Abstract: One of the most important legal matters is citizenship rights which are the main field of public
law, that discuss about the fundamental relationships between people and their government. The
citizenship rights reflect a universal desire for justice and also a society in which everybody can live an
honorable life in peace, security and welfare. These rights have been made and executed since the genesis
of the human beings, because the inherent greatness in human beings is inherited from God. Western
observers look at the citizenship rights as the citizens' participation rights in the administration of the
country and its different dimensions cover. The meaning of citizenship rights is to respect and protect the
human rights of individuals and the community at large. But citizenship rights in Islam, contrary to the
natural law school that the criterion rules of citizenship rights considers only objective facts, and also
