EXECUTIVE SUMMARY
Calculations were prepared utilizing EDSA Paladin Design Base 5, a commercially
available, computer aided engineering tool for the analysis of industrial, utility, and
commercial electrical power systems.
Arc flash hazard analysis was developed within the short circuit module of EDSA
Paladin Design base 5. A copy of the one line diagram developed within EDSA is
included as an attachment.
A table giving the details BUS NAME, ARC GAP, BOLTED FAULT, ESTIMATED ARC
FAULT, ESTMATED ARC FLASH BOUNDARY, INCIDENT OF ENERGY, WORKING
DISTANCE and REQUIRED CLOTHING CLASS is included in the report
Illustrations of different PPE are given in the Report.
Warning Labels as Generated for various Buses based on the Energy incident
calculations is given in the report.
Graph giving the Incident of Energy with reference to Distance is given for all
the Busses for reference.
Incident energy and arc flash boundary calculations were prepared utilizing EDSAPaladin Design Base 5. The analysis yields results as required by IEEE, namely,
specification of the arc flash boundary (AFB) and the incident arc energy at a probable
working distance. Complete results are listed in Table. The graphs and the warning
Labels are prepared based on Table
An explanation of the data presented in Table 1 is as follows:

B us Name: This is the name of the buses where an arc flash is postulated.

LL Voltage: The nominal voltage of the bus where an arc flash is postulated.

Bolted Fault (kA): This is the calculated current for a 3-phase bolted fault at the
faulted bus.

C o n t r o l l i n g b r a n c h Arc Fault (kA): This is the estimated current when arc


resistance is included in calculation. When calculating incident energy, bolted fault
current at the faulted bus is used.

Trip Time (sec): Total duration of arc fault as explained in assumptions and
inputs.

3P Arc Flash Boundary: The flash protection boundary distance in cm for the arc

gap, bolted fault current, and arc time as explained above.

Working Distance: Approximate working distance in cm

3P Energy (cal/cm): This is the incident energy from arc flash


corresponding to the trip device. The trip time associated with the trip
device is used in the calculation. The rating of personal protective
equipment (PPE) worn by workers should be based on this value.

Required Clothing Class: This is the hazard/risk category as per NFPA 70E/IEEE
Appropriate PPE, as listed in Table, is recommended according to this classification.

Purpose of the report


The purpose of this report is to document and tabulate Incident Energy and
the Flash Protection Boundary at various 11 KV, and 433 Volt unit substation
buses at EMERSON PROCESS MANAGEMENT CHENNAI PVT LTD, 147,
Karapakkam Village Chennai PIN-600097, INDIA. PLANT in the unlikely event
that electrical equipment failures occur when work is being performed in
accordance with plant policies and procedures.
The results presented in this report are to be used as a guide in the selection of
Personal Protective Equipment (PPE) if work must be performed on or near
energized electrical equipment.
DISCUSSION
Regulatory Background

U.S. Department o f Labor, Occupational S a f e t y and Health Administration


(OSHA)

is the enforcement

agency for workplace

incidents

involving

personnel. If there is an arc flash incident, it will most likely be investigated by


OSHA.
Currently, OSHA is r e c o m m e n d i n g tha t c o m p a n i e s follow NFPA 70E as
a guideline for worker safety. In addition, OSHA has begun to review NFPA 70E
guidelines as a part of their routine inspection procedures.
NFPA 70E (Standard for Electrical Safety Requirements for Employee
Workplaces) and NFPA 70 (National Electrical Code) provide the basis for
employers to determine if electrical hazards are present and to determine the
proper types of Personal Protective Equipment (PPE) that will protect
employees in the unlikely event that electrical equipment failures occur when
work is being performed in accordance with plant policies and procedures. NEC
Article 110.16 (Flash Protection) states: Switchboards, panel boards, industrial
control panels, meter socket enclosures, and motor control centre, that are
likely to require examination, adjustment, servicing, or maintenance while
energized, shall be field marked to warn qualified persons of potential

to qualified persons before examination, adjustment, servicing or maintenance of
the equipment.

What is Arc Flash?

Arc Flash is the rapid release of energy due to an arcing fault between a
phase conductor and another phase conductor, neutral conductor, ground
conductor, or grounded surface. During an arcing fault, ionized gases in the air
gap between conductive surfaces become current conducting plasma. Arcing
faults are generally limited to systems where the bus voltage is in excess of
250 volts, AC.
In AC systems, lower voltage levels normally will not sustain an arc as voltage
recovery is not quick enough for an arc to restrike after a zero current occurs. An
arcing fault is similar to the arc obtained during electric welding. Arcing faults
can be the result of a failure, such as: breakdown of insulation, accidental
contact, or momentary contact.
Hazardous Arc-Flash can occur in any electrical device in which voltage is high
enough to sustain an arc. In industrial settings, this includes:

M o t o r control centre

M e t a l -clad switchgear

Transformers

M o t o r starters

H i g h voltage switching and grounding equipment

P a d -mounted switching equipment

M e t e r bases and meter banks

Any electrical equipment that has sufficient voltage to ionize the air
gap in the unlikely event that electrical equipment failure occurs

Flash Hazard Analysis and Flash Protection Boundary


Prior to commencing work o n electrically energized conductors > 50 volts, NFPA
70E 130.3 requires that a flash hazard analysis be completed in order to protect
personnel from the possibility of being injured by an arc flash. The analysis shall
determine the Flash Protection Boundary and the personal protective equipment
that shall be used within the Flash Protective Boundary. For tasks not listed, or
for power systems with greater short-circuit
capacity

NFPA 70E 130.3(A) requires employers to establish a flash protection
boundary a distance from exposed energized electrical parts at which an
employee would sustain no more than a second degree burn if an electric arc
flash were to occur. Employees performing work on energized conductors
inside the flash protection boundary must be protected with appropriate PPE. At
voltage levels below 600 volts, the flash protection boundary is the distance at
which incident energy level is equal to 1.2 cal/cm2. For situations where faultclearing time is 0.1 seconds or less, the flash protection boundary is the distance
at which incident energy level is equal to 1.5 cal/cm 2.
When work is to be performed within the flash protection boundary, the flash
hazard analysis determines t he incident energy exposure of the worker
(cal/cm2). This incident energy exposure

level is based on the working

distance of the employees face and the chest areas from a potential arc
source for the specified task to be performed. Flame resistant clothing and
PPE used by the worker must be based upon the incident energy exposure

associated with the specific task. Recognizing that incident energy increases as
distance from arc flash decreases, additional PPE shall be used for any parts of
the body that are closer than the distance at which the incident energy was
determined.
NFPA 70E 2004 is a safety standard for worker safety as a part of National Fire
Protection Association (NFPA) guidelines. Among other safe workplace practices,
it provides awareness on the hazards of arc flash incidents.
Steps required to comply with NFPA 70E, Chapter 1 Article 110.8 (B)(1)(b),
130.3, and 130.7 (C)(9)(a) include:
A Comprehensive Safety Program.

Employee arc flash awareness safety training.


Safety procedures and manuals that are updated to comply with the NFPA
70E guidelines.
Up to date facility single line diagrams, short circuit
studies and protective device coordination studies

Arc flash assessment and analysis


Personal Protective Equipment
NFPA specifies the requirements f o r PPE for workers within flash protection
boundaries. All parts of the body, which may be exposed to arc flash, need to be
covered by appropriate PPE.
The entire PPE set may be comprised of fire retardant clothing, helmet,
headgear, face shield, safety glasses, gloves, shoes, etc. The amount of PPE required
needs to be determined on the basis of calculated incident energy on a worker.
The calculations need to be performed by a qualified person, such as an
engineer.

The protective clothing should limit the incident energy

reaching the chest/face of the worker to less than 1.2 cal/cm 2. Fire retardant
clothing provides thermal insulation and is also self-extinguishing.
