Thc hin ch trng Cng nghip ha - Hin i ha t nc a Vit Nam chuyn
t mt nc nng nghip tr thnh nc cng nghip pht trin An Giang y mnh qu trnh
ny theo hng tng t trng GDP cng thng nghip v dch v, gim t trng GDP nng
nghip trong c cu GDP vi nhiu gii php hu hiu An Giang t c mt s thnh
tu sau: c cu kinh t c tin b vi t trng nng nghip cn 37.65%, cng nghip v xy
dng 12.73%, dch v gn 50% vt k hoch; nm 2003 tc tng trng GDP t 9.13%
(vt 0.63% ngh quyt ra), trong : nng nghip 7.60%, cng nghip 12.70%, thng
mi dch v 49.60%; tng vn u t t 4400 t, chim 33.40%/GDP tng 22% so vi nm
2002, thu ngn sch t 1080 t ng vt 15% k hoch v tng 17% so vi nm 2002; kim
nghch xut khu t 182 triu USD tng 21% so vi nm 2002, nhp khu 35 triu USD;
trong hai nm 2002 v 2003 bnh qun tng thm 1,750 triu ng/ngi t mc 6,147 triu
ng/ngi.
Ngn hng Chu An Giang l chi nhnh Ngn hng c nh gi hot ng kinh
doanh c hiu qu lin tc nhiu nm. Hot ng Ngn hng lun bm st nh hng kinh
doanh ca Hi ng qun tr tr s chnh, ng thi bm st ch trng, chnh sch v cc
chng trnh kinh t trng im ca tnh tp trung u t vo cc ngnh, cc lnh vc c
tim nng pht trin trong c nghnh cng thng nghip v tiu dng.
Qua thi gian hc tp v rn luyn ti trung i Hc An Giang v c tip cn vi
thc tin sinh ng ca hot ng kinh doanh ti Ngn hng Chu An Giang Em nhn thy
rng vic tm hiu v phn tch hiu qu hot ng tn dng trong lnh vc Cng thng
nghip v Tiu dng l ht sc cn thit.

1.1.4. Cc phng thc cho vay.
- Cho vay tng ln: mi ln cho vay vn khch hng v t chc tn dng lm th tc
vay vn cn thit v k kt hp ng tn dng.
- Cho vay theo hn mc tn dng: t chc tn dng v khch hng xc nh v tha
thun mt hn mc tn dng duy tr trong mt thi hn nht nh hoc theo chu k sn xut
kinh doanh.
- Cho vay theo d n u t: t chc tn dng cho khch hng vay vn thc hin
cc d n u t v pht trin sn xut kinh doanh, dch v, cc d n phc v i sng.
- Cho vay hp vn: mt nhm t chc tn dng cng cho vay i vi mt d n vay
vn hoc phng n vay vn ca khch hng, trong c mt t chc tn dng lm u mi
dn xp, phi hp vi cc t chc tn dng khc.
- Cho vay tr gp: khi vay vn t chc tn dng v khch hng tha thun s li tin
vay phi tr, cng vi s n gc c chia ra tr n theo nhiu k hn trong thi hn cho
vay, ti sn mua bng vn vay ch thuc s hu ca bn vay khi tr n gc v li.
- Cho vay theo hn mc tn dng d phng: t chc tn dng cam kt m bo sn sng
cho khch hng vay vn trong phm vi hn mc tn dng nht nh. T chc tn dng v
khch hng tha thun thi hn hiu lc ca hn mc tn dng, mc ph tr cho hn mc tn
dng.

- Cho vay thng qua nghip v pht hnh v s dng th tn dng: t chc tn dng
chp nhn cho khch hng c s dng s vn vay trong phm vi hn mc tn dng thanh
ton tin mua hng ha, dch v v rt tin mt ti cc my rt tin t ng hoc im ng
tin mt l i l ca t chc tn dng.
- Cc phng thc cho vay khc ph hp qui nh ca nh nc.
1.1.5. m bo tn dng.
1.1.5.1. Vai tr ca vic m bo tn dng.

