As an independent agency, the DCPL is soliciting the services of a contractor to provide valet parking services at its headquarters offices located at 901 G Street, NW, Washington, DC as specified herein. B2 PRICING REQUIREMENTS Pricing shall be offered in two scenarios as follows: PRICING SCENARIO 1 Fixed-Fee Percentage of Revenue Collected Per Month ‘The contractor shall specify the fixed-fee percentage of revenue collected per month throughout the Base Year and Option Year | period of performance as follows: Base Year Monthly Fixed-Fee Percentage: __% ‘Option Year 1 Monthly Fixed-Fee Percentage: ___% PRICING SCENARIO 2* Firm-Fixed Rate Per Month The contractor shall specify the firm-fixed-rate per month throughout the Base Year and Option Year 1 period of performance as follows: Base Year Monthly Firm-Fixed Rete: $ Monthly Firm-Fixed Rate: $ *Pricing Scenario 2 is not based on the amount of revenue collected per month. Note: The DCPL reserves the right to select the pricing scenario most advantageous to the DCPL DCPL-2010-R-0008 Valet Parking Services SECTION C- STATI C1 INTRODUCTION ‘The District of Columbia Public Library (DCPL) has a requirement to procure valet parking services for up to 70 ears per day, 7 days per week, Wednesday through Sunday, 6:00 PM through 1:00 PM, Eastern Time and Wednesday through Sunday and Monday and Tuesday, 10:00 PM though 1:00 a.m., Eastern Time. ‘The DCPL is offering valet parking services in its secure underground garage to alleviate the parking problems experienced by individuals/groups attending various entertainment venues in downtown Washington, DC. The number of available spaces and shall not be exceeded. Vehicles shall not be parked along the wall and shall not result in parking vehicles in a manner that blocks the free-flow of vehicles from assigned spaces in case of a firm or other emergency. The DCPL parking garage has a height restriction of 6 feet, 8 inches entry and exit. Vehicles exceeding the specified height restrictions for entry and exiting the garage shall be prohibited from valet parking services. ‘The contractor shall be completely liable for providing patrons with a valet claim check, securing keys, parking, delivering and directing certain valet vehicles to and from the valet greeting area. C2 DEFINITIONS 1, Valet Parking: Attendants greet patrons, take possession of keys and vehicle and park the vehicle in the assigned parking area in the DCPL garage. Upon return of vehicle owner, the attendant retrieves he vehicle from its parking space and delivers to the owner atthe valet parking booth, 2. Contractor: Where referenced in this solicitation, “contractor” refers to the valet parking contractor. 3. CO: Contracting Officer 4. COTR: Contracting Officer’s Technical Representative 5. DCPL: District of Columbia Public Library 3 REQUIREMENTS a, Vehicles requiring valet parking shall be stopped by the contractor’s employee designated as a greeter. A claim check shall be given to the driver. All vehicles parked by the contractor’s parking attendants shall be locked and secured. Vehicle keys shall be secured at the valet booth with a clear and unmistakable identification. Buses, vans or other large vehicles with a height 6 feet, 8 inches are ineligible for valet parking services. Vehicles available for valet parking services shall fit in the standard parking spaces as designated in the DCPL garage. The contractor shall manage parking control and shall monitor the designated parking garage by responding to alerts or emergencies, by providing assistance to injured or stranded persons in emergency situations by notifying the Metropolitan Police Department. ‘The contractor shall maintain management control of vehicles entering the valet parking area in order to maximize the space available and facilitate smooth operations. ‘The contractor shall keep apprised of special ‘events taking place in the downtown area which may cause parking problems and shall have adequate staff available to facilitate safe, expedient valet parking services. b, All contractor employees serving as parking attendants shall have a valid driver's license, must be USS. Citizens and must be fluent in the English language.
