Causal patterns on the dynamics of local states that are amenable to the realization of such goal shall be traced using Comparat ive Historical Analysis. Results indicate that institutional arrangements throug h local state-led initiatives or mediation after the 1986 democratic transition are conducive to the attainment of such goal.
