General Information
Understanding and implementing Occupational Health and Safety (OH&S) is a large part of every workplace including your school and where ever you do paid or unpaid volunteer work. Once again, you must have a real understanding of the knowledge or theories behind OH&S as well as skills in assessing risks and implementing improvements. These two factors are behind any of the reading, viewing and tasks you need to complete to be marked Competent in the unit. You should also be very aware that OH&S issues are major factors in your social and family lives. Here are two short scenarios to enhance your understanding of how OH&S is integral to our lives.

Task 1 Scenario A Leisure You play sport at a small local sporting area which has a very old changing shed for the members. You are getting back into your street clothing when you hear a loud crack and see one of the support beams has a gap in it. Although you touched on OH&S in the first unit of this course, you need to build your knowledge of the subject to appreciate its importance in every workplace.

One of the biggest OH&S risks to office workers, students and researchers who use a great deal of office equipment and do a sedentary work, relates to ergonomics. Ergonomics is the scientific discipline concerned with understanding the way humans and systems interact. An ergonomist applies theoretical principles, data and methods to design in order to ensure human wellbeing and system performance.

While physical dangers are more obvious there are many other issues relating to OH&S. Here are a few of the other hazards.

1.1 Substances
Even working in offices and schools you will encounter hazardous substances and situations in your work. In schools these may include:
Chemicals used as paints, adhesives, pesticides and cleaning materials School laboratory chemicals and other hazardous equipment Toners.

These can be dangerous in three main ways: inhaling, by absorption through the skin or accidentally being ingested. If you need more details to avoid these risks, check their MSDS (Material Safety Data Sheet) which is issued by the manufacturer or supplier. This usually offers suggestions on handling, storage, precautions and first aid. Task 5 Check the following website for more information on an MSDS: www.safeworkaustralia.gov.au/swa/HealthSafety/HazardousSubstances/MSDS Again, print a page and attach to show that you have checked this site, or do a search for MSDS for an alternative.

1.2 Noise
Noise is often categorised as just being a nuisance, but it can cause irreversible deafness or hearing impairment by damaging the inner ear. There is a national standard for workplace noise which should not be above 85 decibels over an 8 hour day and should never exceed 140 decibels. The level of harm can be roughly judged as likely to occur if one person stands a metre from another, and has to raise his or her voice to be heard over the noise. What noises may occur in your school which would cause you to raise your voice to be heard at a metre away from another worker?

1.3 Threats
Threats, harassment, violence, racism and bullying can be major hazards in any workplace, leading to stress. Psychological wellbeing is protected under OH&S laws as are physical hazards. Such hazards are often the result of a school or workplace culture where the behaviour is accepted, condoned or even encouraged where it should be actively discouraged by management. The most common forms are: teasing, victimising, undermining, humiliating or threatening. Sexual harassment is against the law although it is often condoned as just being a joke. Racial abuse can also be presented as just a joke but is against national and state laws.

Task 6 Check with your teacher or on the school website to see the schools policy on bullying. Print a copy for your records. 1.4 Drugs and Alcohol


Using drugs and alcohol in a workplace or school is an OH&S issue because of the potential health and danger aspects involved for both the users and the other people. Smoking also causes bad effects on health whether to the smoker or through passive smoking as it reduces oxygen and is a major contributor to heart disease. Alcohol and drugs often cause accidents, stress, poor work performance, absenteeism, aggression and violence. Even when drugs are medically prescribed, their use may cause problems in the workplace. Think of how easily a diabetic can have hypoglycaemia when on insulin, and the potential risk faced by inadequate arrangements for disposal of sharps.

Prescription drugs can also have serious side-effects. Supervisors should be informed if medication is likely to have side-effects. Both employees and employers have a legal duty to assess the risks of other workers and inform a responsible person or take action immediately where a hazard is identified.

Task 8 Answer the following questions on the proposed scenario. You are having a science class and an unknown emergency teacher comes into the classroom. He seems to fall against the table then laughs and starts to talk wildly on random subjects. He turns his back on the class and starts to act even more irrationally. Initially the students start to giggle but become quiet when he gestures threateningly.

1.5 Stress
Stress is possibly the most wide-spread OH&S issue in combined workplaces and may also be a large problem for school students. There can be many causes of stress and it results in a range of physical, mental, emotional and social problems. Signs of stress can include: headaches, poor memory and concentration, indigestion, loss or increase of appetite, aggression, shaking, tears, insomnia, fatigue, anxiety, weight loss and skin conditions. Causes of stress are many, including: bullying, fear of termination, poor training, interruptions, pay, overwork and conflict.

3. Risks and Hazards


You will need to check a workplace for safety issues and hazards. Remember that your school building is a workplace and would have as many hazards as any office or public building.

A hazard is anything or a situation which may cause harm. There are a number of management schemes for dealing with hazards but the Three Steps to Hazard Management works well.
1. First identify the hazard or potential risk then deal with it. 2. Eliminate the hazard Tripping on PC cords? Solution use wireless. Isolate the hazard if you cant eliminate. Tripping on PC cords? Solution If there is no wireless tape the cords to walls. 3. Minimise the hazard (if you cant eliminate or isolate) Tripping on PC cords? Solution if there is no wireless and the cord has to run over

carpet between PC and power outlet, get a mat to cover the cord.

As well as the Three Steps of Hazard Control, workplaces may use the Five Steps of the Hierarchy of Control, which can be summarised as:
