This manual describes the installation and operation of the ELTEL ACTS-12K. This
is a technical document intended for testing engineers, technicians and operators
responsible for the operation and maintenance of ACTS-12K.

WARRANTY POLICY
ELTEL Industries product warranted against defects in material and workmanship for a
period of one year from the date of shipment. During the warranty period, ELTEL will, as its
option, repair or replace products that prove to be defective.
For requirement under warranty, the customer is responsible for freight to ELTEL and all
related customs, taxes, tariffs, insurance, etc. ELTEL is responsible for the freight charges
only for the return of the equipment from the factory to the customer.
ELTEL warrants that its software and firmware designated by ELTEL for use with our
instrument will execute its programming instructions when properly installed on that
instrument. ELTEL does not warrant that the operation of the instrument, or software, or
firmware will be uninterrupted or error free.

LIMITATIONS OF WARRANTY
The foregoing warranty shall not apply to defects resulting from improper installation or
maintenance, abuse, unauthorized modification or operation outside of environmental
specifications for the product, or, for damage that occur due to improper repackaging of the
equipment for return to ELTEL.
No other warranty is expressed or implied. ELTEL Industries specifically disclaims
the implied warranties or merchantability and fitness for particular purpose.

OPERATOR SAFETY
ATTENTION: READ THIS MANUAL BEFORE PROCEEDING WITH
INSTALLATION AND OPERATING THE INSTRUMENT.

DESCRIPTION
This instrument must be operated, used and serviced ONLY by trained,
qualified personnel. Misuse of electrical instrument can result in personal
injury and damage to the apparatus under test. Obey all applicable safety
rules and regulations at all times.
Refer to the following sections of manual for operating specifications and
procedures.

GROUNDING
MAKE CERTAIN THAT THE THIRD PIN OF POWER-IN CONNECTOR
SHOULD BE AT THE SAME POTENTIAL AS THAT OF THE SYSTEM
GROUND/ EARTH.
CONNECT GROUND LEADS TO THE INSTRUMENT PRIOR TO
MAKING OTHER CONNECTIONS.
WARNING: TO AVOID ELECTRIC SHOCK DO NOT INTERRUPT THE
CONNECTION TO THE PROTECTIVE SAFETY GROUND.

POWER CORD
The power cord must be connected to a ground supply system with proper
electric ratings, as mentioned in the manual.
WARNING: TO AVOID ELECTRIC SHOCK ALWAYS DISCONNECT
THE POWER CORD FROM THE SUPPLY CIRCUIT BEFORE
SERVICING THE INSTRUMENT.

Chapter 1.
INTRODUCTION
This chapter describes the purpose, function, description and system
specifications of ACTS-12K Automatic Capacitance and Tan Delta Test Set.

1.1

Description

The Eltel Model Automatic Capacitance & Tan Delta Test Set (Model ACTS-12K)
is an instrument designed to conduct power factor tests on electrical insulation.
The test set is capable of automatically measuring the insulation power factor of
multi-terminal equipment at voltages ranging from less than 1KV up to 10KV.
Being equipped with two measuring leads, the test set can measure all the
quantities necessary to complete an insulation power factor test report for two,
three and multi-terminal electrical power equipment.
The ACTS-12K operates on the Transformer Ratio Arm Bridge principle. The
current from the device under test is compared to the current of an internal
reference capacitor. The residual of this comparison is measured and resolved
into in phase (watt loss) and quadrature current components. The test voltage
and total specimen current are also measured. From these measured quantities,

power factor and capacitance are calculated and displayed along with the test
voltage, total current and watt loss.
The test set features interference measuring and suppression circuitry. When
activated by the operator, the circuitry automatically measures and suppresses
interference that may be present on the test specimen. This greatly reduces
operator intervention and improves accuracy and consistency of test results.

1.2 Applications
Power factor testing of electrical insulation is one of the most recognized and
highly regarded procedures in both preventive maintenance process and
manufacturing of electrical power apparatus, such as transformers, reactors,
circuit breakers, electromechanical rotating machines etc. The power factor of
electrical insulation, the ratio of power loss to volt-ampere, is a measure of the
quality of the insulation. It is with this in mind that the electrical power industry is
monitoring the power factor of their major system components to avert unwanted
failures and outages.