Ngun thu n th nht l doanh thu i vi cho vay ngn hn v vn lu ng, l
ngun khu hao v li nhun i vi cc khon vay trung v di hn hnh thnh ti sn c
nh. Trong cho vay tiu dng ngun thu n th nht ca ngn hng l thu nhp ca c nhn
nh: tin lng, cc khon thu nhp t c tc, tin cho thu nh v cc khon thu nhp khc.
1.1.5.2.Cc hnh thc m bo tn dng.
1.1.5.2.1. m bo i vt.
Khi nim.
m bo i vt l hnh thc xc nh nhng c s php l ch n (Ngn hng) c
c nhng quyn hn nht nh i vi ti sn ca khch hng vay nhm to ra ngun thu n
th hai khi ngi mc n khng tr hay khng cn kh nng tr n.

# Th chp.
* Th chp l bn vay vn dng ti sn thuc quyn s hu ca mnh m bo thc
hin ngha v tr n khi ngun thu th nht b mt.
* C cc loi th chp sau:
- Cn c theo php l, th chp c hai loi:

+Th chp php l hay th chp sang nhng ch quyn: l phng thc th chp
m khch hng lp sn mt giy sang nhng ch quyn khi khng c tin tr n, ngn
hng c quyn bn ti sn thu n hay qun l ti sn.
+ Th chp cng bng: l cch ngn hng ch gi bn chnh giy chng nhn
quyn s hu ti sn m bo cho khon vay. Nh vy khi khch hng khng c tin tr n,
ngn hng phi a ra ta n mi pht mi c ti sn theo phn quyt ca ta.
- Cn c vo vic th chp cho nhiu mn vay, ngi ta phn bit thnh:
+ Th chp th nht: l ti sn ang th chp cho mn n th nht.
+ Th chp th hai: l ti sn ang th chp cho mn n th nht, nhng gi tr
th chp cn tha ra, khch hng em th chp cho ngn hng khc vay thm mt mn n
na. Tt nhin phi c s tha thun ca hai ngn hng v ch c mt bn chnh quyn s hu
ti sn.
# Cm c.
L ti sn m bo tin vay thuc quyn s hu ca khch hng vay, c giao cho
ngn hng ct vo kho m bo chc chn ngun thu n th hai. Ti sn cm c thng l
ng sn d di chuyn nn ngoi vic ngn hng nm gi giy ch quyn ngn hng cn phi
nm gi lun ti sn , khi khch hng vay khng tr n ng hn theo hp ng tn dng
ngn hng c quyn pht mi ti sn thu hi n.

Tin gi dng lm m bo rt tin li v d bo qun, hu nh khng c ri ro v x
l thu hi n rt nhanh, i vi tin gi c k hn ch phi lm mt bn cam kt cho ngn
hng c trch tin gi thu n v giao s tin gi cho ngn hng.

- m bo khng thng bo: khch hng vay ch cam kt em tin thu c t cc con
n tr cho ngn hng m khng thng bo cho cc con n bit.

ton vi ngn hng thay v phi thanh ton cho khch hng vay.

- Bo lnh ring bit: l bo lnh ring cho mt mn n c th theo phng thc cho
vay theo s d v dng ti khon cho vay thng thng.
- Bo lnh lin tc: l bo lnh cho mt hn mc tn dng ti a hay mc thu chi ti
a. Phng thc bo lnh ny dng trong phng thc cho vay theo hn mc tn dng, ngi
bo lnh ch tr n thay cho ngi c bo lnh s n thc t khng tr c nu s n ny

