

Article 4 Complaint procedure
If eligible under Art. 2 of this procedure, users who
find that a service provided by DSU Toscana fails
to meet the indicators listed above at Art. 3 may
file a complaint and claim compensation.
Applications must be sent in writing within one week of
the day the standard is unmet, by filling in the specific
complaint form that can be found in the Quality
section of the website, www.dsu.toscana.it, or by filling
in the specific form that can be downloaded from
the Quality section of the website and sent to the
Quality and Safety Service of DSU Toscana: qualita@
dsu.toscana.it. As well as the applicants name,
surname, permanent and/or temporary address and
matriculation number, the applicant must provide
a detailed description of the service that failed to
meet the indicator/s and the date on which such
failure occurred.
Article 5 Complaint review
The Quality and Safety Service will respond
within fifteen days of reception of the
complaint and will contact the faulty service
to investigate the extent and grounds of the
reported failure. If the complaint is found to be
objectively grounded, then the Quality and
Safety Service will send a letter to the applicant
within seven days of the investigation, stating

what compensation will be granted and how
to get it.
The Quality Service will write to the applicant by
the above deadline even if the reported event
is found to be ungrounded and, as such, non
refundable.
Article 6 Protective measures
Compensation will only be granted for failure to
abide by the specific standard/s listed above at
Art. 3, and not for any consequential damage or
inconvenience.
No compensation will be granted if the
failure to meet the standard is due to a force
majeure circumstance, such as natural events,
unscheduled maintenance, safety problems,
breakdowns of machinery, technical failures,
which will be notified to the users on the Boards
usual terms.

Deserving university students of limited financial
resources may have access to several forms of
subsidies, which are allocated on the basis of the
students qualifications.
Subsidy tenders are called once a year and
can be viewed at www.dsu.toscana.it. The main
tenders may be applied for online.
Subsidies are paid at the deadlines stated in the
call, by transfer to the students current account
or on a prepaid card or by payment order to any
branch of the Boards treasurer.
The most important form of subsidy offered by the
Board to bear the costs incurred by the students
to achieve their academic qualifications is a
scholarship.
DSU Toscana provides
other forms of subsidies
as well, as listed below,
and can provide extra
financial support in special
circumstances.

Scholarships consist of a sum of money and a
number of free services, which are allocated on
the basis of specific financial requirements or merit.
Scholarship holders are given free access to
the Boards catering facilities while non resident
students are given accommodation, provided
they are eligible and have submitted an
application to such end (subject to availability).
In addition, scholarship holders are exempted
from payment of the regional tax for the right to
university education and from any tuition tax or
fee, as the case may be.
Subsidy tenders are published in July every year.
Tenders are open to students who are regularly
enrolled for their first qualification in a three- or
five-year degree course, postgraduate course or
masters degree in a Tuscan university, academy,
conservatoire or institute for advanced education.
Merit-based requirements per year and per
course are laid down in the call.

Eq uivalent Financial Status Indicator (ISEEP) and
Equivalent Assets Indicator (ISPEP) must fall within
the range set forth by the regional authorities, as
also stated in the call.
Specific merit-based and income-based
requirements have been laid down for disabled
students, whose disability is listed in Act no. 104/92
or is rated at 66% or more.
Applicants must fill in the online application form
at www.dsu.toscana.it and follow the submission
procedure.
The deadline for submission is September
(November for postgraduate students): the exact
deadlines are listed on the call.
The extent and benefits of the scholarships,
usually paid in two instalments, depend on the
students ISEE bracket and place of residence:
resident, commuter or non-resident.

ordinary scholarship but with highier levels of ISEEP-
ISPEP.
Canteen aid consists in one free meal for six
or twelve months respectively for semiannual or
annual scholarship holders.
Means of transport and didactic materials aids
cover only a part of the whole costs.
Every student can apply for ordinary and services
scholarship at the same time within the limits of the
Announcement 2013/2014.
Scholarship holders receive financial support
to take part in the international exchange
programmes implemented by their courses (e.g.
Socrates-Erasmus...).
The maximum amount is 1,900.00 for a 10-month
stay, or proportionally less for shorter stays. While
staying abroad, such amount is supplemented by
the value of the services (canteen and/or housing)
the students would have been able to use for free
as scholarship holders.

