NetflixhasreviewedChartersnewpeeringpolicyanditscommitmenttoextendthispolicyto
theTimeWarnerCableandBrightHousefootprints.

Netflixslongstandingsupportforanopeninterconnectionpolicyisdesignedtoensurethat
consumersgettheonlinecontenttheywantatthebroadbandspeedstheypayfor.Chartersnew
peeringpolicyisawelcomeandsignificantdeparturefromtheeffortsofsomeISPstocollect
accesstollsontheInternet.Charterspolicywillpromoteefficientinterconnectionwithonline
contentprovidersandwiththetransitandcontentdeliveryservicesthatsmalleronlinecontent
providersrelyontoreachtheirconsumers.Chartersendorsementofthepolicyasan
enforceablemergerconditionwillensurethatconsumerswillreceivethefastconnectionspeeds
theyexpect.

NetflixbelievesthatthisnewpolicyandthecommitmenttoapplyitacrosstheNewCharter
footprintisasubstantialpublicinterestbenefitandwillsupportscalingtheInternettomeet
consumersgrowingdemandforonlineservicesandhelpfostercontinuedinnovationacrossthe
Internetecosystem.Accordingly,NetflixsupportstheproposedCharterTimeWarnerCable
transactionifitincorporatesthemergerconditionproposedbyCharter.
