Principles for Evaluation and Planning:

Surfrider Foundation believes the following principles must be applied when


evaluating or planning for potential projects:

• Preserve coastal environments by:


o considering impacts to beach ecology, including sand compatibility and
quality, and
o considering impacts to marine ecology, including impacts to marine
habitats.
• Protect coastal recreational opportunities by:
o considering impacts to wave quality, including impacts that might
result from changes to the beach and offshore bottom contours,
o considering impacts to access, including beach width, and
o engaging stakeholders from var!ous recreational user groups.
• Consider fishing, navigation and other existing uses of proposed
project areas and assess:
o potential lost opportunities, and
o trade-offs that could result in long-term benefit.
• Understand impact of project alternative and develop project
intelligently by:
o Weighing project alternatives based on potential for long-term
benefits,
o Proceeding incrementally and cautiously to ensure that impacts are
fully understood during pfanning stage--;ana - -- - -
o Employing adaptive management to ensure that new information is
used to assess needs for project modification, mitigation, and/or
removal.
• Create opportunities for meaningful community input and ensure
transparency in the planning process by:
o informing local communities are about planned projects, and
o providing the community with an opportunity to provide meaningful
input.

Goals for Half Moon Bay Shoreline Improvement Project:


Any project implemented to address the ongoing loss of beach south of Pillar Point
Harbor and/or sediment accumulation in Pillar Point Harbor should seek to achieve
the following results for the coastline from Pillar Point Harbor to Miramar:

• Improvement or prevention of denigration of water quality within and outside


of the Pillar Point Harbor,
• Maintenance of or improvement to the health of the local coastal ecosystems,
• Improvement or prevention of further loss of beach width,
• Improvement to beach access,
• Maintenance of or improvement to surfing wave quality and surfing
opportunity, and
• Maintenance of or improvement to navigational capability within Pillar Point
Harbor.
