d) RegulationmeanstheSchoolCouncilsRegulationundertheSchoolAct
e) CommunityMembersmeanspersonsotherthanparents(asdefinedin1Cabove)who
have,intheopinionofthemajorityofthemembersoftheSchoolCouncil,aninterestinthe
wellbeingoftheSchool
f) SchoolCommunitymeansParents(asdefinedin1Cabove),Teachers,thePrincipal,
Staff,StudentsandCommunityMembers(asdefinedin1Eabove).

2) AUTHORITY
TheSchoolCouncilderivesitsauthoritytoparticipateintheeducationofourstudentsthrough
AlbertaProvincialLegislation,specifically
Section22
ofthe
SchoolAct,
andtheSchoolCouncils
Regulationwhichsupportsit.

3) MISSIONSTATEMENT/PHILOSOPHY
OurMission:
ThemissionofourSchoolCouncilistofosterthewellbeingandeffectivenessofourSchool
CommunityandtherebyenhancetheeducationofstudentsatWillowParkSchool.

OurVision:
OurSchoolCouncilwillfacilitatecommunicationamongstalloftheconcernedparticipantsofour
SchoolCommunity,sothatwemayworktogether,aspartners,tocreateaneffectivelearning
environmentandenableourStudentstoachievetheirfullpotential.Allofthemembersofour
SchoolCouncilwillstrivetoupholdourSchoolCommunity'sguidingprincipleswhenmaking
decisions,orprovidingadvice,withrespecttoourSchooloractinginanySchoolCouncilcapacity.

OurGuidingPrinciples:
Thesharedprinciplesandvalues,whichwillguideallactivitiesofourSchoolCouncil,areas
follows:
a) Wevalueourindividualdifferencesandculturaldiversityandareunitedbycelebrating
them.
b) Wevalueouruniquelearningenvironmentwithinthepublicschoolsystem.
c) Webelievethatstudentsuccessisbestfosteredwithinaprogramthatincludesvisualand
performingarts,physicaleducation,secondlanguage,andextracurricularopportunities,in
additiontocoresubjectinstruction.
d) WebelievethatStudentsaremostlikelytobesuccessfullearnerswhenalltheconcerned
participantsofourSchoolCommunity(Parents,Teachers,thePrincipal,Staff,and
interestedpersonsinthecommunityatlarge)worktogether,orcollaborate,aspartnersto
support,enable,enhanceandpromotetheeffectivenessofourSchool.

e) Webelievethateachofthesepartnershasadistinctanddifferentroletoplayineducating
achild,andthatthebestpossibleeducationfortheStudentcannotbeattainedunlesseach
ofthepartnersworktogethertohonour,supportandfacilitateeachother'srole.
f) Webelievethateffectivepartnershipsarebuiltonunderstanding,trust,andmutualrespect
andthatthesearebestfosteredbyhonestandopencommunicationbetweenallofthe
concernedparticipantsofourSchoolCommunity.
g) WebelievethatsuccessofourSchoolisdependentuponallofthepartnerssharinga
commonvisionforourSchoolandworkingtogethertodefineandachievethatcommon
vision.
h) WebelievethatourSchool'scommonvisionmust:
a)bebasedoncurrent,relevant,andmeaningfulinformationthatisgatheredwithintegrity
andunderstoodbyall
b)focusonthecollectiveneedsofalltheStudentsinourSchool
c)addresstheeducationalneedsuniquetotheStudentsinthisSchool,whilestayingwithin
theparametersoftheregionalandprovincialstandardsandcurriculum.
i) Webelievethateffectivecommunicationstrategieswillbethecornerstoneuponwhichour
SchoolCouncilisbuilt.Therefore,webelievethat:
a)allconcernedparticipantsofourSchoolCommunitymusthavetheopportunitytoprovide
informationtoourSchoolCouncilinavarietyofwayse.g.surveys,committeework,
attendingSchoolCouncilmeetings,oranyothermannerwhichourSchoolCouncildeems
appropriate
b)allconcernedparticipantsofourSchoolCommunityshouldbegivenareasonable
opportunitytorespondinatimelyfashiondependingonthecircumstancesoftheissueat
hand
c)nosingleparticipantofourSchoolCommunityshallbecompelledtorespond,butevery
participantofourSchoolCommunityshallbeboundbythedecisionthatismadeand
d)ourSchoolCouncilmustcommunicatetoallconcernedparticipantsofourSchool
CommunitythereasonsandjustificationforanydecisionsmadebyourSchoolCounciland
theprinciplesuponwhichthosedecisionswerebased.
j) WebelievethatwiththereasonableexceptionofconfidentialStudentandpersonnel
matters,thatallconcernedparticipantsofourSchoolCommunityshouldhavefullandopen
accesstoallSchool,DistrictandAlbertaEducationinformationonallaspectsofpublic
education.
k) WhileweunderstandthattheSchoolPrincipalhastheauthoritytodeterminewhich,ifany,
ofthedecisionsmadebyourSchoolCouncilwillbeimplementedatourSchool,webelieve
thatthePrincipal,asfarasitisreasonablypracticable,shouldcommunicatetoourSchool
Councilandifappropriate,tootherconcernedparticipantsofourSchoolCommunity,the
reasonsandjustificationsforanydecisionsmadeandtheprinciplesuponwhichthose
decisionswerebased.
l) WebelievethatitistheresponsibilityofeachmemberofourSchoolCounciltobaseallof
hisorherdeliberationsintheinterestof"thecommongood"ofalloftheStudentsinour
SchoolandactinthebestinterestsofalloftheStudentsandourSchool.

