RELEASE OF THE APPROVED LIST OF LOAN

BENEFICIARIES 2015/16 ACADEMIC YEAR

Background
The Higher Education Students Financing Board (HESFB) announces the release of the
approved list of Loan Beneficiaries for the Academic year 2015/16. The Board awarded loans
to Students admitted for the Undergraduates and Diplomas in various institutions of Higher
learning in Uganda.
The lists for the undergraduates and diploma Students have been released to Universities and
Other Tertiary Institutions participating in this years exercise as shown below.
All the successful applicants are required to report for studies immediately upon notification at
the respective Higher Learning Institutions;

There has been an increase in the number of Universities benefitting from the scheme from 12
in the academic year 2014/15 to 15 this academic year. In addition, the Board also approved
33 Other Tertiary Institutions (diploma awarding institutions) to participate in the Students
Loan Scheme.

During the first cohort of Loans for the academic year 2014/15, Board approved Loans for 26
Undergraduate programmes, in this second cohort of Loans for the academic year 2015/16, the
Board approved 50 University Undergraduate Programmes and 51 Courses for Other Tertiary
Institutions.
All the approved programmes and courses fall in Pure and Applied Science & Technology as
shown in the table below:Table below shows the broad Categorization of the Courses and Programmes supported
by HESFB.

Eligibility into the scheme


In line with the law that establishes the Scheme, the Board in approving the successful loan
applicants took into account the following
o An applicant must have proved to be a Ugandan.
o Admitted for an accredited course or programme of study
o Admitted in an accredited ( Chartered) institution of higher learning
o Applied for the loan
o The Board took into consideration regional balance, gender, social economic status and
equity in accordance with the Higher Education Students Financing Act of 2014. All
applicants were subjected to a uniform score card which considers proxy indicators to
arrive at the Lending decision. The various proxy indicators have been factored into ICT
software that awards the score. The loans therefore have been awarded to the most
deserving loan applicants who are the poorest among the applicants.

Loan Coverage 2015/16


The Loans awarded to students, shall cover Tuition, Functional Fees, Research Fees and Aids &
Appliances for Persons Living with Disabilities.
Notifying the Successful Applicants
All Successful Loan Applicants have been notified through their Mobile Telephones via the
Short Message Service (SMS), and the list is displayed on the HESFB website. The names shall
also appear in the major print media. The respective Universities and Other Tertiary
Institutions shall be informed as well.
Loan Disbursement
All Loan funds shall be disbursed directly to the respective Universities and Other Tertiary
Institutions. Its only the beneficiaries with special needs who will receive payments into their
individual accounts for funds necessary to cater for their Aids and Appliances.

Requirements for one to receive the Funding


As mentioned earlier that all funds shall be remitted directly to the Universities and the
successful applicants shall be required to report for studies to the respective Higher Learning
Institution. Each Student is required to enroll on the Credit Reference Bureau System (CRBS)
from any Commercial Bank. Each beneficiary is required to pay 1.0% of the total annual gross
loan amount which the Board shall remit to the University this academic year. Each Loan
Beneficiary is required to sign a Loan Agreement that shall be administered at the Institution.
Signing of Loan Agreement
Signing of the respective Loan Agreement Forms will commence on Monday September 21,
2015. This will take place at the Institutions of Higher Learning. The respective Institutions
shall be informed.
Loan Protection Fees
Every loan Beneficiary MUST pay 1% as Loan Protection Fee of the annual Approved Loan
Amount to the Higher Education Students Financing Board (HESFB) account at Centenary
Bank No. 3740300006.
Enrolment to the Credit Reference Bureau (CRB)
Each of the beneficiaries is required to enroll on the Credit Reference Bureau System (CRB)
from any Commercial Bank. This will enable the Board code the Loans.
