CONSTITUTION OF THE

FILIPINOS IN HEALTH SCIENCES


(FIHS)
PREAMBLE:
We, the members of the Filipinos in Health Sciences, aim to encourage minorities and underrepresented
communities, such as the Filipino student community, to pursue higher education in medicine and healthrelated fields, and provide support in reaching future career goals.
ARTICLE I:
NAME OF ORGANIZATION
The name of this organization will be Filipinos in Health Sciences.
ARTICLE II:
PURPOSE OF ORGANIZATION
The purpose of this organization shall be as follows:
To encourage the minorities of underrepresented communities, such as the Filipino student community to
pursue higher education in medicine and health-related fields, and provide support in reaching future career
goals; to address the growing communitys health care needs, with regards to culture, ethnicity, gender,
sexual orientation, age; to provide students opportunities to meet with health professionals.
ARTICLE III:
MEMBERSHIP PRACTICE
Membership in the organization shall be classified as follows:
A. Eligibility for membership
All UCR undergraduate students shall be eligible for membership.
B. Qualification for Membership
1. Students with interests in the Health Sciences, including, but not limited to: medicine, pharmacy,
research, physical therapy, optometry, etc.
2. Paid membership of:
a. $25.00 for new members
b. $20.00 for returning members
3. Attending at least one general meeting and one outside event per quarter.
C. Qualifications for Prospective Officers
1. Must meet all qualifications for active membership
2. Must complete a minimum of 2 community service events per quarter with FIHS


ARTICLE IV:
OFFICERS
A. List of Officers
The officers shall be:
FIHS President (2)
There is a maximum of 2 president positions available for FIHS. The presidents are responsible for the
coordination and facilitation of all FIHS events.
1. Call meetings to order
2. Work in the organization and coordination of meetings and events
3. Enforce or carry out any contract agreements made with sponsors or outside parties.
4. Recruit students to join FIHS.
5. Take the initiative! Work with other FIHS officers to ensure success and ongoing improvement.
6. Attend all meetings
7. Oversee contribution of all officers and members.
8. Stay involved with HPAC
9. Meet with Student Life once per quarter
10. Attend cluster meetings
11. Make general meeting PowerPoint presentations
FIHS Vice President
The vice president shall work to ensure the function and organization of FIHS. The vice president shall also
take the place of the president if needed.
1. Organize committees for events
2. Coordinate with guest speakers
3. Recruit medical or health professionals to events and meetings.
4. Attend officer meetings to discuss club policy, fund allocations, etc.
5. Provide leadership, take the initiative
6. Attend APISAC meetings
7. Attend POC meetings
8. Attend SCPASA Pre-Health
9. Attend all general and cabinet meetings
FIHS Secretary
The secretary shall complete all clerical duties.
1. Write detailed minutes at each meeting, both general and officer.
2. Collaborate with fellow officers to promote best interest of club.
3. Assist in planning and coordinating FIHS events.
4. Be present at all clinics/general meetings/officer meetings
5. Make sign-up sheets
6. Keep track of all hours (with sign-up sheets)
7. Attend all general and cabinet meetings


FIHS Treasurer

Tracking all financial transactions.


Serve as liaison between ASUCR and club.
Prepare budget and financial statement.
Apply for ASUCR funding
Work with other officers in allotting funding to appropriate cause.

