EXECUTIVE SUMMARY
The Beacon Roces Tower was substantially complete and now a landmark structure
in the area. The residential units had already been turned-over to GEDC- Customers
Relation Unit in which some of the unit owners had already move-in. Roces Tower is
now being managed by the Property Management Office, Neo Pacific.
With this, the Final Project Report will mark the end of the Post-Construction Phase of
Project Management Services.
This report highlights the project details, milestones, accomplishments and status for
The Beacon Roces Tower project wherein Asian Technicon Managers & Consultants
Inc has been engaged as Project Managers.
All data and information stipulated on this report will be part of Turnover Documents in
accordance to the project close-out requirements for reference and guidance of the
Owner.

PROJECT BACKGROUND
The Starmall Prima Daang Hari is a high-end mall constructed in Bacoor, Cavite,
Philippines. The Starmall Prima Daang Hari is owned and developed by Masterpiece
Asia Properties Inc.
It was designed by ASYA Design Partner (Principal Architect) with the engineering trades
A.C. Ong Consulting Inc. (Structural Design), D.L Lagman Engineering (Airconditioning
& Ventilation Design) , M.A Alix & Partners (Electrical Design), F.L Figueroa & Associates
(Plumbing & Fire Protection Design) and Meinhardt Philippines Inc (Faade and Elevator
Consultant). The interior design of lobbies and residential hallways was designed by
Asuncion Berenguer Inc. and landscape designed by E.A Aurelio.
Construction and Project Management, Cost and Quantity Surveyor services for the
Phase 1 and Phase 2 of the development is provided by Masterpiece Asia Properties
Inc., while the general contractor for the project is Will Decena and Associates Inc.
Starmall Prima Daang Hari was composed of _ parking slots and ___ Tenant spaces on
ground floor, ____ on second floor and _____ on third floor. A total of 904 units in which
678 are studio units and 226 are combined units are semi-furnished with four (4)
different color schemes.
Also, the building features 4-high speed elevators, three (3) passenger elevators and
one (1) service elevator. Pressurized Fire Exits, Automatic Fire Suppression System and
Fire Detection & Alarm System were incorporated in the building to ensure safety and
CCTV was installed for building security. Also, Generator set was provided to back-up
power source in case of emergency.
The Beacon is located at the corner of Don Chino Roces and Antonio Arnaiz Avenues
near the heart of Makati, and is just a few meters away from commercial establishments
like Makati Cinema Square and Walter Mart - Makati; Don Bosco Parish and Don Bosco
Technical Institute, Makati, and a few blocks away from the Makati Central Business
District.
Further, summary of the project highlights are presented below as follows.
The contract packaging and procurement schedule was again revised due to the failure
and termination of the Architectural Works and Mechanical Contractor, Konstrak
International Inc. (KII) and Gentech Industrial Corp. (GIC). With the direction of the
Owner, the Architectural package was divided into sub-packages and the remaining
scope of works for mechanical was re-bided.
The updated contract packages including purchase orders endorsed by the Owner is
shown hereunder for reference.

Construction Schedule
The project completion based on the original construction schedule is on 27 May 2011.
However, due to various factors such as failure of the architectural contractor to perform
MASTERPIECE ASIA PROPERTIES INC.
on the masonry works, non-activity of the mechanical contractor and delays on the
fabrication and installation of windows which draws consequentially negative effects on
the fit-out works and other trade works, the project, as of 31 August 2012, had extended
462 calendar days from its original schedule.
Tabulated summary of revisions on construction schedule including percentage of
accomplishment during the period of project completion is shown hereunder. Detailed
approved original construction schedule, revised schedule and letter memo on the
adjustment of schedule from the Owner are attached hereto as Annex C for reference.

Originally, the architectural package which scope of works are masonry, installation of
doors, jambs, tiles and finishing hardwares was awarded to Konstrak International Inc.
(KII). They had introduced the Smart blocks system in lieu of conventional CHB system
which draws the attention of the Owner and later paved the way to the award of the
architectural package.
Since the start, KII has shown non-compliance to the project requirements resulted to
the late commencement which was supposedly 21 May 2009. Also, the smart blocks
required concrete strength of 3000 psi which was marketed and the basis of the award
were not mostly achieved resulting to the rejection of the blocks. This caused the delays
in the chb installation since the required quantity of chb to complete the floors was not
achieved. It is then the Owner decided and agreed to lower the concrete strength and
treat the installation as conventional type so as not hamper the other trade works and
entail more delays. The Project Manager issued notices to cope up delays to KII several
times for them to address their delays.
On 22 September 2009, the Project Manager serves the notice of termination to KII due
to the following reasons;
Poor workmanship
As a resolution on the matters at hand, the Owner decided to give chance to KII to
perform with the following agreement to wit;
EEI committed to provide Konstrak to have exclusive use of tower crane for its
masonry materials (Smart blocks, sand, Cement, rebars and skim coat) daily
lifting requirement from 9:00A.M to 12:00N.N, including times that the crane is
free from lifting activities of other sub-contractors on site. The commitment will