Such extra support is granted just once per
academic level.
Students who unexpectedly or suddenly find
themselves in straitened circumstances (e.g.
redundancy, unemployed family members, the
students or a students relative falling ill...) may
apply for a special scholarship.
They must document such straitened circumstances
in their applications.
Students who have been awarded other
financial measures by DSU or other Italian boards
or other boards of the students native country
for the same academic year may not apply for
such special scholarships. In addition, such special
scholarships are provided just once per academic
course.
Scholarship for disabled students include financial
benefits and/or free services (canteen and
housing) supplied by DSU to disabled students
whose disability is listed under Act 104/92 or rated

DSU Toscana has several catering facilities
(some of them are run by DSU, others have been
contracted out to private firms) where university
students may take their meals at affordable prices.
Excellent food, health consciousness and
environmental sustainability are the choices made
by DSU Toscana for its canteens, where meals
reflect health concerns as well as cultural and
religious choices.
DSUs canteens offer a wide range of well-
balanced menus, with organic and locally-
sourced ingredients. Optionally, lots of canteens
can provide coeliac students with gluten-free
meals. Users may look at the ingredients of each
food before choosing their meals.
In addition, tastings of local products and themed
menus enable the students to discover or learn
more about traditional foods.
Using ceramic dishes and steel cutlery sanitised
in strictly hygienic conditions reduces the use of
disposable plates and cutlery, so waste is kept to

a minimum. In addition, all directly-run canteens
implement a separate collection scheme, an
effective eco-friendly gesture.
A special magnetic card is required for access to
the canteen.
In Florence the canteen card is issued by the
public office of Viale Morgagni 51 and Via Miele
3; in Pisa and Siena, students only need to use their
universitys magnetic badge, but DSU Toscana
may issue a temporary magnetic card to first-year
students, to specific user groups, or to replace a
lost/damaged university badge.

The distance between ones place of residence
and the university premises can be a social and
economic obstacle which may undermine the
right to university education and is a factor that
can really stand in the way of ones studies.
DSU Toscana relieves the inconvenience of
living far from the place where one would like to
study and helps students attend their university
courses by giving them accommodation in its own
facilities, subject to application and availability.
Non-resident students who meet all financial and
merit requirements, as detailed in the call published
in July every year and expiring in September, may
apply for accommodation in a hall of residence.
Calls are posted on www.dsu.toscana.it.
Students who are awarded accommodation,
subject to application, are convened by a
notice posted on DSU website and given
sleeping accommodation for one; they
have to pay a deposit, which is given back
on leaving the accommodation, net of any
reported damage or debt with DSU.

Accommodation is free for scholarship holders
and is allocated for a specific time, as stated in
the call (six-month scholarship holders received
free accommodation for six months if eligible
and can use it for a further six months at a cost).
Accommodation is available for eleven
months a year and is closed in August. Some
accommodation facilities may be closed for
Christmas and Easter.
If they need (subject to documented
evidence), regularly-housed students may ask
to stay in DSUs accommodation facilities even
when closed, at the rate stated in the call.
DSU Toscana runs sleeping accommodation
for over 4,000 people in its halls of residence
in Florence, Pisa, Siena, Carrara and Arezzo,
in areas that are fairly well connected to the
university facilities.
Such halls of residence offer different forms of
accommodation (single rooms, double rooms,
studios, two-room flats or larger flats) and have

communal areas for reading, studying and
relaxing.
Part of the accommodation is accessible to
disabled students and their attendants.
Some halls of residence have a few guestrooms
for short stays. In addition, accommodation
that has not been allocated to anyone or is
temporarily unoccupied can also be used as
guestrooms.
Several halls of residence offer a daily
caretaking service, which is responsible for
manning the halls and reporting any damage
to the halls or equipment. Some facilities are
served by a nearby student restaurant. Lots of
halls of residence offer Internet access through
a wireless network or through the universitys
network, and some of them have computer
rooms as well.
Students living in the halls of residence are
responsible for the daily cleaning of their
rooms. The Boards staff inspect the rooms at
regular intervals to see if they are tidy and well
kept. Communal areas are cleaned daily by
designated staff.

Students who have been awarded
accommodation through the tendering
procedure receive free sleeping accommodation
in one of DSU Toscanas halls of residence. If
no accommodation is available in such halls of
residence, they receive housing allowance to
cover all or part of the cost incurred when DSU
Toscanas halls of residence are unavailable.
Applications for housing allowance can be sent
from the day of publication of the temporary
housing lists until the deadline, as stated in the call.
Housing allowance is paid until the student is
called to DSUs accommodation facility. To be
eligible for housing allowance, applicants must
produce copy of their leases.
In compliance with BoG resolution no. 64/11,
housing allowance is granted in the following
cases:
Case A
The applicant shows a lease signed by a family
member (parent or sibling);

The applicant shows a deed whereby he/she
takes over someone elses lease, provided such
deed has been properly signed by both parties
and filed;
Case C
The applicant shows a lease signed by another

his/her share of the rent;
Case D
The applicant shows an agreement entered into
with a religious institute, the so-called Contratto di
Ospitalit. Such agreement lays down the terms
and conditions of accommodation and is signed
by both parties.

Practising sports, as well as attending, planning
and organising cultural events, are factors
that can enrich ones academic experience,
encouraging the cultural and social integration of
the student inside DSU Toscana.
DSU Toscana supports the production of such
events by sponsoring students associations and
promotes the students attendance of such events
by offering discounts or other special offers to
individual students.
A call for tender is published once a year to
allocate funds to the students associations for
cultural events, activities and publications.
Support is given to a wide range of activities,
from cinema to theatre, from music to dancing,
from the launch of specialist journals to art
exhibitions.
Students groups/associations may ask to
be allocated a DSUs area for the promotion
of activities that provide opportunities for
socialisation, exchanges, personal growth and
teamwork.
In partnership with other local bodies,
DSU Toscana promotes or takes part in the
development of specific cultural events for
individual students, such as guided tours of the city

or its surroundings, music festivals, Remembrance
Day events.
In addition, it offers special discounted rates for
local events: shows, concerts, musicals, opera,
ballet shows, film premieres, art film festivals, other
festivals, exhibitions.
There are different ways to have access to
such special discounted rates, depending on
agreements with the event organisers; they can
be consulted at www.dsu.toscana.it. Usually,
students have a 50% discount on cinema and
theatre tickets through DSU Toscana, while
students of any Tuscan university, without
distinction, can take part in the initiatives
organised by the Florence, Pisa and Siena units.
As to sports, DSU Toscana is a partner of the
University Sporting Centres (CUS), encouraging
the student partecipation in various sports at
discounted rates.

To make a well-informed choice about their
academic options and have easier access to
the professional world, undergraduate students,
university students and graduates can go to DSU
Toscanas counselling services for advice about the
educational or professional choices that would best
suit their personal skills and enrich their academic
experience.
DSU Toscana provides students with lots of services
to help them explore their potentials, shape their

At the DSU Toscana is available a self-counselling
programme with a databank of professional
profiles that will help users to increase their
knowledge of professions and professional world.
In addition, DSU Toscana also acts as a Eurodesk,
a local point where university students can get
information and counselling about EU work,
internship or international study programmes.
In addition, all facilities, in partnership with the
universities and other public bodies, provide
communal information points, helping students
at the start of their university career as well as
throughout their academic journey, and even
when its time for them to step into the professional
world.

