LOW-EMISSION CAPACITY BUILDING (LECB) PROJECT- EGYPT
Mitigation Action Plan in Fertilizer Sector

Background:
In accordance with the commitment of all parties to the UNFCCC to support climate change efforts at the
national level, the LECB project will enable Egypt to strengthen national capacities to do the following: 1)
Design a low-emission development strategy (LEDS); 2) Identify opportunities for Nationally Appropriate
Mitigation Actions (NAMAs) in the context of national development; 3) Facilitate the design and adoption of
mitigation actions by selected industries; and 4) Design systems for Measuring, Reporting, and Verifying
(MRV) mitigation actions. The Project will target the Public and Private Sectors.

Objectives:
LECB-Egypt has contracted National Consultant to provide mitigation action plan in fertilizer industry that is
considered as intensive energy consumption industries. The study will also include a design of Measurable,
Reportable, Verifiable (MRV) system for mitigation reduction. The Mitigation consultant will work closely
with LECB-Egypt team to strengthen national capacities within the Mitigation action plans to support the
coordination and implementation of Egypt climate change response, and provide a clear methodology for
fertilizer sector to be followed aiming for a Low Emission Development National Strategies. The study will
cover two main factories which will determined by project

Scope of service:
1. Monitoring and analysis of GHG emissions and scenarios in Fertilizer sector to identify their detailed
needs related to the monitoring and analysis of GHG emissions, and identify implications for
mitigation planning.
2. Support the development of Climate Change Action Plans (mitigation Plan) in two of Fertilizer
facilities; through the operationalization of existing Climate Change Action Plans, through provision of
technical support on institutional/management arrangements, mainstreaming of climate change
mitigation in their policies, plans, budgets and procedures, resource mobilization, etc.
3. Analyze results of mitigation pilot, compare various approaches, and formulate evidence-based
technical and policy recommendations for policy-makers and practitioners.

Deliverables
1. Two detailed Mitigation Action Plans for the two factories
2. Two detailed Measurable, Reportable, Verifiable (MRV) system for mitigation reduction for the two
factories
3. Two NAMA Information Note (NINO) for the two factories

4. Two presentations covering the above mentioned deliverables

Qualifications

Advanced University degree (Masters or higher) in disciplines related to climate change,


environment, energy and development.
Good knowledge of global and national climate change mitigation issues.
A minimum of 5 years of professional experience in the sector.
Familiar with development of policy measures and implementation plans that can also be applied to
NAMAs/LEDS development.
Substantial involvement in the preparation of emission scenarios; knowledge of at least one
modeling tool is a prerequisite.
Demonstrated team working spirit.
Good interpersonal/communication skills.
Good oral and written communication skills.

Scope of Bid Price and Schedule of Payments

The contract price is a fixed output-based price of the herein specific duration and not subject to any
extension or delay in the duration of engagement
Proposer(s) should indicate price components whether it is a pure professional fees or inclusive of
travel expenses or any other allowances.
Payment:
50% upon submission of first draft technical reports
50% upon submission of final draft technical reports and approval
