The affiant. a police atlicer with over cight yeurs of law enforcement experience. is currently assigned to the Division of Criminal Investigation, Bureau of Crimes Against Persons. On the evening of Wednesday. March 11. 2015, at approximately 8:20 PM. uniformed patr! officers from police departments throughout St. Louis County responded to the Ferguson Poliee Department located at 222 South Florissant Roaul, Ferguson, Missouri 63135. in reference to an unruly crowd of subjects who were protesting the shooting death of Michael Brown by a police officer in the City of Ferguson on August 9. 2014. At the direction of the on seene commander, the patrol officers established what is commonly referred to asa skirmish line in the immediate area in front of the Ferguson Police Department 4. AL approximately 10:00 PM, additional patrol officers fom surrounding police departments. were requested to respond to the scene. as portions of the crowd became inereasingly hostile. On Thursday. March 12, 2015, at approximately 12:07 AM. as the patrol officers stood in the skirmish line. wo uniformed police officers were struck by guntire. A police officer trom the St, Louis County Police Department sustained @ gunshot wound to right shoulder. causing serious physical injuries. Adklitionally. a police officer liom the Webster Groves Police Department sustained a single gunshot wound t0 the right side oF his face 6. Both patrol officers were transported. via ambulance, to an area hospital where they were admitted for weniey treatment 7. Detectives from the St. Louis County Police Department's Bureau of Crimes Against Persons were requested 10 respond to the scene and assume the investigation. 8. As such, detectives contacted numerous subjects who reported the gunfire originated from the area near the imterseetion of Tiffin Avenue and Harrison Avenue, The mentioned intersection was positioned immediately west of the location where the ollicers were shot 9, Afier an extensive area canvass. detectives located 10 fired 40 caliber e: untired 40 caliber handgun eartridue west of Harrison Avenue ridge casings and a single in the street in the 100 block of Titfin Avenue, a short distance 10. Through a review of video surveillance footage which was captured trom surrounding properties. investigators observed a red Pontiac Grand AM passenger vehicle travel south on South Florissant Avenue and turn west on Tiffin Avgnue in the immediate period of time before the guntire, 11. On Saturday, March 14, 2015, Ferguson Police Department Detective Robert Brannan, who is assigned aay a Task Force Officer (IFO) with the Bureau of Alcohol, Tobaceo, Firearms and Explosives (ATF). contacted by a conlidential source of intormation, who shall hereafler be referred to as the CS. in rd te this investigation, The CS has been proven reliable through previous lay enforcement investigations. 12.‘The CS reported he/she had a phone conversation with a subject who claimed he was involved in the shooting of wo police officers in the City of Ferguson, The CS indicated he’she knew the suspect to operate a red Pontiae Grand AM passenger vehiele 13. A short period of time tater. the CS and Detective Brannan met in a secure location, The CS was outfited with an audio and video recording device at whieh point in time he/she proceeded to the suspect's residence, located st 2621 Vanity Fair Drive. St. Louis. Missouri 63136, while under both celcetronie and visual surveillinee. The suspect, later identified ay Jeftiey L, Williams, exited the listed ‘and entered the front passenger's seat of a vehicle operated by the CS. 14. The CS then drove throughout North St. Louis County while he/she spoke with the suspeet regarding the shooting, The CS ultimately proceeded to the area near the scene of the shooting in the City of Ferguson while continually engaging the suspect in conversation regarding the incident. The suspect then told the CS that he discharged a handgun at unknown individual(s) trom an area whieh was consistent with the 15, Through an additional conversation. the suspect acknowledged that he remained in possession of the handgun used in the assault 16 Following the described conversation, the CS returned the suspect to his residence at 2621 Vanity Fair Drive in St. Louis County, Jeflrey Williams then exited the vehicle and entered the listed residence at which point in time the CS departed the residence, 17. Detectives trom the St. Louis County Police Departmen stat 's Bureau of Drug Enforcement then initiated surveilkanee on the residence a 2621 Vanity Fair Drive. 18, Shortly thereafter. JetTrey Williams exited the residence. leaving the front door ajar. and approached a red Pontiae Grand AM passenger vehicle. which was parked on the parking lot within close proximity to the residence. With prior knowledge that the suspect was wanted on an outstanding felony arrest warrant, the detectives converged on the area and took the suspect into custody and the red Grand Am was seize 19, For the salety of the detectives at the scene. investigators then approached the doorway and announced themselves as knw enforcement officers. The suspect's girliriend, later identified as Danielle Dear descended a stairease trom the home’s second oor and approached the doorway 20, Based on the circumstances of the incident, initiated a prot protective swee floor of the front bedroom, slarly the violent nature of the assault, the det tive sweep of the residence for any subjects who may have remained inside. Williams (13/M 03/30/1994: SSN: 618-72-5418). A computer inquiry of Williams revealed multiple previous felony arrests. Williams was assigned to the Missouri State Board of Probation and Parole for “Stolen Property”, Williams was being sought for a probation violation, along with several additional outstanding arrest warrants including “Flourishing, Weapon”. “Assault 3" Degree”. and “Domestic Assault” A search warrant was authored for the residence at 2621 Vanity Fair Drive resulting in the black Hi- Point 40 caliber semi-automatic pistol being seized as evidence. Further inspection of the firearm revealed the ammunition loaded imo the firearm to be consistent with the cartridges located at the s 24, Danielle Dear provided «1 voluntary and thorough statement regarding the ineident.