Built-in Safety features


The ACTS-12K has many built-in safety features, these include:
1.ZERO START Interlock: Operator is required to place voltage output
variac to zero before high voltage can be initiated
2.OPERATOR HAND SWITCH Interlock: Operator involved with lead
connections to test apparatus has control of high voltage initiations and
de-activation at all times.
3.FOOT SWITCH INTERLOCK: Operator involved with operation of
ACTS-12K has interlock control via foot switch of both activation and deactivation of high voltage output.
4.DOUBLE GROUND PROTECTION: ACTS-12K must be connected to a
suitable ground for initiation of high voltage output.
5.HV OFF (EMERGENCY STOP): At any time during testing, high voltage
can be immediately shut down by depressing this button. The ACTS-12K
will not be able to be turned on until this button is released from a locked
position.
6.SHORT CIRCUIT PROTECTION: At any time, if any short between HV
& LV and / or HV & Ground, the instrument will trip.
7.OVER VOLTAGE PROTECTION: If the operator exceeds the maximum
specified voltage of 12kV, the instrument will trip in a fraction of seconds.
8.OVER TEMPERATURE PROTECTION: If the power transformer (Inside
the power source) overloaded beyond the design limits, the instrument will
trip.

1.5.2 INTERFERENCE
Automatic cancellation of interference when enabled by the
operator. The accuracy of measurement is reduced with increased
interference levels. The instrument measures and displays the
quantity of interference.

1.5.3 PRINTER PORT


The instrument provides an optically isolated compatible parallel
printer port. The test data is printed out on two lines and may be the
2.5KV or 10KV equivalent readings, or may be the actual reading at
the measured test voltage (as selected by the operator).
1.5.4 RS-232C INTERFACE
The standard RS-232C data port can be used to transmit test
results to a personal computer.

AVAILABLE OPTIONAL ACCESSORIES


1.6.1 OIL CELL
A 10KV Oil Cell is available for the instrument to test the oils at
room temperature. The cell gap is 11 mm, nominal. The cell
capacity is 2000 ml.
1.6.2 CALIBRATOR
A 200pF calibrator that provides power factors over the range of 010% is available (0,0.1,0.3,1,3,10%). The calibrator is useful up to
10KV.
1.6.3 RANGE EXTENSION TRANSFORMER (CTS-RE)
The Capacitance Range Extension Transformer (CTS-RE) is a
precision current transformer, especially designed for use with the
ACTS-12K to extend its range of capacitance measurement. The
provided ratios are 1000, 500, 200, 100 to 1.
1.6.4 COMPENSATING REACTORS
The use of one or more compensating reactors increases the
capacitance that the internal power supply can excite to conduct
measurements. The reactors are available in two ratings:
104 Henries at 300mA, for compensating 0.1F (MODEL CTS-100)
52 Henries at 600mA, for compensating 0.2 F (MODEL CTS-50)

Unpacking and Inspection


The Model ACTS-12K Power Source and Bridge are packed in pre-formed
reusable foam inside an Aluminium Carrying cases. Cables and
Instruction Manual are packed in a Plastic Box. For shipment, all the three
boxes are packed in Cardboard cartons.
Prior to shipment this instrument is electrically tested and mechanically
inspected and found to meet specifications and be free of mechanical
defects.
After unpacking the instrument, visually inspect the instrument and
accessories for damage. If evidence of damage is present, you must
contact the carrier who transported the unit and file a claim in writing. The
carriers agent should retain the shipping container and packing material
for inspection. Electrical operation should be checked as soon as possible
after receipt of the instrument.

2.2

Preparation for use


ENSURE THAT THE APPARATUS TO BE TESTED IS CLEARED AND
DE-ENERGIZED PRIOR TO TEST. It is highly recommended that the
user become familiar with the controls, functions and features of the
instrument before use of the Kit.

2.3

Line supply voltage


This instrument is shipped from the factory for operation on either 230V,
50Hz line or 120V, 60Hz line (Set at Factory). Other input voltages
available upon request.

