I.

CC NHN T RI RO

1.1 Ri ro kinh t
Trong mt thi gian di, nn kinh t Vit Nam duy tr c tc tng trng mc
kh cao so vi cc nc trong khu vc v trn th gii. Tc tng trng GDP nm
2005 l 8,4%, nm 2006 t 8,7%, nm 2007 t 8,5%. Sau thi k tng trng n tng,
t l lm pht cao trong hai nm 2007 2008 v nh hng ca cuc khng hong kinh
t th gii khin cho tc tng trng kinh t chng li. Tng trng GDP nm 2008
ch cn 6,5% , mc thp nht t nm 1999. Theo nhn nh ca IMF, mc tng trng
GDP nm 2009 ca kinh t Vit Nam s t khong 5%. Theo d bo mi nht ca Ngn
hng Th gii, na u nm nay, Vit Nam l mt trong 13 quc gia c tc tng
trng kinh t dng. Tng trng kinh t 6 thng u 2009 ca c th gii c WB d
bo l m 3,6%. Trong bi cnh suy thoi kinh t ton cu nh vy, tc tng trng
GDP ca Vit Nam t 3,9% l kh. Vi tng trng ny, nn kinh t Vit Nam s t
c mc tiu GDP c nm 5% m Quc hi va thng qua. S pht trin ca nn kinh
t ng ngha vi vic thu nhp ca ngi dn tng ln, n nh hng trc tip n th
hiu ca ngi dn trong vic la chn trang phc. Trong nhng nm gn y, xu hng
hi nhp quc t ca Vit Nam c phn mnh m, do vy ngi dn Vit Nam cng dn
quen vi cc loi trang phc hin i theo xu hng thi trang trn th gii. Xu hng
ny mang li nhiu c hi kinh doanh cho nh sn xut nhng ng thi cng buc h
phi chn cho mnh nhng sn phm ch lc thu ht ngi tiu dng. Nm bt c
kh khn trn, Cng ty c phn Dt May Hu c nhng thay i trong nh hng
kinh doanh p ng nhu cu ca th trng.

1.2 Ri ro v lut php

Doanh nghip, Lut Chng khon v cc Lut khc. Ngoi ra, Cng ty cng chu tc
ng ca cc chnh sch v chin lc pht trin ca ngnh. Lut u t, Lut Cnh
tranh, Lut Thng mi, cc chnh sch Thu, cc quy nh v nhn hiu hng ha v
Lut S hu tr tu cng c Quc hi thng qua, c k vng s to mi trng
u t - kinh doanh - cnh tranh thng thong, minh bch, bnh ng v lnh mnh cho
cc doanh nghip.
Trong giai on hon thin khung php l, cc thay i ca lut v vn bn di lut c
th to ra ri ro v lut php.
Ngoi ra, khi gia nhp WTO, i hi cc doanh nghip ngnh Dt may phi hiu bit su
sc v lut php v thng l quc t. i vi vn ny, Cng ty v ang tch cc

