General Information

BACKGROUND: Chief Joseph Station Service originally had three sources of power;
Generators 01, 02 and 13.8/4.160 KV Transformer T01. The two generators are each rated 3
MVA at 0.8 Pf, (~2.4 MW). Transformer T01 is also rated at 3 MVA. As technology advances
and demands for increased efficiency have grown, so have station service loads. These
increases vary from PCs/PLCs to heated-oil filtering units with pumps, etc. There are also
several Freon type air conditioners installed that were not part of the original installation. T01
has been the primary backup in the event of 01 or 02 failing and remaining out of service for an
extended period. Due to T01s age and somewhat limited capacity, T02 has been installed to
bolster supplies to station service.

LOCATION: T02 is located on the 810 elevation Service Deck, immediately west of
230/13.8 KV Transformer T2.

CONFIGURATION: As can be seen in the drawing below, 230 KV Lines 2 and 3 energize
associated 230/13.8 KV transformers T2 and T3, and via each of their 13.8 KV delta buses
energize T01 and T02. These two transformers then step the voltage down to 4160 VAC. Both
have automatic load tap changers used for voltage regulation. However, because of impedance
differences, T01 and T02 cannot be paralleled. Excessive load unbalance, circulating VAR flow
and associated heating would result if they were to be paralleled. T02 is normally to be in
service, with T01 energized from the T1 13.8 KV delta winding, on standby.

T02 OPERATION: Normally running in parallel with T02 are SS01 and SS02 generators during
the winter, but only one of them during the Spring, Summer and Autumn as project heating
loads are less.

The project policy regarding power exchange with BPA is to maintain a balance of zero MWH, if
possible. The amount of any energy imbalance will be reflected on the T02 Station Service
KWH meter located on the back of the Station Service SO Control Board, on the 785 elevation.
Energy imbalance may accrue due to 01 and/or 02 tripping and requiring all project loads be
carried temporarily by BPA, or by slight load variations that occur daily as loads vary.

T02 AUXILIARIES AND PROTECTION:

Instead of a conservator, this transformer has a Nitrogen blanket with an associated high
pressure cylinder and regulator. Nitrogen pressure on the transformer main tank should always
be positive, not zero or a vacuum. Regulated pressure will be ~3-7 PSIG, with atmospheric
venting occurring at ~8 PSIG, as indicated on the pressure gauge above the tap changer control
cabinet. Low Nitrogen pressure alarms come in at 1.75 PSIG for the main tank and 150 PSIG
for the high pressure cylinder.

Cooling is via oil immersion with radiators for light to moderate loading. To increase the load
capability from 4 to 5 MVA for high loads, there is one stage of two fans that provide the OA/FA
rating. Annunciation occurs at 100C oil temperature and 105C for the windings. Fans come
on at 95C. HV and LV breakers will trip via the 86HR and 87TX at 110C winding temperature
with the deluge valve opening.

The tap changer oil is kept clean and dry with a Hilco Company filtering unit. This unit is
programmed to operate eight hours per week. It can also be operated by hand to verify pump
and motor function.

This transformer is equipped with a deluge system and spraying is initiated by high temperature,
sudden pressure, manually at the emergency station next to the transformer, or the Deluge
Control Panel in the 798 gallery. After the initiating cause is resolved, resetting the deluge
valve is accomplished by simply resetting the 86TD LOR, draining water out of the system and
reclosing the drain valve. There is an instruction tag on the drain valve in the 798 gallery to
assist in the process. The deluge valve operates in an identical manner as a sprinkler control
valve, or the Cla-Valves also located in the 798 gallery, for the Service Deck hydrants.

There are two types of Sudden Pressure protection on the main tank; one is a J-Type (bellows)
relay on the main tank and the other is a basic pressure switch unit on the tap-changer. Both of
these units will trip the 86HR LOR in the control cabinet, which subsequently trips the 87TX LOR
at the SO Board, both must be reset by hand when the problem is resolved. The transformer
deluge valve will also open when the 87TX operates.

To aid in preventing an explosion, there is a pressure relief device on the top of the tank that
opens at 12 PSIG. The pressure relief device will only initiate an alarm, there is no tripping. To
indicate that it has operated, a yellow rod will be protruding from the center of the top. This will
have to be pushed down manually after the problem has been resolved and clean-up has been
completed.

The two cooling fans come on at 95C. If winding temperature reaches 110C the XJ02 Breaker
trips. Low Oil Level initiates an alarm.

clarification of the following;

On the electrical side, 4160 VAC breakers XP03 and XP04 will trip at 107 volts secondary or
3.745 KV on a 27 function and 137 volts secondary or 4.795 KV on a 59 function.

There is also phase and residual ground over-current tripping at _____ amps and _____ amps
respectively, again for breakers XP03 and XP04.

but do not prevent back-feed from the 4.16 KV!!