2.4

Safety Considerations
CAUTION!!
This instrument is capable of generating LETHAL VOLTAGES.
Extreme care should be used in operating this unit.
WHEN TESTING IN HIGH VOLTAGE ENVIRONMENT, IT IS
ABSOLUTELY ESSENTIAL THAT ALL TEST APPARATUS HAVE
SAFETY
GROUND
CONNECTIONS
INSTALLED,
BEFORE
CONNECTING THE ACTS-12K TEST LEADS.
THE ACTS-12K
PROTECTIVE GROUND TERMINALS MUST BE CONNECTED TO A
GOOD EARTH GROUND PRIOR TO MAKING ANY OTHER
CONNECTIONS TO THE INSTRUMENT.
TURN OFF THE INSTRUMENT WHENEVER INTERCONNECTIONS TO
THE OUTPUT TERMINALS OR THE TEST SPECIMEN ARE BEING
MADE.
THE HIGH VOLTAGE AND MEASURING LEADS SUPPLIED BY ELTEL
SHOULD BE USED WITH THIS INSTRUMENT.
OBEY ALL APPLICABLE SAFETY RULES AND REGULATIONS AT
ALL TIMES !!!

2.5

External Connections
The Test Set consists of two units, namely (a) Power Source and (b)
Measuring Bridge. However, optionally these two units can be housed in
a 19" Rack mount chassis. The test connection leads can be stored in the
Rack chassis, in the space at the bottom of the stacked-up units,
accessible from the rear door of the chassis.
The CxL leads (co-axial leads with yellow and blue) are connected to the
Bridge measuring arms and are the sensitive leads of the Bridge
concerning the influence of stray capacitance.
The following is a general procedure for operating ACTS-12K:
1. Connect the Ground Stud terminal to a low impedance earth ground
using the 10 meter ground cable supplied with the Test Set.
2. Using the two short leads of co-axial cable, connect Cn of Bridge to Cn
of Power Supply.
3. Connect the 20 meter co-axial cable with yellow mark to the CxL yellow
terminal of the Bridge.
4. If required connect the 20 meter co-axial cable with blue mark to the
CxL blue terminal of the Bridge.

5. Connect the 20m high voltage cable to the HV OUT terminal of the
Power Source (Capacitance and Dissipation Factor measurements)
6. Connect the 5m control cable, with Foot-switch, to one of the terminals
marked Foot switch. A plug, short-circuited should be inserted in the
Interlock receptacle. However, this may also be used for connection to a
safety Interlock switch.
7. Connect the power input receptacle of the Bridge to the Power out
receptacles of the Power Source, using the two meter Extension cord
supplied with the Test Set.
8. Connect the Input receptacle of the Power Source to the AC power
source, using the 10 m input power cable supplied with the Test Set.
9. Connect the ground terminal of the Bridge to ground terminal of the
Power Source via two meter cable provided with the Test Set.
10. Connect the guard terminal of the Bridge to guard terminal of the
Power Source via two meter cable supplied with the Test Set.
11. Interconnect the Test Polarity receptacles using two meter cable
provided with the Test Set.
12. Connect the high voltage lead to high voltage connector of POWER
SOURCE. Take precaution not to place too much strain on this cable as it
will reduce its life expectancy. Also keep HV connectors clean and free of
moisture.
13. Plug in the provided line cord to a suitable source
14. Instrument is now ready to turn on.
2.5.1 RS-232 Connector
The RS-232 interface is been provided on a 9-pin female D-Connector
and is been used to interface with PC. Refer to Table 2-1 for connector pin
out.
The RS-232 connector is a DCE interface. Screw locks are been provided
for mechanical security of the mating connector.

2.5.2 Centronix Parallel port (Printer Port)


The Centronix port is been provided on a 25 pin female D-connector and
is been used to interface with any 80 column printer for data transfer.
Refer to Table 2-2 for connector pinouts.

Repacking And Shipment


To ensure proper shipment of this instrument, it is recommended that the
original reusable container and packing material be retained. If being
returned for calibration or service, please attach a card to the instrument
specifying the owner, model and serial number and service required.

3.1

POWER SOURCE

3.1.1 Front panel


The front panel of the Power Source has the following features. The
location of the controls on the panel is shown in Figure 3-1.

POWER SWITCH:
This two-pole circuit breaker is used as On/Off for the Power
Source. It controls power supply to the entire system.

RED AC ON LAMPS:
These lamps are used to indicate that the Power On switch is in the
ON position and that the Test Set is energized from the line. It will
not light up when there is no power supplied to the Test Set.