# Xem xt t cch php nhn ca ngi bo lnh.
- Ngi bo lnh phi c t cch php nhn v nng lc hnh vi dn s. Nu l

- Xem ngi ng ra k giy bo lnh c kh nng ti chnh thc hin ngha v

# Xem xt uy tn v kh nng ti chnh ca ngi bo lnh.
Uy tn ca ngi bo lnh th hin trch nhim cao v s sng phng trong thanh
ton ca ngi bo lnh trong sut qu trnh kinh doanh t trc n nay. Tuy nhin, c uy tn
m thiu kh nng ti chnh cng c th dn n mun g uy tn cng khng c, cho nn
trong bo lnh khng c ti sn m bo, cn xem xt iu tra bit kh nng ti chnh thc
t ca ngi bo lnh v ch chp nhn bo lnh cho nhng khon vn vay nh hn nhiu so
vi kh nng ti chnh ca ngi bo lnh.
1.1.6. Ri ro Tn dng.
1.1.6.1. Khi nim.
Ri ro tn dng l s xut hin nhng bin c khng bnh thng trong quan h tn
dng, t tc ng xu n hot ng ca ngn hng v c th lm cho ngn hng lm vo
tnh trng mt kh nng thanh ton cho khch hng.

+ Khon vay l tin ng Vit nam, tr n bng ngoi t/ vng th quy i theo gi

Chuyn n qu hn v tnh li qu hn.
- Sau 10 ngy lm vic k t ngy n hn tr n gc theo cc k hn/kt thc thi hn
cho vay, nu bn vay khng tr ht s n gc phi tr ng hn v khng c ACB iu
chnh k hn/gia hn n gc th ton b s d n gc thc t cn li ca khon vay b chuyn
sang n qu hn v p dng li sut nh sau:
+ i vi phn d n gc ca k hn m bn vay khng tr ng hn th p dng
mc li sut qu hn (134% so vi li sut trong hn).
+ i vi phn d n gc ca k hn cha n hn tr n nhng chuyn n
qu hn th p dng mc li sut trong hn.
- Sau 10 ngy lm vic, k t ngy n hn tr li theo cc k hn, nu bn vay khng
tr li phi tr ng hn v khng c ACB iu chnh k hn tr li th ton b s d n gc
ca khon vay b chuyn sang n qu hn vi li sut cho vay trong hn qui nh trong hp
ng tn dng.
- Khi n hn tr n ca mi k hn/kt thc thi hn cho vay, nu bn vay khng tr
ht tin li phi tr ng hn th chu pht chm tr tnh trn s li chm tr v s ngy chm
tr vi li sut qu hn. Thi gian chm tr c tnh t ngy k tip ca ngy n hn tr li.

triu ng, nm 2003 l 244,923 triu ng. Phn ln vic gia tng vn l t hi s chuyn v
ng thi cng do lun chuyn vn vi cc t chc tn dng khc.
3.2. Phn tch hiu qu tn dng cng thng nghip v tiu dng.
3.2.1. Phn tch doanh s cho vay cng thng nghip (CTN) v tiu dng (TD).
Doanh s cho vay CTN v TD tng qua cc nm, c bit tng cao vo nm 2003, c
th nh sau:
+ Doanh s cho vay CTN v TD nm 2001 l 79,959 triu ng.
+ Doanh s cho vay CTN v TD nm 2002 l 88,667 triu ng tng 8,708 triu
ng so vi nm 2001 tc l tng 10,89% so vi nm 2001.
+ Sang nm 2003 th doanh s cho vay l 99,786 triu ng tng 11,19 triu ng
tc l tng 12.54% so vi nm 2002.
3.2.1.1. Doanh s cho vay CTN v TD theo thi hn tn dng.
Doanh s cho vay CTN v TD theo thi hn tn dng cho thy doanh s cho vay ngn
hn cao hn trung hn qua cc nm 2001, nm 2002 v nm 2003. Trong 3 nm doanh s cho
vay ngn hn chim khong 75% tng doanh s cho vay CTN v TD c th hin nh sau:
* i vi cho vay ngn hn.
Doanh s cho vay ngn hn tng dn qua cc nm: nm 2002 so vi nm 2001 tng
7,89 triu ng (tng 13.08%). Nu nh nm 2002 doanh s cho vay l 68,203 triu ng th
sang nm 2003 t c 78,961 triu ng tng 10,758 triu ng (Tng 15.77%), trong
mc gia tng v CTN chim t trng cao hn TD.
+ Xt trong 3 nm th doanh s cho vay TD nm 2002 cao hn nm 2001 l 1,897
triu (Tng 19,66%), cao hn so vi nm 2003 l 0,042 triu ng (cao hn 0.36%).

