mở cửa đã có tác dụng đáng kể trong việc thúc đẩy cạnh tranh và nâng cao hiệu quả.
Do đó, chi phí dịch vụ giảm đi đáng kể, chất lượng dịch vụ được nâng cao, các loại hình
dịch vụ được đa dạng hoá và khách hàng được tiếp cận với các loại hình dịch vụ một
cách nhanh nhất. Việc mở cửa thị trường tài chính tại các nước này cũng đồng thời góp
phần củng cố lại các tổ chức trung gian tài chính và tạo nhiều cơ hội hơn cho các nhà
đầu tư, thông qua việc nâng cao hiệu lực quản lý và giảm nhiều rủi ro. Việc mở cửa thị
trường dịch vụ tài chính ở hầu hết các nước cũng góp phần thúc đẩy chính phủ các

Một nghiên cứu được thực hiện ở Mỹ nhằm xem xét tác động của cải cách trong
lĩnh vực Ngân hàng theo hướng mở cửa thị trường vào những năm 1970 và 1980 cho
thấy: việc cải cách đó đã góp phần làm tăng trưởng khoảng 0,5 đến 1,2% tổng sản
phẩm quốc nội trong khoảng thời gian 10 năm sau khi cải cách được thực hiện (theo
Jayaratune và Strahan, 1996).
Cho đến nay những nghiên cứu về hiệu quả của các tổ chức tài chính ở những
thị trường mới nổi chưa có nhiều. Song, một số kết quả điều tra đã cho thấy, tiềm năng
nâng cao hiệu quả và giảm thiểu chi phí thông qua mở rộng cạnh tranh là rất lớn. Khả
năng lợi ích mang lại càng cao nếu hệ thống tài chính có khả năng cạnh tranh càng lớn.
Tóm lại, lợi ích tối thượng của tự do hoá tài chính là tạo ra một sự cạnh tranh
bình đẳng trong một thị trường trước đây vốn được đặc trưng bằng những yếu tố độc
quyền. Cạnh tranh chính là động lực thúc đẩy việc giảm thiểu chi phí, nâng cao chất
lượng phục vụ, phân tán rủi ro và tạo cơ hội phát huy lợi thế kinh tế quy mô, tăng cường
chuyển giao công nghệ và tạo môi trường thay đổi chính sách quản lý vĩ mô nền kinh tế.
Trên cơ sở đó, tăng cường năng lực cạnh tranh và sẵn sàng đối phó với những bất
thường có thể xảy ra trên bình diện quốc tế.

Tiềm năng lợi ích của tự do hoá tài chính là rất lớn, tuy nhiên tự do hoá tài chính
cũng cố những mặt trái nhất thiết phải được nghiên cứu kỹ lưỡng, đặc biệt trong điều
kiện xu thế tự do hoá tài chính cũng mới chỉ dừng lại ở những bước đi band dầu. Những
hạn chế của tự do hoá tài chính thông thường được nhìn nhận trên hai giác độ:
Thứ nhất: Tự do hoá tài chính có thể làm tăng thêm khả năng gây ra khủng
hoảng tài chính nếu tiến trình tự do hoá được thực hiện một cách nôn nóng, sai trình tự
hoặc thiếu đồng bộ trong các biện pháp quản lý vĩ mô ở cả cấp độ quốc gia và quốc tế.
Mở cửa thị trường tài chính và khủng hoảng tài chính ngân hàng đã từng là nỗi
ám ảnh tưởng như có mối quan hệ nhân quả đối với các nước thi hành chính sách này
trong khoảng thời gian trước đây. Một nghiên cứu phân tích về các cuộc khủng hoảng
ngân hàng trên thế giới đã cho thấy 18 trong 25 trường hợp được nghiên cứu, khủng
hoảng tài chính đã diễn ra theo sau việc tự do hoá tài chính khoảng 5 năm. Do vậy,
nhiều người cho rằng khủng hoảng ngân hàng là sự kiện kéo theo của cải cách hệ
thống tài chính theo hướng mở cửa. Thậm chí, nhiều chính phủ cho rằng đó là cái giá
phải trả của tự do hoá tài chính. Trớ trêu thay, nhận định này dường như được minh
chứng bởi các cuộc khủng hoảng ngân hàng diễn ra ở Argentina, Brazil, Chile trong
những năm 70, khủng hoảng tiền tệ ở Mexico năm 1994 - 1995 và Thailand năm 1997 .
Những cuộc khủng hoảng như vậy đã làm cho chính phủ của các nước Đông Nam á tỏ
ra thận trọng khi cân nhắc vấn đề cải cách, mở cửa và tự do hoá tài khoản vốn.
Thứ hai: tài chính thường được coi là công cụ quản lý chiến lược và là lĩnh vực
đặc biệt cần được nắm giữ bởi Nhà nước để tập trung thực hiện những mục đích quan
trọng của một quốc gia. Việc mở cửa thị trường tài chính có thể có nguy cơ làm xao
nhãng hoặc thiếu tập trung trong việc điều hành để thực hiện những mục tiêu đó vì các
tổ chức, doanh nghiệp nước ngoài sẽ không quan tâm đến một mục đích nào khác hơn
là mục đích lợi nhuận. Đặc biệt, trong điều kiện hệ thống tài chính nội địa có khả năng
cạnh tranh kém, nền tài chính có nguy cơ bị thống trị bởi các tổ chức, doanh nghiệp tài
chính nước ngoài thì quyền lực kiểm soát, khống chế và điều khiển thị trường tài chính
của Nhà nước sẽ dần bị thu hẹp lại, và do đó có thể phương hại đến mục tiêu chiến
lược của quốc gia. Hơn nữa, việc mở cửa thị trường tài chính nếu không được chuẩn bị
kỹ lưỡng có thể sẽ dẫn đến nhiều hiện tượng tiêu cực, thiếu lành mạnh như lừa đảo,
phá sản, đổ vỡ... gây thiệt hại đến lợi ích của người tiêu dùng.