3.

HV ON SWITCH:
This is a push button switch, which controls the operation of an
internal line contactor and two HV ON red indicator lamps. External
Interlock and Foot-switch cables must be connected to their
receptacles in the rear panel. Foot-switch must be closed, the
Voltage Control set to zero, the Open Ground and Over
temperature and short circuit lamps must be out, the HV OFF
switch must be released in order for the switch to perform its
function. Also the Test Polarity switch in the Bridge Front panel
must be set to Forward or Reverse position. When the switch is
operated, the two HV ON red indicator lamps will light and test
voltage may be applied by the Voltage Control.

4.

RED HV ON LAMPS:
These lamps are used to indicate that voltage is capable of being
applied by clockwise rotation of the Voltage Control. They will light
when the ON Output Voltage push button switch is operated. They
will go out and remain out, if power is removed from the input of the
Test Set, if the OFF Output Voltage push button switch is operated.
If the POWER ON circuit breaker switch is turned OFF, if the Footswitch is opened or the shorting plug is taken out of the External
Interlock receptacle, if the Open Ground is lit or if the Transformer
Overload lamp is lit.

5.

VOLTAGE CONTROL:
The control is a variable ratio autotransformer used to adjust the
output voltage of the Test Set by controlling the primary voltage of
the power transformer. It functions in conjunction with a zero start
switch which requires the control shaft to be in the counter
clockwise ("O") position prior to the ON Output Voltage switch
becoming operative.

6.

HV OFF SWITCH:
This is a push button switch is used to de-energize the line
contractor which turns off the test voltage. The red pilot lamps
should go out when the OFF switch is operated. It performs the
same function as opening the Foot-switch.
NOTE: The HV OFF switch locks in the down position and must be
re-set by turning it clockwise before power can be applied again.

7.

OPEN GROUND LAMP:


If the Open Ground lamp comes On, it indicates the ground circuit
power cable is open, or that the ACTS-12K (The System) is
improperly grounded by the ground cable. The lamp will also come
ON in the event of a high resistance ground between the ground
cable and the power cable ground. The power supply cannot be
energized with high voltage with an Open Ground.

8.

OVER TEMP. LAMP:


This is a red lamp used to indicate thermal overload of the power
transformer beyond the design limits. If extended overload occurs,
a thermal protective relay will operate causing the Transformer
Over Temperature Lamp to come ON. The red HV pilot lamp
should then go out. This performs the same reaction as opening
the Foot-switch. The HV ON push button switch will not function
under this condition until the transformer temperature has returned
to normal. At this time the overload relay will automatically re-set,
and it is indicated by the Transformer Over Temp. lamp going out.
The Test Set can then be re-energized by operation of the POWER
ON switch.

9.

OPEN INTERLOCK LAMP:


This red lamp indicates the state of the External Interlock and
footswitch. The lamp will be ON if the Interlock or the footswitch is
open.

OVER VOLTAGE LAMP:


This red lamp indicates that the operator has exceeded the
maximum specified voltage of 12kV and the power supply will trip in
a fraction of a second. Then the operator should bring down
Voltage control to start and press the reset switch to initiate the
measurement.

SHORT CIRCUIT LAMP:


This red lamp comes on when the internal impedance relay will trip
if there is a short on the high voltage output transformer or if the
connected capacitance is too large. The operator should remove
the shorted specimen or redo the fallen connection before pressing
the reset switch.

12.

RESET SWITCH:
The red push button switch is provided for setting OFF the Over
voltage and Short Circuit lamps after taking the necessary action as
mentioned under sections 11 & 12 above.

3.1.2 Rear panel


The rear panel of the power source has the following features.

Bridge Power Receptacle: (Power out Receptacle):


This receptacle is energized with line voltage when the POWER
ON Breaker is in the ON position and is used to supply input power
to the Bridge via the extension cable supplied with the set.

Cn Receptacle:
The three pin audio connector is used to inter-connect the Bridge
and Power Source, via shielded cable for Capacitance &
Dissipation Factor measurements.

3.

Ground Terminal:
It is also connected to the specimen ground via a 20-meter cable.
Its connected to the bridge via a 2-meter cable

Guard Terminal:
Guard terminal is provided for measurement of multiwinding/terminal specimens. Its connected to the Guard terminal of
the bridge via a inter-connected 2-meter cable.