Konstrak committed to deliver two (2) trucks of 19 palettes each with 80 pcs.
(3040 pcs.) Smart blocks a day and be unloaded in pallet fully secured with metal
strap. Lifting will be made using steel basket going to the designated floor and be
pulled in by a palette truck from the platform/loading bay.
EEI to install one (1) additional unit of loading bay which Konstrak will utilize to
expedite lifting, and which will be provided free of charge by GEDC.
Konstrak will mobilize full-time Project Manager and a superintendent who will be
in-charge of managing the project and site activities, respectively. Likewise, a
person who would monitor and supervise deliveries, hauling and lifting of all
masonry materials was also committed by Konstrak.
The body agreed that stiffener columns will not be required for smart blocks with
2,000 psi compressive strength and will start on 15 th floor and up. If succeeding
deliveries fail the compressive strength requirement, Konstrak will revert to
conventional system and provide lintel beams and stiffener columns where
needed. No floor will have mixed masonry system; it will be designated as either
conventional or Smart masonry system depending on compressive test results.
Konstrak agreed to comply with the masonry schedule and productivity rate,
including manpower complement as follows.

Despite the above-mentioned agreement, KII continuously failed with their commitments.
On 29 January 2010, the Owner decided to temporarily limit the smart blocks installation
and skim coat application until 25th floor. The Owner will hire subcontractors to perform
the works on the succeeding floors. However, KII would supply all smart blocks required
to complete the project.
On 08 April 2010, KII agreed to voluntary relinquished all other scope in their contract
such as door/jamb installation, concrete floor topping and tiling works but with the
exception of masonry works up to 25 th floor which they committed to finish until 15 May
2010. However, KII was insistent on the continuous supply of 2000psi Smart blocks for
the remaining upper floors, claiming that the quantity required to complete the project
was already produced/manufactured. Full termination of KIIs contract took effect May
2010.
With the termination of KIIs contract, the remaining balance of work are divided into subpackages and awarded to the various contractors as follows;

With the recommendation by the PM to reconcile the claim in advance while waiting for
the approval of WAO, DLS and GIC had conducted reconciliation twice dated 25 August
2009 and 24 September 2009 yet nothing has agreed upon due to failure of GIC to
provide supporting documents to justify their excessive claims.
The PM issued notice to resume work to GIC and address the site issues dated 29
September 2009 in which they had responded dated 05 October 2009. Also, 3 rd
reconciliation meeting for variation in pipe sleeves was conducted dated 30 October
2009 yet failed again to come up with an agreement. GIC still continuously failed to
address the site issues and suspend its construction activity. This leads to the issuance
of 2nd notice to resume works and address site issues dated 09 November 2009 and
eventually notice of termination dated 17 November 2009.
On 25 November 2009, a meeting was held amongst GEDC, ATMCI, DLS, EEI and GIC
to discuss and resolve variation claim. GIC committed to return 26 November 2009
however failed to return to the negotiation table.
On 22 December 2009, DLS and GIC finally reconciled the cost of variation in pipe
sleeves. The PM also issued notice regarding the resumption of works twice dated 13
January 2010 and 20 January 2009.
A meeting was held on 16 February 2010 to formalize the mutual termination of GICs
contract. Full termination of GICs contract took effect March 2010.With the termination
of GICs contract, the remaining balance of work is awarded to Reform Construction.

Aluminum Glass Doors and Windows package was awarded to Bradnams Doors &
Windows, Phils as early as 09 May 2009. However with the Owners decision to re-hire
the services of Meinhardt Phils Inc as faade consultant to approve technical submittals
and change in specifications of aluminum frames and glass, the contract timetable was
amended with the following milestone dates:

The revised contract timetable did not materialize due to delay on Performance Mock-up
Test (PMU) which is the pre-requisite on the mass fabrication of the windows and doors.
PMU test was supposed to be conducted 30 March 2010 yet the actual PMU test was
conducted July 2010. This was due to delay of material delivery, die preparation, failure
on the initial PMU test and re-testing. First batch of windows were only delivered
September 2010 and installation of windows started on the same month.
Accomplishment to Date
As of 31 August 2012, the completion of the works for Beacon Tower 1 was still in
progress and has accomplished 99.87% registering a negative variance of -0.13% or 2
calendar days behind. Summary hereunder are the detailed accomplishment report.

The 1st residential unit accepted by GEDC- CRU group was marketing unit 709 last
August 04, 2011 which also happens to be the 1 st Owner Accepted Unit by August 08,
2011. Unit 724AB which serves as GEDC CRU marketing temporary visitors lounge
was conditionally accepted last November 11, 2011 due to several remaining punch list
while it was finally turnover to Unit Owner last December 12, 2011.
As of latest update reflected on Handover of Units Report dated 31 August 2012, after
398 days elapsed since the day punch list period commenced, remaining original
unaccepted balance are 2 marketing units: 4214+15 and 4216+17. But due to recurring
issues majority are of water leak problems, GEDC-CRU returned units claiming to be
unaccepted to record a total of 38 out of 907 residential units overall.