FIHS Public Relations


The FIHS Public Relations Officer works to promote FIHS meetings and club functions.
1. Sign up for banner space through Student Life and Leadership
2. Create and distribute posters and flyers for meetings and events.
3. Attend all officer meetings.
4. Plan socials and community service events in collaboration with VP, Social Events, Fundraising and
Community Service Chairs.
5. Advertising the club and events through social media and tabling.
6. Recruitment of prospective members.
7. Attend all general and cabinet meetings
FIHS Social Events Chair
1. Plan social events and activities for members.
2. Collaborate socials with other clubs.
3. Organize Big/Little FIHS
4. Attend all general and cabinet meetings
FIHS Historian/Webmaster
1. Record all FIHS general meeting and social events through pictures and videos.
2. Maintain bi-weekly newsletters
3. Keep all social media updated
4. Make an end of year project to highlight the years progress
5. Attend all general and cabinet meetings
FIHS Fundraising Chair
The fundraising chair must provide events that shall raise money for FIHS and its current cause.
1. Coordinate with treasurer to pursue fundraising events.
2. Create at least one event every quarter.
3. Coordinate with treasurer to create an end of the year fundraising goal.
FIHS Community Service Chair
1. Create and confirm community service events
2. Must have an event each month (3 per quarter, 1 being health-field related)


B. Duties and responsibilities of officers
Must complete all duties assigned of respective position. If needed, responsibilities can be distributed
amongst officers.
C. Qualifications for becoming an officer
1. Must have active interest in promoting Filipino success in Health sciences.
2. Must be able to work in a collaborative effort with other students.
3. Must have demonstrated active participation in meetings, events, and functions.
D. Terms of office
Beginning May of the prior academic year, each officer must perform respective duties. They will complete
a one-year term. Outgoing officers make selections based on interviews.
E. Procedure for filling vacated offices

F. Procedure for officer removal


All of the board officers, excluding the officer in question, must unanimously agree to remove an officer
and terminate his/her position.
G. Appeal policy
1. All board members must be present when considering and reviewing appeals.
2. Appeals will be carried out at the end of each quarter, and as needed.
H. Addition of Officer Positions
A unanimous agreement between board members is required in order to create additional officer positions
that better fit the needs of FIHS.
ARTICLE V:
APPOINTMENTS TO POSITION
A. Times and period when appointments occur
Appointments shall be held during the first week of spring quarter of each academic year.
B. Nominations
1. Nominations are open to all members and officers.
2. Nominees will be reviewed by current officers based on participation and leadership.


C. Notification and posting of elections
New officers will be informed within one week of interviews via email or phone.
ARTICLE VI:
COMMITTEES
A. Formation of Committees
Committees are chosen based on the need specific to certain events, i.e. fundraising, and are formed by the
officer spearheading the event. Committees could be comprised of both fellow officers and general
members.
ARTICLE VII:
MEETINGS
A. Types of meetings
1. Board meetings: attended by all board members.
2. General meetings: open to all UCR students.
B. Time and occurrence of meetings
1. General meetings shall be held at least once a month.
2. Board meetings shall be held once a week.
C. Special meetings
To be held for large events that require committees.
D. Quorum
1. Requires 2/3 of active members.
2. To establish a minimum requirement in order for amendments and elections to take place.
E. Method of conducting meetings
1. Board meetings
Executive Cabinet will plan content of each board meeting. All officers will plan the content of the
general meetings. Each committee and/or officer will present any issues regarding responsibilities and
concerns.
2. General meetings
Will be run by all of cabinet. Will follow agenda planned during board meetings. Will present old and
new business, and leave room for suggestions from all active members.


ARTICLE VIII:
FINANCIAL RECORDS
A. Dues
1. $25 for new members
2. $20 for returning
B. Budget expenditures
The FIHS treasurer and Presidents shall authorize all transactions and reimbursements. They will
appropriately distribute funds according to best interest of the club.
ARTICLE IX:
ADVISORS
A. Selection of Advisors
HPAC is the appointed advisor for FIHS
B. Qualifications
Required to have previous experience, a focus on community health, and the ability to provide resources.
C. Terms of office
Indefinite number of terms
D. Roles/Duties of an advisor
Advisor must provide guidance to officers/committees throughout the academic year.
ARTICLE X:
AMENDMENTS
A. Proposing Amendments

Any member has the power to propose an amendment.


Officers and prospective advisor will review the amendment.

B. Provisions
A 2/3 majority of officers is required to approve all changes to or creating additional
amendments. Amendments may only be considered at the end of the academic year (Spring Quarter).