Its connected to the bridge counterpart via a 2-meter cable

This receptacle is used to connect the System to an AC power
source, via the Power Supply input cable.

Foot-switch and External Interlock Receptacles:


A 5-meter cable with a Foot-switch and a short-circuited Interlock
plugs are connected to those receptacles.

HV OUT Receptacle:
This is the high voltage output terminal used for normal
Capacitance and Dissipation Factor measurements. It is connected
to the test specimen via the high voltage test cable. The outer
shield of this cable, terminated with a pigtail lead, should be
connected to the Ground Stud.

12kV Tap Selector:


One can select the 12kV for the measurement by inserting the
shorting plug in to the 12kV tap selector.

2.4kV Tap:
One can select the 2.4kV for the measurement by inserting the
shorting plug in to the 2.4kV tap selector.

keyboard consists of 20 keys, each of which has its own logical function or

The front panel control uses a tree-structured menu systems (Figure 3-5) to
access and execute all functions. The base level of this structure is sign-on
message, which is displayed on the front panel ACTS-12K power-up.
The main level of the menu system is the measurement mode menu, which is
accessed from the base level by pressing key. From the Measurement mode
menu the user may select any one of Six functions.

3.2.2 Rear panel


The rear panel of the bridge has the following features. The location of
the controls on the panel is shown in figure 3-4.
1.

Power In Receptacle:
The bridge is powered from Power Source. A two meter cable
power cord interconnects the power out of the Power Source and
power in of the Bridge.

2.

Cn Receptacle:
The three pin audio connector is used to inter-connect the Bridge
and Power Source, via shielded cable for Capacitance &
Dissipation Factor measurements.

3.

CxL Blue and CxL Yellow Receptacles:


These are low voltage co-axial terminals used for normal
Capacitance and Dissipation Factor measurements. They are
connected to the Test Set specimen via the yellow and blue low
voltage test cables.
NOTE: A single test cable is used when measuring a specimen,
which has only two terminals plus a ground.

Ground Terminal:
It is connected to the low impedance earth ground via a 10 meter
cable. It is also connected to the Power Source Ground post via a
2 meter cable

Guard Terminal:
Guard Terminal is provided for measurement of multiwinding/terminal specimens. Its connected to the Guard terminal

In this mode the bridge first makes Positive polarity (Forward polarity)
measurement once and then it will interchange the polarity of the power
supply to HV transformer to make the Negative polarity (reverse polarity)
measurement once. Then it will average both the readings (forward and
reverse) and will display the average as final result. In this mode of
measurement the interference suppressor circuit will get activated.

3.4.2 Measure Excitation


This mode measures excitation current of the windings.
3.4.3 Range Extension
This mode of measurement is useful only when the operator wants to
measure higher capacitance beyond the capability of the Bridge. To make
the measurement, the operator need to connect Range extension
Transformer (CTS-RE) of ELTEL between the return path the specimen
and Cx Yellow of the bridge.
3.4.4 Selections
Please refer 3.3.3
3.4.5 Cable Connections
After making connections go to the Main Menu. Press key7 to get the
cable connections screen. Press key 1 to specify where the HV CABLE
is connected to the specimen.
Similarly press the corresponding key to specify where YELLOW and
BLUE cables are connected. These selections will be printed along with
the test results of the Specimen. This option is only for printout purpose.

SERVICE AND MAINTENANCE

The components and techniques used by ELTEL, India are mostly standard and
readily understood by competent technicians. However, some calibration and
repair procedures are very difficult to perform in the field without the test jigs and
accurate standards available to factory personnel. Therefore customer repair
and calibration are not recommended in field / site.
Please contact your ELTEL representative for service and calibration
requirement.