Giovanis, DSU Toscana activates curricular
and extra-curricular internships in order to gain
respectively credits for students and professional
experience for graduated students.
At regular intervals, DSU Toscana holds courses
and workshops where students and graduates can
learn new skills they can invest straightaway in their
studies or when looking for a job.
The project Giovanis includes workshops
for civil service, international mobility and
entrepreneurship.
A number of workshops, lectures and meetings
help them learn and develop professional and
personal skills that can be invested when they look
for a job, for example how to write a rsum, how
to make a responsible professional choice, how to
properly assess their own skills and how to find the
right way to look for a job.
Language courses (English, French, Spanish,
Chinese, Arabic ) are held by native-speaker
teachers in Pisa for all levels, in partnership with the
Interdepartmental Language Centre of the University.

In support of the educational services, DSU
Toscana also implements a number of practical
services that are instrumental to the students
educational experience, either directly or under
special agreements.
Study rooms are available at DSU Toscanas
facilities: they are freely accessible to all students.
Some of them stay open until late at night.
Other study areas are available for students living
in the halls of residence. Students who do not live
in the halls of residence can apply to the Housing
Service concerned to be admitted to such study
areas.

students. In the halls of residence, some Internet
points are only available to students living in the
halls of residence.
However, students living in the halls of residence
may open a personal Internet connection through
the wireless network. DSU Toscana is negotiating
agreements with the universities to upgrade such
service at all of its local facilities.

In an effort to help university students find a
house in the city where they are studying and
offer them advice about leases, DSU Toscana
has teamed up with students, tenants and
homeowners associations.
In Florence and Pisa, soon at Siena too, DSU
Toscana has a constantly updated databank of
private properties.
The number of available rooms or flats to share
with other students is fairly wide and varied in
terms of quality and price: thats why DSU Toscana
publishes a brochure with a list of students lets

and local rental laws, which is also posted on the
its website.
Another form of accommodation is living with
an elderly person. DSU
Toscana is taking care of
implementing such form of
cohabitation.
In the attempt to make the students of the
Tuscan universities aware of the culture of lawful
taxation and to fight the bad custom of landlords
trying to evade tax on rental income, DSU Toscana
and the Tuscan Regional Directorate of the
Inland Revenue have signed a Memorandum of
Understanding.
DSU Toscana, with the support of ACLI Pisa (Italian
Christian Workers Association) and the Region
Tuscany, the Province and the Municipality of Pisa,
also offers a mediation office for the amicable
settlement of any dispute arising from housing or
cohabitation issues between non-resident students
and their neighbours, co-tenants or the local
community. Students can go there to be listened
to, received, counselled and advised if they are
not comfortable with their accommodation and
can receive free counselling about different
options for dealing with the issues they complain of.

DSU Toscana promotes student mobility through
public transport.
Under special agreements with public transport
companies, students can buy season tickets for
local transport at special rates.
As to private transport, DSU Toscana makes car
parking easier by renting out parking spaces in
some halls of residence.

lautonomia dei giovani. strutturato in
6 macro aree (Tirocini, Casa, Servizio Civile,
Fare Impresa, Lavoro, Studio e Formazione) ed
fnalizzato allo sviluppo delle capacit
individuali dei giovani, alla qualit e autonomia
del lavoro, allemancipazione, allindipendenza
dei giovani e alla partecipazione alla vita
sociale. Comprende azioni di sistema e strumenti
per: la valorizzazione del merito, il diritto allo
studio, la formazione professionalizzante, il
servizio civile regionale, il tirocinio di qualit e
retribuito, i prestiti donore per percorsi di
specializzazione e i contributi per lafftto della
prima casa. Inoltre sono previste azioni per il
sostegno al lavoro, allavviamento di attivit
economiche e per laccesso agevolato al
credito. I destinatari diretti e indiretti
sono i giovani dai 18 ai 40 anni.
