corruption and red tape, involved with special
interest groups, violates democratic
centralism, authoritarian, unfair in appraising
personnel, represses whistleblowers and
critics,

performance and discipline, fails to carry out
Party assignments, dishonest in declaring
assets, inappropriate lifestyle for oneself,
