Problem Title :

A PUBLIC MARKET AND ABATTOIR BUILDING COMPLEX

BACKGROUND:
A progressive first-class municipality with a population of 250,000 is putting up a public market
and an abattoir building complex on a 1.20 hectare lot (see Lot & Location Plan) as a top-priority project.
The lot is fairly even and sloping at 3% towards the river.
The complex, aside from serving the immediate need of the town itself, will also cater to the
neighboring smaller towns being strategically located at the junction of two provincial roads one leading
to other coastal towns towards the Northwest and the other to the hinterland communities towards the
Northeast.
The importance of the role that a public market plays in the economic and social life of an average
Filipino community cannot be over-emphasized. In most cases, the only semblance of economic and social
activities can only be found in a towns place.
It is not surprising therefore that the towns administration and residents view this vital
infrastructure project with much hope and expectations not only as the communitys number one source of
revenue but also as a community center to house badly needed public facilities such as an indoor auditorium,
recreation, library and offices for various governmental departments, local or provincial or national. The
building complex is also expected to answer a long felt need for a decent and modern center not only for
the buy-and-sell of the usual goods and services but also for such establishments as banks, telegraph,
telephone and post offices, and the like, the town being located some fifty kilometers from the capital city
where those facilities and services are normally available.
Taking cognizance of the rural poors needs, the market is also envisioned to cater to a weekly
(Sunday) migration of small-time farmers from the neighboring barrios who sell their farm produce and
buy their supply in the town.
To maximize the use of the lot, it may desirable to locate some of the needed facilities on the second
floor.
The design motif must be in accordance with the city/towns requirement.

DESIGN REQUIREMENTS:
Market Building
A. Wet goods (concrete tables open type, no partitions for 1.1, 1.2, 1.3 and 1.4 below)
1.1 Fish Section
1.2 Meat Section
1.3 Vegetable and Fruits
1.4 Refreshments, native delicacies
1.5 Cold Storage for removable sheds, tables and benches for use by migrant farmermerchants
B. Dry Goods stall and store spaces
2.1 General Merchandise
2.2 Specialty goods such as clothing, haberdashery, etc.
C. Services
3.1 Atleast two (2) banks
3.2 Restaurants, carinderias, etc.
3.3 Others
D. Community Facilities and Governmental Office spaces
4.1 A multi-purpose auditorium to seat at least 700 people
4.2 Recreation center (500 sqm.)
4.3 Library (100 sqm.)
4.4 Police precinct with detention cell with toilet and storage facilities
4.5 Fire department coordinating office with toilet and storage facilites
4.6 Electricians Office with toilet and storage facilities
4.7 Market administrator with toilet and storage facilites
4.8 Health Department with toilet and storage facilities
4.9 Social welfare department with toilet and storage facilities
4.10 At least five (5) office spaces for national/provincial agencies with toilet and
storage facilities
E. Adequate toilet facilites (male/female) distributed throughout in strategic places for
the general public; stairs/ramps; corridors; alleys; fire escapes, etc; shall be
provided.
Abattoir (Slaughter House)
1. Area for the proper care of animals / fowls prior to slaughter.
2. Slaughter areas
3. Separate areas for handling meats and entrails
4. Facilities for storage and refrigeration
5. Facilities for disposal of condemned meat and methane gas production from wastes
6. Office and amenities for supervisor, meat inspector, and workers

Outdoor Facilities
1. Adequate access streets, driveways, loading/unloading areas, sidewalks and parkings
spaces shall be provided
2. An open area of not less than 1000 sqm. for migrant farmer-merchants (to be used
once a week) to double up as outdoor public assembly area.
