Resume for John Schaefer

1959 -1963 I graduated from Campion Jesuit High School, Prairie du Chien,
Wisconsin; worked construction during the summer; was a
pipefitter for Ingersoll Milling Machine Company in Rockford,
Illinois and served in the US Navy. I also attended the University
of South Carolina for several semesters.
1967

I graduated from UW-Platteville with a BS degree in Biology and a


minor in Chemistry.

1968

Graduated from UW-Platteville with a BS degree in Medical


Technology after having completed a year of Medical Technology
training in the Tri-state School of Medical Technology in Dubuque,
Iowa.

1968 -1971

I attended the University of Arizona (U of A) and received a


MS degree in Microbiology. While attending U of A, I worked at St.
Joseph Hospital in Tucson, Arizona as a Medical Technologist on
weekends and Holidays. I was a Medical Technologist in the U of
A Student Health Center. In addition to laboratory work I covered
the radiology department taking x-rays of students at the
student health center.

1971

I responded to a call from Dr. Cicciarelli, a pathologist and a


Dubuque Clinical Laboratory Director, under whom I had trained
as a medical technologist in Dubuque. He requested that I come
to Dubuque and be the Director of Microbiology for Pathology
Associates. There were numerous laboratories that Pathology
Associates directed, including at that time three hospitals in
Dubuque and hospitals in Galena, Ill; Cuba City, Platteville and
Lancaster, Wisconsin. I taught Microbiology in the Tri-State
School of Medical Technology from 1971 to its closure in the early
80s. I directed the microbiology in these hospitals for about 5-6
years until I volunteered to become the Acting Laboratory
Manager at Mercy Hospital in Dubuque, Iowa during a
changeover in laboratory managers. I continued as the acting
laboratory manager until September 1986 when the three
hospitals, Mercy, Finley, and Xavier in Dubuque and Medical
Service laboratory decided to form a merger of Not-for-Profit
hospitals and a For-Profit laboratory, Medical Service Laboratory.
The new entity was called United Clinical Laboratories (UCL).

1971 to 2014:
After moving back to Wisconsin, I purchased a farm and
started operation with beef cattle which I and Ruth, my spouse,
continue to operate today. Ruth and I have four daughters, three
have completed college, and one is currently a junior at UWLaCrosse. One daughter has completed her Ph.D. and is
currently in her third year of medical school; one daughter is in
Physician Assistant School at Stoney Brook, NY; and one
daughter is a teacher in North Carolina. I have two other
daughters, one is a nurse and the other is a construction
manager, who graduated from UW-Platteville.
September 1, 1986 to December 31, 2010.
During this period of time, I was the CEO, Administrative
Director, and President of United Clinical Laboratories. My
responsibility was administration of personnel, budgeting and
finance. I reported to the UCL Board of Directors, consisting of
nine members, three members from each shareholder, Mercy,
Finley, and Medical Services Laboratory. When I left the
laboratory, UCL was a low cost provider as measured by
Medicare cost reports and audited by an outside accounting firm,
Eide Bailley; UCL was certified for quality of laboratory results by
the Joint Commission of Hospital Accreditation; received the Gold
Award by the State of Iowa for our Wellness Program.
January 1, 2010 to today:
I currently work Sundays and Holidays as a courier for UCL which
allows me to keep up with my friends in the laboratory. Many of
the UCL employees were trained in the Tri-hospital School of
Medical Technology, we grew up and worked together during my
administrative tenure at the laboratory. I hope to remain with the
Dubuque laboratory system until 2017 which will provide me with
50 years of service and association with the Dubuques
laboratory systems.
During this time, I assisted a friend, Dr. Rich Cowart, at the
University of Dubuque on his original research.
Currently I am enrolled as a non-traditional student at UWPlatteville.