trang b cho mnh nhng thng tin cn thit v th trng, i th v i tc, nghin cu
lut php quc t thc s sn sng cng ngnh Dt may hi nhp.
V vy, xt ton cnh mi trng php l v tnh hnh thc t ca Cng ty, ri ro php
lut t c nh hng n hot ng ca Cng ty.
1.3 Ri ro c th
C ch gim st hng dt may ca M p dng cho hng dt may ca Vit Nam trn th
trng M nh hng tiu cc n nng lc tiu th sn phm dt may v li nhun thu
c t th trng ny, trong tng lai gn nu Vit Nam chng minh c cc sn phm
dt may khng bn ph gi th tnh hnh ny s c ci thin.
Bin ng lao ng trong ngnh dt may lun mc cao so vi cc ngnh khc, y l
mt im ht sc c th. T l bin ng lao ng bnh qun trong cc nm trc vo
khong 10%/nm, tuy nhin do Cng ty p dng c ch lng hp l cng vi nhng i
ng v nng cao iu kin lm vic dn n ngi lao ng c vic thng xuyn, thu
nhp kh, mi trng lao ng c ci thin. Do c Cng ty gim bt c ri ro
c th ny
3.1 Ri ro v cc yu t nguyn vt liu u vo
Nguyn liu phc v cho sn xut ca Cng ty ch yu c nhp t nc ngoi. Do ,
Cng ty c th s gp phi ri ro khi gi nguyn vt liu trn th gii c nhng bin ng
bt thng dn n vic tng gi nguyn vt liu u vo. Tuy nhin, ri ro ny cng
c gim nh bi kh nng d tr nguyn vt liu v cc mi quan h mt thit vi cc
nh cung cp trong v ngoi nc.
3.2 Ri ro t gi
Mc ha nhp vi th trng quc t ngy cng cao ca nn kinh t Vit Nam gip
cho Cng ty c phn Dt May Hu ang c thm nhiu c hi trong vic bun bn vi
cc i tc nc ngoi. Tuy nhin, cng vi cc c hi lun xut hin nhng ri ro. Mt
trong nhng ri ro m Cng ty ang phi chu nh hng trc tip l ri ro v t gi hi
oi. Trong thi gian gn y, t gi gia ng Vit Nam v cc ngoi t khc, in hnh
l La M bin ng mnh, gy nh hng khng nh n gi nguyn vt liu nhp
khu, t nh hng n hot ng sn xut, kinh doanh ca Cng ty. hn ch ri ro
ny, Cng ty t quan h i tc vi cc t chc tn dng ln nhm ch ng cn i
ngoi t phc v cho vic nhp khu.
3.3 Ri ro cnh tranh khi hi nhp
S gia nhp ngnh ca cc doanh nghip dt may mi lm gia tng sc p cnh tranh gia
cc cng ty trn th trng ni a.
Ngoi ra, vic Vit Nam gia nhp WTO cng vi s d b cc hng ro thu quan s thu
ht s tham gia cc cng ty hot ng trong lnh vc dt may t nc ngoi c tim lc
ti chnh mnh v cng ngh hin i. T , to ra mi trng cnh tranh khc lit hn

dc ni chung v Cng ty c phn Dt May Hu ni ring.
3.4 Ri ro hng gi, hng nhi
Cc hot ng bun lu, trn thu cc sn phm dt may vo Vit Nam c tc ng tiu
cc ti tnh hnh sn xut kinh doanh ca ngnh dt may ni chung v Cng ty ni ring.
Vic u t mnh m ca cc Cng ty nc ngoi cng hot ng trong ngnh dt may
vo Vit Nam lm gia tng nhng kh khn cho Cng ty trong vic gi vng v pht trin
th trng.

nhim v c giao. Ph Tng Gim c l ngi gip vic cho Tng Gim c v chu trch
nhim trc Tng Gim c v phn vic c phn cng, ch ng gii quyt nhng cng
vic c Tng Gim c u quyn v phn cng theo ng ch chnh sch ca Nh
nc v iu l ca Cng ty.
Cc phng ban nghip v: Cc phng, ban nghip v c chc nng tham mu v gip vic
cho Ban Gim c, trc tip iu hnh theo chc nng chuyn mn v ch o ca Ban Gim
c. Cng ty hin c 5 phng nghip v vi chc nng c quy nh nh sau:

an ton lao ng, xy dng k hoch bi dng ngun nhn lc p ng nhu cu pht trin ca
Cng ty. Thc hin cc nhim v v hnh chnh vn phng p ng kp thi theo yu cu ca
lnh o Cng ty v cc phng nghip v. Nghin cu cc ch chnh sch ca Nh nc
p dng thc hin trong Cng ty. Gii quyt cc ch i vi ngi lao ng. Xy dng cc
ni qui, qui ch ca Cng ty theo lut lao ng.
Phng K hoch - Xut nhp khu: c chc nng khai thc th trng, la chn khch hng.
Tham mu cho Ban gim c chin lc th trng trong tng lai, xc nh mc tiu, phng
hng hot ng sn xut kinh doanh t hiu qu cao nht. Xy dng k hoch sn xut

Phng K ton - Ti chnh: C chc nng trong vic lp k hoch s dng v qun l ngun

Nh nc. Thc hin cng tc thanh quyt ton cc chi ph cho hot ng sn xut kinh doanh
ca doanh nghip. Tham mu cho lnh o Cng ty v cc ch qun l ti chnh tin t,
thc hin cng tc xy dng k hoch ti chnh hng thng, qu, nm.
Phng qun l cht lng: c chc nng tham mu cho Ban Gim c Cng ty v cc gii
php thc hin tt cng tc k thut trong tng cng on sn xut, qun l nh mc tiu
hao nguyn ph liu. Xy dng tiu chun k thut, tham mu trong cng tc la chn khch
hng. Xy dng mc tiu chin lc cht lng chung trong ton Cng ty.
Phng Kinh doanh: C chc nng tham mu phng n kinh doanh tiu th hng ni a. T
chc sn xut, khai thc hng may mc pht trin th trng ni a theo ng nh hng ca
Cng ty.
Phng K thut - u t: C chc nng xy dng trin khai chin lc u t tng th v lu
di, xy dng k hoch u t mua sm, sa cha thit b ph tng, lp t thit b mi. Xy
dng ban hnh h thng nh mc kinh t k thut v theo di thc hin r sot, hiu chnh ban
hnh nh mc mi. T chc nghin cu xut cc gii php k thut m bo n nh sn
xut v mang li hiu qu.

3. Mc tiu phn u:

Nm 2008 nh hng t tnh hnh kinh t trong nc v th gii c nhiu bin


ng, lm pht tng cao, li sut cho vay cao nh hng rt ln n cc mt hot
ng sn xut kinh doanh ca Cng ty. y chnh l nhn t nh hng trc tip
n mi mt hot ng ca Cng ty.

Nm 2008 c qu nhiu bin ng, gi nguyn liu bng x, ha cht thc


nhum, giy, chi ph vn chuyn..tng gim tht thng, khng theo quy
lut; li sut NH tng t 0.9 n 1.6%/thng. Nhng bin ng gi c u vo v
li sut tng cao lm cho chi ph sn xut tng, hiu qu sn xut kinh doanh

Nhng bin ng ln ca cuc khng hong th gii trong nm 2008 v u nm 2009


tip tc tc ng xu n ngnh dt may Vit Nam. Nhiu doanh nghip dt may xut
khu trong c nc lao ao trong vic tm u ra cho sn phm.

Th nhng, trong bi cnh kh khn , cng ty dt may Hu vn duy tr c nhp ,


m rng quy m sn xut. Nm 2009, cng ty a vo hot ng thm 1 nh my may
vi 6 chuyn may v gn 600 cng nhn. 6 thng u nm 2009, cc sn phm ch lc
ca n v u t c kt qu mong mun, trong sn phm si gn 4.370 tn, may
mc t gn 2 triu 100 nghn sn phm. Doanh thu trong 6 thng u nm 2009 t trn
251 t ng. c bit, kim ngch xut khu t gn 7,3 triu -la M. y l mt thnh
tch ng ghi nhn ca cng ty trong bi cnh kh khn, m nht l i vi ngnh dt
may xut khu. Theo ng Nguyn B Quang - Tng gim c Cng ty, th ring xut
khu trong 6 thng u nm nay ca cng ty tng n 148%. S d t c kt qu
l do cng ty c mt nn tng v mt s chun b k lng t trc .
Hin ti, i vi cng ty Dt May Hu, n hng khng thiu, song gi c li gim. Thi
gian qua, c lc n gi t hng gim t 15 n 20%, hin nay, gi vn gim khong
10% so vi thi im trc khng hong. Tuy nhin, cng ty tp trung tit kim mt
s chi ph khc duy tr c sn xut v vic lm thng xuyn cho cng nhn. y
l mt n lc ln, trong ni bt l vai tr ca lnh o cng ty trong vic tm mt
hng i thch hp. ng Nguyn B Quang ni thm: chnh s kh khn l ng lc cho
cng ty m mt hng i mi cho mnh. Ci kh nht v cng l thnh cng ca cng ty

Trin vng pht trin ca ngnh dt may
Ngnh dt may th gii hin nay chu tc ng bi ngi mua hn l nh sn xut, v cc
nh bn l hng dt may ln cc nn kinh t pht trin dn u v lng ngi mua nh
Wal-Mart, Sears, JC Penny, Liz Claiborne v Gap... ang nm vai tr ch o trong vic
thc y s pht trin ca th trng. Cc nh bn l ny cng c m t nh cc nh
sn xut khng c nh my. Gi tr gia tng v li nhun ca h c c t vic nghin
cu, pht trin sn phm, thit k, kinh doanh, tip th v kh nng phn ng nhanh
chng theo xu hng tiu th mi ca khch hng.
Cc mng li tm kim ngun hng trn gi ang pht trin mnh trn ton cu. Cc
hng dt may mang thng hiu ln ca M thng ch yu tm ngun sn xut ca h
Mhic v khu vc Carib, cc cng ty EU xy dng mng li mua hng Bc Phi v

T u nm 2009, nhiu nn kinh t pht trin khng cn p dng hn ngch i vi
nhp khu hng dt may. Tuy nhin, nhng quy nh hin cn tn ti khin nhiu nc
thnh vin WTO thc hin nhng hnh ng chng bn ph gi, v d kin s lng cc
hnh ng ny vn tip tc gia tng.
S tht cht tn dng, s thu hp nhu cu v p lc cnh tranh mnh m trn th trng
khin mt lot ln cc cng ty dt may nhiu nc ri vo ph sn, ng ca tm thi
hay vnh vin hoc sn xut kinh doanh cm chng. Mc tuyn dng lao ng trong
ngnh dt may ton cu do cng gim mnh.
Cu chuyn suy thoi kinh t khin ngi tiu dng hng dt may nhiu nc
chuyn hng sang tm kim nhng sn phm c gi tr nhng mc gi cnh tranh. Cc
thng hiu xa x phi chu nhng tc ng mnh nht, in hnh l trng hp
thng hiu thi trang Christian Lacroix bt u ph sn vo thng 5/2009. Cho n nay,
nhng thng hiu dt may c kh nng kt hp gi tr vi nng lc p ng cc xu
hng mi ca th trng v c mc tn kho t l nhng thng hiu chin thng
trong khng hong, l Uniqlo Nht Bn, Zara (Inditex), Primark chu u... Ti
Nht Bn, s pht trin ca chui ca hng dt may bn l nhanh Fast Retailing l mt v

l khng c i th cnh tranh. Trung Quc vn l nc xut khu hng dt may ln nht
th gii. Vic kt thc hn ngch i vi cc mt hng dt may nhp khu t Trung Quc
vo cc th trng ln nh M v chu u l rt quan trng, tuy nhin, cc mc lng
cao hn ca ngi lao ng v ng nhn dn t tng gi khin sn phm dt may
Trung Quc khng cn sc hp dn v gi nh trc. Nhiu ngun phn tch thng mi
cho rng xut khu dt may ca Trung Quc d kin s gim 15% trong nm nay. Nhiu
nc xut khu hng dt may khc c chi ph lao ng thp hn Trung Quc nh
Bangladesh, Sri Lanka v Vit Nam bt u m rng th phn. Bn cnh , nhiu th
trng nhp khu ln trn th gii nh M, EU v Nht Bn cng mun gim s ph
thuc nhp khu hng dt may t Trung Quc v chuyn hng hp tc sang cc nh
sn xut chu khc.
1.8 Chnh sch i vi ngi lao ng2
Ch lm vic:
Ngi lao ng lm vic gin tip 06 ngy/tun; 8 gi/ngy.
Ngi lao ng thuc b phn trc tip sn xut c ch ng v thi gian nhng
khng nh hng n hiu qu cng vic.
Trng hp cn thit ngi lao ng c quyn iu ng ngi lao ng lm thm gi
v tr lng theo quy nh hin hnh.

Hin nay Cng ty ang p dng ch tin lng theo hiu qu cng vic, do c th
ni chnh sch tin lng ang dn c ci thin theo chiu hng tch cc v l ng
lc thc y s pht trin ca Cng ty.
Tin lng gm hai phn: lng chnh v cc khon ph cp.
Tin lng ti thiu: l mc tr cng thp nht tng ng vi trnh lao ng n gin,
cng lao ng nh nhng din ra trong iu kin lao ng bnh thng nhm m
bo cc sng ti thiu cho ngi lao ng. Cng ty ang p dng mc lng ti thiu
theo quy nh hin hnh ca php lut.
Tin lng cp bc c xc nh theo h thng thang bng lng theo ngh nh
205/2004/N-CP ngy 14/12/2004 ca Chnh Ph p dng trong doanh nghip gm:

Trong nm 2008, Cng ty u t thay th cc thit b c v lc hu tinh gim b

ban le, y mnh xut khu, theo o hoat ng cua Cng ty a a kt qua kinh doanh
tng trng tng i manh. Tha hng cac kt qua nay, nm 2009 k hoach cua Cng
ty vn tip tuc duy tri phat trin manh mang li ban le, tm kim khch hng mi, tp
