Levels tou eee:
Push Shadows & Highlights a little bit,
gives you more contrast & a clean source for the
halftone-process.
Brightness/Contrast does nearly the same
Curves is also a good way for more contrast & a clean
result.
(CS3 Increase Contrast, if you use an older version make
an S-curve manually)

Use LegacyImage->Mode->Greyscale ... after that:

_ Size will flatten the halftone. Choose as you prefer

1 Layer 45 degrees darkblue | |
2 Layer 135 degrees white _|Filter->Distort->Twirl
+50 degrees
Convert it to halftone:
Image->Mode->Greyscale->Image->Mode->Bitmap- Line 45 degrees
Back to Greyscale... Filter->Distort->Twirl -50 degrees
Second Layer all reversed:
Twirl -50 degrees, Halftone 135 degrees
Greyscale - Twirl +50 degreesImage->Canvas Size->

Convert to halftone:
