1.1. T VN NGHIN CU 1.1.1. S cn thit nghin cu Nn kinh t nc ta trong nhng nm gn y lin tc t c nhng kt qu ng khch l, tc tng trng lun c duy tr mc kh cao (trn 7%) (Ngun: Tng cc thng k http://www.gso.gov.vn). MC TIU NGHIN CU 1.2.1. Mc tiu chung Xc nh nhu cu tn dng ca h gia nh ti Ngn hng Pht trin Nh BSCL chi nhnh Tr Vinh PGD Thnh ph Tr Vinh. Do PGD c thnh lp vo thng 1 nm 2008 nn ti ch phn tch s liu trong 2 nm 2008, 2009 v 06 thng u nm 2010. 1.4.3. i tng nghin cu - Nhu cu tn dng ti Ngn hng pht trin nh BSCL chi nhnh Tr Vinh - PGD Thnh ph Tr Vinh. - Cc h gia nh sn xut nng nghip v phi nng nghip ti Thnh ph Tr Vinh. 1.5. 2.1. PHNG PHP LUN 2.1.1. Khi qut v ngn hng thng mi 2.1.1.1. nh ngha Ngn hng thng mi l ch th hot ng trn th trng tin t. Nghip v chnh ca NHTM l nhn tin gi (vng lai, tit kim c k hn v khng k hn) v dng ngun vn ny cho vay li trong nn kinh t. Tuy nhin, trn thc t do yu t cnh tranh, thu ht tin gi cc ngn hng thng cho php khch hng c rt tin trc thi hn nhng khng c hng li sut hoc ch c hng mc li sut thp hn mc li sut tha thun. Hin nay, c rt nhiu loi tn dng bo lnh nh: bo lnh d thu, bo lnh thanh ton, bo lnh thu quan... - Chit khu chng t c gi l mt nghip v tn dng ngn hn c thc hin di hnh thc khch hng chuyn quyn s hu chng t c gi cha n ngy o hn cho ngn hng nhn c mt s tin bng mnh gi ca chng t tr i li sut chit khu v hoa hng ph. Nh vy, h gia nh nht thit phi c mi quan h v huyt thng, quan h hn nhn hoc quan h v nui dng (quan h v cha m nui v con nui). - Trong iu 107 d tho ghi: H gia nh m cc thnh vin cng ng gp cng sc, ti sn chung hp tc kinh t chung trong hot ng sn xut nng, lm, ng nghip hoc trong mt s lnh vc kinh doanh khc do php lut quy nh, l ch th trong cc quan h dn s c lin quan; h gia nh m t c giao cho h cng l ch th trong quan h dn s. - H G SXNN: l h chuyn sn xut trong lnh vc nng nghip (trng trt, chn nui, lm kinh t tng hp v mt s hot ng khc nhm phc v cho vic sn xut nng nghip) c tnh cht t sn xut, t tiu, do c nhn lm ch h, t chu trch nhim v ton b kt qu sn xut kinh doanh. - H G SXPNN: bao gm cc h hot ng di hnh thc lm thu, cng nhn vin tham gia vo sn xut, cc h KD, bun bn nh l, sn xut c kh.... - Ch h l ngi i din cho h, c cc thnh vin trong h tha nhn. 2.1.4.2. Nhu cu tn dng ca h gia nh L lng vn m gia nh cn c cung cp tha mn v phc v mt nhu cu no ca gia nh. Ngun vn ny thng c cung cp bi cc t chc TD ni chung v cc ngn hng thng mi ni ring. 3.1. TNG QUAN V NGN HNG PHT TRIN NH NG BNG

Ngn hng Pht trin nh ng bng sng Cu Long l Ngn hng thng mi Nh nc c thnh lp theo Quyt nh s 796/TTg ngy 18/09/1997 ca Th tng Chnh ph vi tn giao dch l : Housing Banking of Mekong Delta (MHB), vn iu l l 800 t ng (Ngun: Bo co thng nin ngn hng MHB - http://www.mhb.com.vn). Vi mc tiu l mt Ngn hng thng mi hot ng a nng, vn hnh theo c ch th trng, Ngn hng Pht trin nh ng bng sng Cu Long c php huy ng mi ngun vn v u t chuyn su vo lnh vc tn dng trung, di hn, c bit l u t xy dng, pht trin nh v xy dng kt cu h tng kinh t- x hi. Bt u i vo hot ng t thng 4/1998 n nay, Ngn hng MHB c tr s chnh t ti Thnh ph H Ch Minh v mt h thng mng li bao gm 01 S giao dch ti Tp.H Ch Minh, 01 VPD ti H Ni, 01 Trung tm Th, 01 Cng ty Chng khon v hn 130 chi nhnh, PGD ti cc vng kinh t trng im trn khp c nc (Ngun: Website ngn hng pht trin nh BSCL nm 2010 http://www.mhb.com.vn) Tuy l mt ngn hng non tr nhng Ngn hng Pht trin Nh ng bng sng Cu Long v ang thc hin cc d n hin i ha ngn hng theo hng t ng ha, ph hp vi thng l quc t, c nhiu dch v hin i. 3.2. GII THIU V NGN HNG MHB CHI NHNH TR VINH PGD

Ngy 06/02/2002 Thng c Ngn hng Nh Nc k cng vn s 142/NHNN CNH vo ngy 8/05/2002, Hi ng qun tr k quyt nh s 12/2002/Q NHNN HQT chp thun thnh lp Ngn hng Pht trin Nh BSCL chi nhnh tnh Tr Vinh. Ngy 18/09/2002 Ngn hng MHB chi nhnh Tr Vinh chnh thc i vo hot ng. Ngn hng MHB chi nhnh Tr Vinh l i din php nhn, c con du v bng cn i k ton ring. Hin nay, do iu kin kinh t cc huyn trong tnh v ang pht trin, s lng khch hng tng i ng v xa, gy kh khn trong qu trnh thm nh nn MHB chi nhnh Tr Vinh thnh lp 6 PGD cc huyn Duyn Hi, Cng Long, Cu K, Tiu Cn, Cu Ngang, Tr C v mt PGD ti Thnh ph Tr Vinh nhm p ng nhu cu vn kp thi v thun tin cho khch hng trong giao dch. Trong , Ngn hng MHB chi nhnh Tr Vinh PGD Thnh ph Tr Vinh l n v kinh t ph thuc, c thnh lp theo cng vn s 36/NHNN TV1 ngy 13 thng 01 nm 2008 ca Gim c Ngn hng Nh nc Chi nhnh tnh Tr Vinh theo quyt nh s 74/QD NHNN TV1 ngy 26 thng 12 nm 2007 ca Gim c Ngn hng MHB chi nhnh Tr Vinh. Ngn hng MHB chi nhnh Tr Vinh PGD Thnh ph Tr Vinh l i din php nhn, hch ton kinh t ph thuc, c con du, c bng cn i k ton ring, c thc hin mt s giao dch vi khch hng theo phn cp y quyn ca Tng gim c Ngn hng MHB chi nhnh Tr Vinh. Ngn hng MHB chi nhnh Tr Vinh PGD Thnh ph Tr Vinh thnh lp to thm mt knh cung cp cc dch v ngn hng trn a bn, huy ng cc ngun vn nhn ri trong x hi, nhn ngun vn iu chuyn cung cp vn di cc hnh cho vay ngn hn, trung hn v di hn nhm phc v cho sn xut kinh doanh, xy dng, sa cha nh , vay sinh hot Ngn hng MHB chi nhnh Tr Vinh PGD Thnh ph Tr Vinh gp phn trong vic pht trin kinh t x hi ca tnh nh.

L ngi qun l v iu hnh mi phng ban, mi hot ng ca ngn hng v l ngi quyt nh cui cng trong vic xt vic cho vay. L ngi i din cho PGD quan h vi Ngn hng cp trn, ch o thc hin cc chnh sch, ch nghip v, k hoch kinh doanh da trn cc quyt nh trong phm vi quyn hn ca PGD. L ngi chu trch nhim v kt qu hot ng kinh doanh ca ngn hng trong quan h trc thuc v bo co kt qu ln cp trn, ng thi l ngi chu trch nhim trc php lut v mi hot ng ca ngn hng. Ban hnh ni qui, qui nh v iu hnh v qun l cng vic trong phm vi PGD, c quyn b nhim, min nhim, khen thng, k lut, phn phi tin lng, tin thng ca cn b cng nhn vin trong n v theo kt qu HKD. Chp hnh y ch bo co thng k nh k, bo co t xut v mi hot ng ca PGD theo quyt nh ca NHNN v ca ngn hng cp trn. b) Ph gim c L ngi h tr cho Gim c trong vic iu hnh v qun l mt s hot ng ca PGD, do Gim c phn cng v chu trch nhim trc Gim c v nhng cng vic c giao, ng thi chu trch nhim trc php lut v nhng cng vic ca bn thn. Ph gim c c u quyn thay mt Gim c gii quyt cc cng vic khi Gim c vng mt. c) Phng nghip v kinh doanh Nghin cu tnh hnh kinh t x hi trn a bn hot ng lp k hoch kinh doanh ngn hn, trung hn v di hn, k hoch khai thc ngun vn v t chc thc hin theo k hoch c giao. Tip cn v hng dn khch hng lp h s vay vn ng quy trnh nghip v, tip nhn v gii quyt h s vay theo ng qui nh ca NHNN v ngn hng cp trn. Ngun thu khc gim ng k, do tnh cht khng n nh ca ngun thu ny. Bn cnh vic tng doanh thu th cc khon chi ca ngn hng cng tng, chi ph li tin gi tng i n nh, ring v chi ph chi ph pht sinh khc tng gn 60%, tng ng tng 140 triu ng so vi nm 2008, l kt qu ca vic m rng qui m hot ng ca ngn hng. V chi ph th chi ph qua 2 nm chim khong 91% so vi doanh thu t c, trong , chi ph li tin vay chim t trng cao nht nm 2008 chim trn 88,56 % v 2009 l 86,69% so vi tng doanh thu ,mc d chi ph tng nhng tc tng doanh thu l cao hn. Do , ngn hng hot ng c hiu qu, li nhun ca ngn hng nm 2009 tng 80 triu so vi nm 2008 v chim t trng gn 8,9% so vi doanh thu trong nm 2009 khng nh c nhng n lc ca PGD trong giai on khng hong kinh t lc by gi. V kt qu HKD ca PGD trong 06 thng u nm 2010 t nhiu kt qu ng khch l. T trng cc khon mc doanh thu v chi ph khng bin ng nhiu. Li nhun 06 thng u nm 2010 tng gn 50% tng ng tng 132 triu ng so vi 06 thng u nm 2009. l kt qu ca cc khon doanh thu u tng trong ngun thu khc tng nhanh vi t l tng 257,25%, tng ng tng 72 triu ng, do PGD thu hi c khon n qu hn trong vic thanh l ti sn th chp ca khch hng, nhng gp phn ng k vo vic tng li nhun phi k n l vic tng ngun thu t li, tng hn 06 thng u nm 2009 l 860 triu ng, y l kt qu ca vic PGD thc hin tt cc bin php tng trng d n tn dng. Qua bng s liu ta thy ngun vn ch yu ca PGD l vn iu chuyn. Do mi i vo hot ng nn PGD cn ph thuc nhiu vo ngun vn iu chuyn ca chi nhnh, ngun vn iu chuyn nm 2008 chim khong 64,46% trong tng ngun vn v chim 71,2% trong nm 2009 tng ng 33.758 v 54.463 triu ng. Mc d vn iu chuyn chim t trng ln v tng qua 02 nm, nhng PGD c nhiu n lc trong vic huy ng vn, th hin c th ngun vn huy ng nm 2009 tng so vi nm 2008, trong ngun vn huy ng t tit kim c k hn l ch yu, tip n l ngun vn huy ng t k phiu, tin gi thanh ton khng k hn, ring tit kim khng k hn c xu hng gim, nhng do y l ngun vn chim t trng khng cao nn nh hng khng ng k n hot ng kinh doanh ca PGD. Tuy nhin, trong thi gian ti PGD cn c k hoch thu ht vn t ngun khc nh y mnh pht hnh k phiu, chng ch tin gi, c bit l ch trng pht trin ngun vn t tin gi c k hn, tit kim c k hn v y l ngun vn c chi ph tng i thp v c tnh n nh, t PGD c th ch ng hn trong qu trnh s dng vn, hn ch ri ro do thiu vn kinh doanh, nhm p ng tt nhu cu vn cho th trng. Tuy nhin, 06 thng u nm 2010 tnh hnh huy ng vn ca PGD c s thay i. Tng ngun vn ca PGD 06 thng u nm 2010 gim 3.871 triu ng so vi cng k nm 2009 do nguyn nhn khch quan l lng vn iu chuyn gim ng k, gim 17,26% so vi 06 thng u nm 2009, tng ng gim 8.555 triu ng. Cng vi s gim i ca vn iu chuyn th trong c cu ngun vn huy ng: tin gi khng k hn, tit kim khng k hn v k phiu u gim, trong k phiu gim nhiu nht gim trn 95% tng ng gim 4.267 triu ng. Nguyn nhn ca xu hng ny l do: V k phiu: do k phiu ca PGD n hn thanh ton cho khch hng, do lng vn huy ng t k phiu gim. PGD v ang pht hnh lng k phiu mi nn cha khi phc li ngun vn t loi hnh huy ng vn ny. V tin gi khng k hn v tit kim khng k hn: i tng tham gia loi hnh giao dch ny phn ln l khch hng doanh nghip v cc c nhn c nhu cu s dng vn thng xuyn lin tc. Bn cnh , PGD cng thu nh hot ng cho vay v s cha nht qun trong thng t 13 ca chnh ph v vn s dng ngun vn huy ng cho vay. C th, vic cp TD t ngun vn huy ng khng c vt qu cc t l quy nh nh sau: i vi ngn hng l 80%; i vi t chc tn dng phi ngn hng l 85%. Trong Thng t 13, quy nh ngun vn huy ng s dng cho vay khng bao gm tin gi khng k hn ca t chc kinh t, Kho bc Nh nc, Bo him X hi v cc t chc khc. iu ny gy phn ng t Hip hi cc Ngn hng (VNBA) v cho rng tin gi khng

Tuy nhin, vi s tng d n trong lnh vc SXPNN th d n lnh vc khc v lnh vc nng nghip gim vi tc nhanh hn, c bit trong lnh vc khc gim gn 40% tng ng vi d n gim 9.700 triu ng. Do vy, d n cui thng 6 nm 2010 gim ng k so vi cui thng 6 nm 2009. - V thi hn tn dng: N ngn hn vn chim t trng ln trong tng d n, chim trn 60% tng d n ti thi im 30.06.2009 v 30.06.2010. Tuy nhin, d n 6 thng u nm 2010 so vi cng k nm 2009 gim c 2 khon mc n ngn hn v trung hn. Trong , n ngn hn gim 2.511 triu ng v n trung hn gim 793 triu ng, nguyn nhn l do cc h s tn dng ngn hn c gii ngn vo u nm 2009 c tt ton, trong khi lng khch hng vay mi gim do NH ngy cng quan tm n cht lng TD.

3.2.7. Cc ch tiu nh gi tnh hnh hot ng tn dng ca Ngn hng MHB chi nhnh Tr Vinh PGD Thnh ph Tr Vinh Trong sut qu trnh hot ng kinh doanh, PGD lun khng ngng i mi phng thc hot ng, i i vi m rng quy m tn dng nhm p ng nhu cu ngy cng cao ca khch hng. - V ch tiu D n/ Tng ngun vn Qua hai nm 2008, 2009 t l d n/ tng ngun vn ca PGD kh cao trn 96%, c bit trong nm 2009 t l ny t trn 99%, chng t tn dng vn l hot ng ch yu ca ngn hng. Nhn chung, t l d n/ tng ngun vn ca PGD tng i n nh qua cc nm, 06 thng u nm 2009 v 2010 ch s ny cng duy tr mc cao v ch chnh lnh 0,66%.