Chapter 4.
PRECAUTIONARY MEASURES
PRECAUTIONARY MEASURES TO BE STRICTLY FOLLOWED FOR
CONNECTING HV CABLES WITH HOOKS & BATTERY CLIPS
From our past experience with several customers testing specimens in charged
400kV / 545kV s/s , we have observed that a proper HV cable connection is very
essential in order to carry out satisfactory Capacitance & Tan Delta
measurements . Along with the ACTS-12K Cable set, we are providing both
battery Clips and hooks at the end of the HV / LV Cable which are to be used for
connecting to various specimens.
While carrying out measurements & applying High Voltage, an improper cable
connection can result in sparks being generated at the HV end of the Cable which is in most cases very close to the specimen (say like a HV bushing) where
a larger cross-section of area has High Voltage flowing through it. This has
resulted in malfunction of certain critical components / sub-assemblies etc.
For e.g, usage of the HV cable with the battery clip to connect to a 400kV HV
Bushing - which is typically at a height of approx 10mts from the floor level. Here
the chances of cable falling nearer to the bushing is more during which time the
Guard and Gnd rings of the cable are closer to the HV point of the bushing (due
to large HV area of the bushing). This results in sparking at the specimen end of
HV cable when the voltage is increased say beyond 4kV. Due to this sparking,
the Guard and Ground potential levels of the Test Set are changed. This results
in damages to sensitive ICs & sub-assemblies in the Bridge unit. The chances of
sparking at the specimen end of the HV cable are more while using the battery
clip as against while using the hooks.
To avoid such situations, we recommend using the hooks wherever possible.
Also when the HV cable is connected to a specimen at a height using the hook,
the entire weight of the HV cable is borne by the hook and not on the connector.
This also ensures longer cable life.
By using hooks, there is enough gap between the HV area of the bushing and
the Guard & Ground rings of the HV cable. So the chances of sparks being
generated are greatly reduced & this minimizes possible damages to the Test
Set
The Hook can be connected (hanged) to the Busbars in such a way to create
more space between HV area of Bushing & the cable, which in turn provides a

wider gap between HV to Ground & Guard points, which in turn minimizes
damages to the Test set.
Only in situations where it absolutely not possible to connect the Hooks at the
specimen end, we would recommend using the battery clip. Here also ensure
that enough precaution is taken while connecting to specimen. An adequate gap
should be there between HV point and Guard & Ground of the HV cable.
BATTERY CLIPS can ONLY be used for connecting to specimens when there is
enough scope for providing adequate gap between the HV point, Gnd and Guard
points in the cable at the specimen end.
Typically shop floor testing of Motor /Generator Coils (usually kept at gnd level),
Small Transformer windings (where cable need not be connected a great
heights) etc.
HOOKS have to be used for ALL specimens where the HV LV points are at a
height.

The following Fig 4-1 shows the RECOMMENDED / CORRECT
making the cable connections with hooks to a HV Bushing:

Connection A : The Hook can be hanged or connected to the Neutral Bushing.


Because the conduction area (HV) is less, the chances of the Guard and Ground
rings coming nearer to the HV point are less. It is preferred to connect to neutral
bushing, if it is present in that side of the winding.
Connection B : The Hook can be hanged as shown in fig and the HV cable can
be pulled and tied to some hard contact nearby so that the Cable should not fall
close to the bushing. Make sure there is enough space between the HV point of
the bushing and Guard and Ground rings of the HV cable.
The fig also shows two WRONG / FAULTY connections:
Connection C : Here the HV clip is connected to the HV point of the Bushing. At
that time HV point and Ground and guard rings of HV cable are very close and
this invariably causes sparks while applying high voltage. Such a connection
should definitely be avoided.
Connection D : Even after using hook, if the cable is falling close to the HV point
of the bushing , this will again lead to sparking while applying high voltage. This
type of a connection procedure should be definitely avoided.

Cable Connection procedure for Capacitance & Tan Delta Testing of EHV
Class Transformer Bushings:
1. Make certain that the apparatus under test and the ACTS-12K are deenergized.
2. Remove risers and/or all busbars and cables from all bushings.
3. Leave working grounds attached to the risers and/or busbars and cables.
4. The porcelain surface of bushings should be clean and dry. Remove any
dirt or oil with clean dry rags.
5. Short the High Voltage bushings with a bare braided jumper wire. The
neutral or star point of a three phase transformer winding should also be
connected to the other bushings of that winding by means of a shorting
jumper. This is done to eliminate the inductance effect of the winding and
create symmetrical balance of voltage gradient on the H and L sides of the

