undersigned affiant, who after being by me duly sworn on oath deposes and says:
My name is Chad Woodside of the Hurst Police Department, Hurst, Tarrant County,
Texas, and I have good reason to believe, and do believe that on or about the 18
day of November , 2Q14, in Tarrant County, Texas, Ricardo Jhavid Lugo did then
and there commit the offense of Possession of Child Pornography, a felony.
BEFORE ME, the undersigned

My belief is based upon the following facts and information:

1. On Friday June 20, 2014 Hurst Public Service Officer Travis Hiser generated
a Hurst Police Department offense report from a report forwarded to the
Hurst Police Department by the NCMEC-National Center for Missing and
Exploited children and Dallas Police Department Child Exploitation Unit.
Officer Hiser reviewed the report and stated the following; On June 8,2O14

but no charges were ever filed. NCMEC forwarded the tip from cybertip to
Dallas Police Department Child Exploitation Unit who then forwarded the case
to Hurst PD.

4O4 Billy Creek Circle, Hurst (address listed for Randy

Wesson) and spoke to Bruce Wesson, Randy's father. Bruce Wesson told
your affiant that he has caught his son looking at possible child pornography
bef ore. He stated that Randy now lives in Fort Worth at 21 17 David Drive.
Bruce Wesson also stated that Randy showed up with a 12 year old boy in
February 2014. Randy said that the boy was his son and he picked him up in
El Paso because the mother no longer wanted him. Bruce stated that the 12
year old boy wears diapers and is enrolled in school at Hurst Hills Elementary
School in Hurst. He identified the child as Matthew Drew Wesson.

4. Your affiant contacted Hurst Hills Elementary school principal Elizabeth

Sanders and she confirmed that Matthew Drew Wesson was a student in the
6'h grade. She provided your affiant with an Ohio Department of Health Birth
Certificate for Matthew Drew Wesson. Your affiant examined the certificate
and believed it to counterfeit. Your affiant sent the certificate to Ohio
Department of Health and Angela Stephens with the Compliance Department
confirmed that the certificate was in fact counterfeit. She stated that they
have no record of any of the names on the certificate.

, 2014 your affiant prepared a PC Warrant for Possession of

Child Pornography and Tampering with Government Record on Randy Ray
Wesson. Your affiant also wrote a search warrant for Randy Wesson's
residence at 21 17 David Drive, Fort Worth, Texas. The warrant included a
search of Randy and Matthew Wesson's phones, computers and vehicle' On
November 18,2014 Hurst Police Department along with Texas Department
of Public Safety Officers executed the search and arrest warrant at Randy

5. On November 17

Wesson's residence. Randy Wesson was taken into custody and a search of
the house was completed. Some items seized f rom the location were
desktop computer, laptop, hard drives, thumb drives and SD cards all found
in Randy Wesson's bedroom. ln Matthew Wesson's bedroom a black thumb
drive was located on top of his head board. Hanging in the closet was a red
and white stripped "Bimbo" shirt. Also next to the thumb drive found in
Matthew's room was a Hurst Hills Elemenary School fundraiser box with the
name Matthew Wesson on it. All items were seized and brought to the Hurst
Police Department.
b. Child Protective Services lnvestigator Megan Peterson worked with your
affiant on this case. Megan Peterson then went to Hurst Hills Elementary
School and took custody of Matthew. Child Protective Services stated that
they would keep custody of Matthew until his true identity could be
conf irmed.

thumb drive were numerous selfies of Matthew, photographs of Matthew

with his family, Hispanic music, along with several hundred child pornography
images. All of the " ueated" dates on the files were all prior to February
2014 when Matthew began staying with Randy Wesson'

interviewed Randy Wesson. The interview was recorded and the DVD was
later logged into evidence at the Hurst Police Department. Randy Wesson
was read his Miranda Warnings, stated he understood them and agreed to
talk to your affiant. Randy Wesson confessed that we would find
approximately 42,OOO child pornography images on his computer, thumb
drives, phone, and SD cards. Randy Wesson also admitted to sexually
abusing over 100 children between the ages of 7-14 years of age. He
identified 12 victims by name. He also stated that Matthew uses the name
on facebook. Randy admitted that he and Matthew met on
lnstagram in December 2013 or January 201 4. Bandy said Matthew was
unhappy at home in Juarez, Mexico and told him that he was 12 years old.
Randy stated that at the end of February or beginning of March 2014, he
drove to El Paso and watched Matthew walk across the border. He said
Matthew has lived with him ever since. He admitted that he and Matthew
have had a sexual relationship since that time (unknown exact date)

on facebook revealed a lady bY the

name of Cindy Richie. Cindy had a photograph of Matthew on her facebook
and stated that her son has been missing from El Paso for the last 6 months.
She stated that he is now 17 years of age. Cindy stated that her son's
name is Ricardo Lugo and goes by the name of Ricky or Richi. A search of
on lnstagram revealed his followers. One of his followers was
' with a photograph of Matthew, aka Ricardo, wearing the
same "Bimbo" shirt found in his closet.

and important documents which were later sent it to your affiant.

A logical search of Ricardo Lugo's cell phone, which was on his person at the
time of CPS contact and included in the search warrant, was conducted by
Hurst Detective Pat McGrail. The phone contained photographs of children at
school, dated August 25 thru August 26, 2014. A video dated August 31,
2014 shows Ricardo Lugo spanking a child. The child is in a previous

photograph taken at school. Messages on the phone between Randy Wesson

and Ricardo Lugo indicate that Ricardo Lugo is recruiting possible victims
from school for himself and Randy. Ricardo tells Randy about seeing one of
the kid's penis. He also talks about telling other kids not to tell and having to
follow them home to see where they live. Ricardo tells Randy on September
12,2O14 that a kid told him he has always wanted someone to touch him
and invited him over. Ricardo tells Randy "he said we could do it if I promise
not tell, and lsaid the same thing". Ricardo replied to Randy "horny?".