- V ch tiu D n/Vn huy ng: Trong 2 nm 2008 v 2009, s tham gia ca vn huy ng trong tng d n cn thp. C th, nm 2008 bnh qun 2,72 ng d n c s tham gia ca 1 ng vn huy ng. Nm 2009, tnh hnh huy ng vn ca PGD tuy c ci thin nhng do tc tng trng ca d n cao hn nn ch s vn huy ng trong tng d n d n tng bnh qun 3,45 ng d n c 1 ng vn huy ng tham gia. Tuy nhin, trong 6 thng u nm 2010 do tnh hnh d n v huy ng vn gim so vi cng k nn c 2.04 ng d n c 1 ng vn huy ng tham gia. Trong thi gian ti, vi nhu cu vn c nh ngy mt tng do nhu cu m rng quy m hot ng tn dng, ci tin cng ngh nn ngn hng cn c nhiu bin php tng ngun vn huy ng khng phi ph thuc nhiu vo vn iu chuyn nh thi gian qua. - V ch tiu h s thu n H s thu n phn nh kh nng thu hi n ca ngn hng cng nh kh nng tr n ca khch hng. Tin trnh cho vay, thu n ca PGD c thc hin thng qua cn b tn dng, hiu qu hot ng tn dng cao hay thp phn ln ph thuc vo cng tc ca cn b tn dng ca PGD. Nhn chung, vng quay vn TD tng v n nh qua cc nm, 2008 t 0,7 vng, nm 2009 l 1,15 vng, ring 06 thng u nm 2010 cng tng 2,04, tng hn cng k nm 2009 l 0,74 vng. Yu t gp phn lm cho vng quay vn tn dng ca PGD tng ln qua cc nm l do PGD tp trung m rng tn dng i vi h sn xut kinh doanh v ch yu l tn dng ngn hn, hn na do cht lng tn dng ngy cng c quan tm nn cc h sn xut kinh doanh ny s dng vn vay kh hiu qu, nhu cu vn ngy cng cao m rng quy m hot ng ca mnh. Do , vic tr n cho NH lun c m bo ng v nhm gi uy tn v quan h lu di i vi NH. ng thi, cng l do s n lc ht mnh ca cn b tn dng trong cng tc thu hi n n hn. 3.3.1.4. Marketing

Hin nay, hot ng marketing dch v l loi hnh hot ng c nc ta u tin pht trin. Hot ng kinh doanh ngn hng cng nm trong xu th chung ny. Do tnh cht sn xut theo ma v v tm l s mc n, nhn chung cc h SXNN c nhu cu vay vn ngn hn, cn i vi cc h SXPNN do nhu cu vay vn ln, ch yu vay vi mc ch m rng qui m SXKD nn h thch vay

trung hn, theo nhu cu tng lai th c gn 90% h G SXPNN mun vay trung hn, h va xoay c vn, va s dng vn c hiu qu hn. 4.3.2. Xc nh cc nhn t nh hng n nhu cu vay vn ti ngn hng ca cc h G Thnh ph Tr Vinh. 5.1. NH HNG PHT TRIN CA MHB CHI NHNH TNH TR VINH - PHNG GIAO DCH THNH PH TR VINH Nm 2009 tnh hnh kinh t trn a bn c s tng trng r nt. KT LUN V KIN NGH


6.1. KT LUN Tn dng lun ng vay tr quan trng trng hot ng ca PGD. N va l hot ng mang li li nhun ch yu gp phn vo s tn ti v pht trin ca PGD, nhng cng ng thi l hot ng cha ng nhiu ri ro nht, c nh hng rt ln n hot ng kinh doanh ca PGD. Thu li t hot ng TD chim t trng ln v ng vai tr quan trng em li thu nhp cho PGD. Nu mun t c li nhun cao th hot ng TD phi khng ngng c nng cao. Ngoi ra, PGD cn phi ch trng n cng tc huy ng vn hot ng TD c m rng, phc v cho yu cu pht trin ca PGD trong iu kin cnh tranh ngy cng gay gt. S ng gp ca PGD trong nn kinh t rt quan trng. PGD l chic cu ni lun chuyn vn trong nn kinh t, gp phn thc y nn kinh t pht trin. Chnh vic nhn ra vai tr quan trng ny, tp th cn b nhn vin trong PGD lun n lc lm vic vi quyt tm cao gi vng thng hiu, to mt ch ng vng vng trong h thng NHTM ni chung v c th trng ti chnh ni ring. 6.2.