8. Connect High Voltage lead of ACTS-12K with hooks to the one of HV
bushing. Preferably connect to neutral bushing, if this winding is having
neutral or star point. If not available, connect to one of the phases of the
HV bushing. Please make sure that the HV cable (Guard and Ground)
rings and sleeve of the HV cable are not close to the HV point of the
specimen. Please see the diagram for the correct way of connection.
Please refer figure 4-2 for correct method of connection.
9. Connect ACTS-12K CxL blue lead to Tan Delta Tap of the Bushing.
Before connecting the lead, make sure tap of the bushing is isolated from
ground. Open only Cap Tap of bushings which are under test and all the
other bushings Tan Delta taps should be in the normal manner (Cap Taps
should not be opened)
10. Connect ACTS-12K Ground cable to the tank of the Transformer.
11. Select UST-B and conduct the measurement. Initially make a Low Voltage
measurement
(Say at 2KV for 10 KV final measurement) to ensure that the proper
connections made. If you get the correct readings (approx) at 2KV, then
proceed to High Voltage measurement say 10 KV.

Cable connection procedure for Capacitance & Tan Delta Testing of


Windings of large Power & Distribution Transformers:
1. Make certain that the apparatus under test and the ACTS-12K are deenergized
2. Remove risers and/or all busbars and cables from all bushings
3. Leave working grounds attached to the risers and/or busbars and cables.
4. The porcelain surface of bushings should be clean and dry. Remove any
dirt or oil with clean dry rags
5. Short the High Voltage bushings with a bare braided jumper. The neutral
or star point of a three phase transformer winding should also be
connected to the other bushings of that winding by means of a shorting
jumper. This is done to eliminate the inductance effect of the winding and
create symmetrical balance of voltage gradient on the H and L sides of the
transformer. The jumper should be tight & not be allowed to sag.
6. Short the Low voltage bushings with a bare braided jumper. The neutral or
star point of a three phase transformer winding should also be connected
to the other bushings of that winding by means of a shorting jumper.
7. Ensure that all neutrals are ungrounded.
8. Connect High Voltage lead of ACTS-12K with hook to the one of HV
bushings. Preferably connect to neutral bushing, if the winding is having
neutral or star point. In case of absence of neutral or star point, connect to
one of the phases of the main bushing. Please make sure that the HV

correct method of connection.
9. Connect ACTS-12K CxL lead with hook to the one of LV bushing.
Preferably connect to neutral bushing if the winding is having neutral or
star point. In case of absence of neutral or star point, connect to one of the
phases of the LV bushing connect. Here again please make sure that the
sleeve of the LV cable is not close to the HV point of the specimen. Please
refer the figure for correct method of connection.
10. Connect ACTS-12K ground cable to the tank of the Transformer.
11. Select UST-B and conduct the measurement to measure the Capacitance
& Tan Delta between the HV winding to LV winding. Initially make a low

voltage measurement (say at 2KV for a 10kV measurement) to ensure


that the proper connections made. If you get the correct readings (approx)
at 2KV, then proceed to high voltage measurement say 10 KV.
12. Select GST-G and conduct the measurement, to measure the insulation

between the HV winding to Ground. Initially make a low voltage


measurement (say at 2KV for 10 KV final measurement) to ensure that the
proper connections made. If you get the correct readings (approx at 2KV),
then proceed to take a High Voltage measurement at 10 KV.

5. Isolate the Tan Delta Tap (C point) of the CT from Ground.

Ground) rings and sleeve of the HV cable are not close to the HV point
of the specimen. Refer figure 4-4 for correct method of connection.
7. Connect ACTS-12K CxL Blue lead to Tan Delta Tap (C point) of the CT.

9. Select UST-B and conduct the measurement. Initially make a Low Voltage
measurement (say at 2KV for 10 KV final measurement) to ensure that

2KV, then proceed to high voltage measurement say 10 KV.
10. If the Capacitance and Tan Delta results are not correct, then select GSTBG and conduct the measurement. Initially make a low voltage
measurement (say at 2KV for 10 KV final measurement) to ensure that the
proper connections made. If you get the correct readings (approx) at 2KV,
then proceed to high voltage measurement say 10 KV.
11. If you want to test & & DF of individual stacks then connect High Voltage
lead to the Top portion of that stack and CxL blue lead to the bottom
portion of the same stack. Select UST-B and conduct the measurement.
12. For the bottom most stack, if the Capacitance and Tan Delta results are
not correct, then select GST-BG and conduct the measurement. Initially
