The City is proceeding to the satisfaction of NCC with LRT
functional design in the Pinecrest Creek Corridor.
Ongoing Functional Design by the City for the Richmond
Underground (SJAM) cut-and-cover option will not satisfy NCC
conditions.

Rochester Field option screened out by the City early in the
EA process appears to satisfy NCC Board conditions set in
2013, and
o Retains SJAM landscape and character,
o Reduces extent of NCC lands required,
o Supports city building, increases ridership, and transit
service coverage, offers greater TOD potential.

It has not ruled out the Richmond Underground (SJAM) bore hole
tunnel option that does not impact the SJAM corridor landscape
quality and character

o Connectivity.