4) GOALS/PURPOSE
ThegoalsoftheSchoolCouncil,inkeepingwiththe
SchoolAct
andthe
SchoolCouncils
Regulation
,areto:
a) RepresenttheparentperspectivebyprovidingadvicetoandconsultingwiththePrincipal
andtheboardonmattersrelatingtotheSchoolsuchas:theSchoolphilosophy,mission
andvision,policies,improvementplans,programsanddirections,andbudgetallocationsto
meetstudentneeds
b) DevelopspecialeventswhichwillfosterparticipationandwellbeingoftheSchool
Community
c) DevelopacommunicationplantoshareinformationwithParentsandtheSchool
Communityandfacilitatecommunicationswithalleducationalstakeholders
d) Consultwithotherschoolcouncilsandprovincialorganizations
e) Adviseschoolboards,AlbertaEducationorotherprovincialorganizationsonbroader
educationalissues
f) Encourageapositiveatmospherewhereindividualcontributionsareencouragedand
valued
g) StimulatecontinuousimprovementinmeaningfulinvolvementbyallmembersoftheSchool
Community
h) FacilitatecollaborationamongconcernedparticipantsoftheSchoolCommunity
i) Supportanapproachtoeducationinwhichdecisionsaremadecollaborativelyand,
whereverpossible,attheSchoolandclassroomlevel
j) FacilitatethedevelopmentofacommonvisionfortheSchool

m) ComplywiththeSchoolCouncilsRegulationbyprovidingtheschoolboard

withanannual
reportthatsummarizestheSchoolCouncilsactivitiesforthepreviousschoolyear,
includingafinancialstatementrelatingtomoney,ifany,handledbytheSchoolCouncil,no
laterthanSeptember30th.
n) AdheretoSchoolCouncilsCodeEthics

5) GOVERNANCE,MEMBERSHIPandDECISIONMAKING
TheSchoolCouncilusesa
TownHall
OperatingStyleand/orModelofGovernance.
a) ThemembershipoftheSchoolCouncilshallconsistof:
i)
AllParents,asdefinedin1cabove
ii)
ThePrincipaloftheSchool
iii)
TeachersandstaffoftheSchool(optional):
iv)
OthersasdecidedbytheSchoolCouncil(optional)
b) ThevotingmembersoftheSchoolCouncilshallconsistofparentsandguardiansof
studentscurrentlyenrolledinWillowParkSchool
c) ThenonvotingmembersoftheSchoolCouncilshallconsistofthePrincipal,Teachersand
StaffandCommunityMemberswithavestedinterestinWillowParkSchool
d) Theparent/otherratiomayvaryattimes,butthenumberofparentmembersmustalways
exceedthenumberofadministration,staff,studentsand/orcommunityrepresentatives.

