ALL PRAISE BE to Allah, most benevolent, ever-merciful who says:

We have sent you as a benevolence to the creatures of the world


(21 : 107)

But if the people of these regions had believed and feared God, We would
surely have showered on them blessings of the heavens and the earth
(7 : 96)

The Global Economy System suffers from an ambiguity that will probably ruin whole
countries. This system living through crisis is based on a wide spread economy but
very weak and unstable. It is certainly attractive but known by its repetitive and
continuous crisis; how much money is printed without a tangible asset backed?! And
how far Western countries debt exceeds their GDP?! Yes, it is a bubble economyand
that is confirmed, in the recent years, with frequent and repetitive crisis through the
modern history of Globalization.
With the lack of indicators showing a notable progress of the global financial situation,
due to crisis leading to deterioration and exploitation of many Arab countries and
others, Western thinkers, nowadays, talk about the After Globalization era or the After
Capitalism; because, it seems that history didnt stop at liberal capitalism values, and
the capitalist dream didnt come true geographically and failed from the beginning.
In order to avoid his fall and total decline, the West begins: to turn against the core
values of liberal capitalism as the absolute economic freedom, to act against monopoly,
to nationalize institutions despite it was forbidden- and admit that some financial
transactions are the main cause of crisis such as usury (riba), uncertainty (gharar),
gambling (maysir), debts securitization and illegal fictitious transactions. Thus, the
Western economic system used some Islamic economic tools as an alternative, which
were introduced in Western banks jargon such as Musharaka, Sukuk, Takaful
and prohibition of usury (riba).
Hence, the West begins to harmonize - voluntarily or not in lots of areas with the
precepts of Shariah and Islamic finance principles to address the global financial crisis,
which show us a great side of the economic and legislative Signs (I'jaaz) in the Quran
and Sunnah.
Many economists and thinkers and some Western leaders proposed Islamic economics
- with its participative approach - as a remedy for environmental, social and political
crisis currently faced by humanity, and threaten its existence.
In this regard, the Islamic law must be presented as a Global Law: firstly, because it
actually was before, and secondly, because its goal is to achieve the beneficence of Life
on the earth and in the Here-After and minimize or eliminate any malfeasance. We

dont deny that one day the world will be in vicious circles of social, political and
economic problems, and that -sooner or later- he will discover that Sharia is the solution
to all his problems.
In that context, our commission has organized its Fifth international conference of
Signs in the Qur'an and Sunnah under the theme "The Islamic finance system and its
innovative solutions in the context of economic and legislative Signs in the Qur'an and
Sunnah" on 12th and 13th April, 2015. This year, it organizes its Sixth international
conference in partnership with the Faculty of Science of Religion under the theme
"Legislative Signs and their wisdom," because we see that this type of Signs needs five
important actions:
1. Define it in order to eliminate ambiguity on it. This work should be mandated to
a supreme commission to finalize it,
2. Establish a good benchmark between Islamic legislation and Other nations
legislations. Some scholars have tried to develop this work, but it remains an
encyclopaedic work requiring centralized efforts of great scholars of Shariah,
lawyers, law specialists, philosophers, sociologists and intellectuals,
3. Exhibit these Signs to Muslims in order to strengthen their faith and respect
toward Islam and the supremacy of its legislation.
4. Invite non-Muslims to admire the supremacy of this legislation and its
convincing evidence, as well as its ability to solve all the problems affecting
their societies,
5. Organize international conferences bringing together scholars, specialists of the
legislation and present the legislation of the Holy Quran and Sunnah of our
Prophet (pbuh) (to those specialists) because they need to save their communities
from the great disaster they fell in.
Legislative Signs in the Qur'an and Sunnah have not been sufficiently presented, and
all the attention and efforts remain weak; thus, they are orphan Signs that didnt found
anybody to take care them. And that, in the hope of creating an international
commission of legislative Signs in the Qur'an and Sunnah dedicated to this work.
Because specialization is the way to innovation, and every community has its school
from which it draws its ideology, principles and behaviour. The Islamic school system
is characterized by its independence, the Lord said, "To each among you have We
prescribed a law and a clear way. Had Allah willed, He would have made you all one
single community "(5: 48). Since Islam is distinguished by its comprehensiveness and
its norms, no one can impose practical reality and integrate it into its system; However,
Islam draws a complete, general and harmonized systemic framework, for all that is
real or predictable.
Allah is our objective and He guides us to right pathway.
