ABSTRACT
This study will address the question of how the local states of Marikina and Mun
tinlupa were able to pursue transformative goal or reshape social goal concernin
g the delivery of public goods. Causal patterns on the dynamics of local states
that are amenable to the realization of such goal shall be traced using Comparat
ive Historical Analysis. Results indicate that institutional arrangements throug
h local state-led initiatives or mediation after the 1986 democratic transition
are conducive to the attainment of such goal. Results, thereby, initially valida
te Rueschemeyer and Evansâ theoretical framework on the stateâ s efficacy to pursue econ
mic and societal transformation.