6) DECISIONMAKING
DecisionsatSchoolCouncilmeetingswillbemadebyconsensusasmuchaspossible.
a) Adecisionmadebyconsensusmustbestatedclearlyandrecordedassuchintheminutes
ofthemeeting.
b) Ifadecisionismadebyavote,themotionmustbemovedandpassedbythemajorityofat
least51%ofSchoolCouncilvotingmembers.

7) QUORUM
a) QuorumwillbeattainedwhenthemajorityofvotingmemberspresentatanySchool
Councilmeetingareparentsasdefinedin1Cabove,andthePrincipalordesignateis
present.
b) Theremustbeseven(7)votingmembers,ofthosemembersthree(3)ofwhichmustbe
SchoolCouncilExecutive.
c) Intheabsenceofaquorum:
i)
Nomotionsmaybeconsideredorapproved.
ii)
IfamajorityofparentsandSchoolCouncilMembersatthemeetingagreeto
proceedintheabsenceofaquorum,theSchoolCouncilwillcontinuethemeeting
forpurposesofdiscussionofissues,butpoint(i)abovewillcontinuetoapply.

8) EXECUTIVECOMMITTEEandTERMSOFOFFICE
ThepositionsoftheExecutiveCommitteeshallconsistof:AChairperson,ViceChairperson(or
CoChairperson),SecretaryandTreasurer(ifrequired).
a) AllExecutiveCommitteepositionsmustbefilledbyparentsasdefinedin1Cabove
b) EveryparentiseligibletobeelectedtoanExecutiveCommitteepositionontheSchool
Council
c) Anyofthesepositionsmaybeelectedasasharedposition
d) ThetermsofofficearefromtheAnnualGeneralMeetingtothefollowingAnnualGeneral
Meeting.Anyelectedmembermayservetwo(2)consecutivetermsinthesameposition.
e) TheExecutiveCommitteeoftheSchoolCouncilwillbeelectedbyparentsattendingthe
AnnualGeneralMeetingor,intheeventofvacanciesaftertheAnnualGeneralMeeting,
appointedatthefirstSchoolCouncilmeetingaftertheAnnualGeneralMeeting
f) TheExecutiveCommittee,throughtheChairpersonandinconsultationwiththePrincipal,
willprovidetheagendaforallmeetingsandcirculateminutesofthesame
g) TheExecutiveCommitteewillcarryoutthedaytodayoperationoftheSchoolCouncil.

9) DUTIESOFTHEEXECUTIVECOMMITTEEMEMBERS
a) Chairperson
ItisexpectedthattheSchoolCouncilChairpersonwillbeaParentofaStudentattending
theSchool.Unlessotherwisedelegated,theChairpersonoftheSchoolCouncilwill:

ii)
CoordinatewiththePrincipaltoestablishmeetingagendas
iii)
CommunicatewiththePrincipalonaregularbasis

CallregularSchoolCouncilmeetings

10) VACANCIES
WiththeexceptionoftheSchoolCouncilpositionsfilledbythePrincipalandTeacherrep,the
SchoolCouncilmayappointSchoolCouncilmembersand/orSchoolCommunitymemberstofill
vacanciesuntiltheelectionatthenextAnnualGeneralMeeting.

11) MEETINGS
a) RegularMeetings
Aminimumofseven(7)regularSchoolCouncilmeetingswillbeheldperschoolyearoras
calledbytheExecutiveCommittee.Itwillbedecidedwhenthesemeetingswilltakeplace
attheAnnualGeneralMeeting.ThemeetingswilltakeplaceattheSchool,unless
otherwiseadvertised.

b) SpecialMeetings
TheSchoolCouncilExecutiveCommitteemayatanytimegivenoticeofaSpecialMeeting
oftheSchoolCouncil.Noticewillbegivenatleastten(10)daysbeforethemeeting.The
noticewillstatethetime,dateandplaceofthemeeting,anddescribethematterstobe
dealtwith.AtanySpecialMeetingallParentsinattendanceshallhavetherighttovote.

c) AnnualGeneralMeetings
WheretheSchoolCouncilhasntbeenoperationaltheyearprior,anEstablishmentMeeting
willbeheldinaccordancewithSection3oftheSchoolCouncilsRegulation,otherwisean
AnnualGeneralMeetingoftheSchoolCouncilwilltakeplaceonceeachschoolyear.

i)
TheAnnualGeneralMeetingoftheSchoolCouncilwillbeheldinthemonthofMay
oratanappropriatetimeduringtheschoolyearasdeterminedbytheSchool
Council.Themeetingwillbeadvertisedthroughouttheschoolandthecommunity
nolessthanfourteen(14)daysbeforehandandwillstatethebusinesstotakeplace
attheAnnualGeneralMeeting.
ii)
AllParentsasdefinedin1Caboveareeligibleforelection.
iii)
AllParentsasdefinedin1CaboveareeligibletovoteattheAnnualGeneral
Meeting.
ThebusinessoftheAnnualGeneralMeetingshallinclude:

theelectionofSchoolCouncilExecutiveandCoordinatorroles
v)
anyproposedOperatingProcedureamendments
vi)
financialstatementofthepreviousyear
Andmayalsoinclude:

plansandbudgetfortheupcomingyear

12) MEETINGAGENDAS
TheChairpersonwillworkinpartnershipwiththeprincipaltoestablishtheagendasforall
meetings.AgendaitemrequestsmustbemadethroughtheChairperson,whowill,ifnecessary,
consultwiththeExecutiveCommitteeandprincipalastotheappropriatenessoftheitem
requested.

13) COMMITTEES
TheSchoolCouncilmayappointcommitteesthatconsistofSchoolCouncilmembersand/or
SchoolCommunitymembers.CommitteesmeetoutsideofSchoolCouncilmeetingstocomplete
theirassignedtasksandpresentareportoftheiractivitiesatSchoolCouncilmeetings.

NoCommitteewillhavethepowertoactfor,oronbehalfof,theSchoolCouncil,orotherwise
commitorbindtheSchoolCounciltoanycourseofaction.Committeeswillonlyhavethepowerto
makerecommendationstotheOfficers,ortotheMembers,astheOfficersmaydirect.

14) POLICIES
Subjecttoanyprovinciallyorboardmandatedpoliciesand/orregulations,
theSchool
CouncilmaymakeandimplementpoliciesintheSchoolthattheSchoolCouncilconsiders
necessarytocarryoutitsfunctions.
a) TheSchoolCouncilmaydeveloppolicyforthedurationoftheirterm.
b) ThepoliciesoftheSchoolCouncilwillbereviewedatthebeginningofeverynewSchool
CounciltermtodecideifeachpolicywillbeimplementedforthenewSchoolCouncilandits
term.
c) TopicsonwhichSchoolCouncilmaywishtodevelopguidingpoliciesinclude,butarenot
limitedto:Communication(InternalandExternal),RecordKeeping,Fundraising,Privacy,
LocationofMeetings,OfficialCorrespondenceAddress,NewMemberOrientation,School
CouncilEvaluation,andSocialMedia.

15) SCHOOLCOUNCILFUNDRAISING
Subjecttoanyprovinciallyorboardmandatedpoliciesand/orregulations
,theSchool
Councilmayraisefundsthatdonotrequireincorporationtoobtain(i.e.:notcasinos,bingos,
raffles,etc).
a) TheSchoolCouncilwill,wherepossible,encouragetheWillowParkSchoolFundraising
SocietytodothefundraisingfortheSchool,theSchoolCouncilandtheSchool
Community.
b) ShouldtheSchoolCouncilchoosetofundraise,fundsmaybegiventotheSchooltotrack
andrecord,ormaybedepositedinabankaccountoperatedbytheSchoolCouncil.
c) SchoolCouncilfundsgiventotheSchoolwillbesubjecttotheschoolboardspolicyon
SchoolCouncilfundraisingand/orSchoolGeneratedFunds.

16) FUNDRAISINGSOCIETYandOTHERGROUPSOFPARENTS
TheSchoolCouncilrecognizesandappreciatestheeffortsofothergroupsofparentsstrivingto
supportandenhancetheeducationalopportunitiesintheSchool.
a) TheSchoolCouncilwillcommunicateregularlywiththeWillowParkSchoolFundraising
Societyand/orothergroupsofparentstosupporttheiractivitiesandtosolicitsupportfor
SchoolCouncilactivities.
b) TheSchoolCouncilmaydeveloppoliciestopromoteaproductive,openandtransparent
relationshipwiththeWillowParkSchoolFundraisingSocietyand/orothergroupsof
parents.

18) CONFLICTRESOLUTION
TheSchoolCouncilshallabidebytheConflictResolutionProceduresoutlinedintheschool
boardspoliciesandregulations.Ifnoneexist,theSchoolCouncilshallapplyeveryeffortto
resolveinternalconflictsusingthestepsoutlinedintheseOperatingProcedures.

Ifatanytime,ten(10)parents,orfiftypercent(50%)oftheExecutiveCommitteemembersofthe
SchoolCouncil,areoftheopinionthattheSchoolCouncilisinastateofconflictsuchthatits
operationissignificantlyimpaired,theymaydeliverawrittenrequestsignedbythemtoallSchool
Councilmembers,andthefollowingwillapply:
a) TheChairpersonwillcallaSpecialMeetingoftheSchoolCouncil.
b) TheSecretarywillprovideaminimumoften(10)dayswrittennoticetoallparentsand
SchoolCouncilmembersofthedate,time,placeandpurposeoftheSpecialMeeting.
c) AttheSpecialMeeting,allparentsandSchoolCouncilmemberspresentwillhavean
opportunitytohearanddiscusstheissuescausingconflict.
d) Onmotion,secondedbyanyparentorSchoolCouncilmemberpresentattheSpecial
Meeting,avoteshallbeheldrespectingaproposedresolutiontotheconflict.
e) IfthecombinedmajorityofparentsandSchoolCouncilmemberspresentvoteinfavourof
theresolutionproposed,theSchoolCouncilwillimmediatelyactupontheresolution.

19) PRIVACY
TheSchoolCouncilshalladheretothePersonalInformationProtectionAct(PIPA),andshallnot
useorsharepersonalinformationforpurposesotherthanthoseofSchoolCouncilbusiness.

20) DISSOLUTION
AsperAlbertaProvincialLegislation,onlytheMinisterofEducationhastheauthoritytodissolvea
SchoolCouncil.IftheSchoolCouncilisdissolved,thePrincipalmaychoosetoestablishan
advisorycommitteetoperformsomeorallofthedutiesoftheSchoolCounciluntilthenextschool
year.ThePrincipalwillperformthedutiesasoutlinedinAlbertaProvincialLegislationwithrespect
tothereestablishmentoftheSchoolCouncilwithinforty(40)schooldaysafterthestartofthenext
schoolyear.

21) REVIEWSandAMENDMENTS
Subjecttoanyprovinciallyorboardmandatedpoliciesand/orregulations
,theSchool
CouncilmaymakeanychangestotheseOperatingProceduresdeemednecessarytocarryoutits
functions.

a) TheOperatingProcedureswillbereviewedfortheirrelevanceandeffectivenessannually,
bytheSchoolCouncilExecutiveCommitteeoracommitteeestablishedexpresslyforthat
purpose.
b) NoticeofproposedchangestotheOperatingProcedureswillbeprovidedtotheSchool
Communitynolessthanten(10)daysbeforethemeeting.
c) TheOperatingProceduresoftheSchoolCouncilmaybeamendedbyamajorityvoteofthe
votingmemberspresentatanyscheduledmeetingoftheSchoolCouncil.

TheseOperatingProcedureshavebeenacceptedbyamajorityofthemembersentitledtovoteat
ameetingoftheSchoolCouncil.