+ Ngc vi TD doanh s cho vay th hin s thng trm th cho vay CTN tng
dn qua cc nm nh sau: nm 2001 l 50,663 triu ng, sang nm 2002 l 56,656 triu ng
v n nm 2003 l 67,456 triu ng.
Hot ng cho vay ngn hn CTN v TD cho thy phn ln khong tin cho vay iu
do hot ng cho vay CTN, i vi TD ch chim t trng nh nguyn nhn l do cc khon
cho vay TD ngn hn phn ln cho vay di hnh thc cm c s tit kim, nn hn ch
vic cho vay.
* i vi cho vay trung hn.
Ngc li vi cho vay ngn hn, trong cho vay trung hn t trng cho vay TD cao hn
so vi CTN nguyn nhn l do a s c nhn hay h gia nh vay tiu TD di hnh thc tr
gp l nhiu, m ngun tr n ch yu l thu nhp nh: lng, khong ph thu khc,
- Doanh s cho vay TD:
+ Nm 2001 l 11,165 triu ng, chim t trng 56.83% so vi doanh s cho vay
trung hn.
+ Nm 2002 tng 0,180 triu ng so vi nm 201, nhng t trng lc ny ch l
55.44% so vi cho vay trung hn.
+ Nm 2003 tng 0,927 triu ng so vi nm 2002, t trng l 58.93% so vi
cho vay trung hn.
Khi xt mc tng gim gia cc nm th nm 2002 tng 0,180 triu ng so vi nm
2001 tc l tng 1.61%, nm 2003 tng 0,927 triu ng so vi nm 2002 tc tng 8.17% so
vi nm 2002, nguyn nhn l do nm 2003 th trng xe gn my rt si ng do gi r, cht
lng tng i tt,...ngi dn vi thu nhp trung bnh cng c th mua xe c v th hot
ng tn dng cho vay mua xe tr gp cng tng theo cn st xe.
- Doanh s cho vay CTN chim t trng thp hn TD:
+ Nm 2001 l 8,481 triu ng, chim t trng 43.17% so vi doanh s cho vay
trung hn nm 2001.
+ Nm 2002 l 9,119 triu ng, chim t trng 44.56% so vi doanh s cho vay
trung hn nm 2002.

+ Nm 2003 l 8,553 triu ng, chim t trng 41.07% so vi doanh s cho vay
trung hn nm 2003.
3.2.1.2. Doanh s cho vay CTN v TD theo thnh phn kinh t.
* i vi cho vay C nhn.
- Doanh s cho vay nm 2001 l 45,025 triu ng, chim t trng 56.31% doanh s
cho vay CTN v TD nm 2001.
- Nm 2002 l 49,884 triu ng, chim t trng l 56,26% doanh s cho vay CTN v
TD nm 2002, tng 4,859 triu ng (tng ng 10,79%) so vi nm 2001.
- Nm 2003 l 59,692 triu ng, chim t trng l 56,82% doanh s cho vay CTN v
TD nm 2003, tng 9,808 triu ng (tng ng 19,66%) so vi nm 2002.
* i vi cho vay DNTN.
- Nm 2001 doanh s cho vay l 14,121 triu ng, chim t trng 15.96% doanh s
cho vay CTN v TD.
- Nm 2002 l 15,889 triu ng, chim t trng 17,92% doanh s cho vay CTN v
TD, tng 1,768 triu ng (tng ng 12,52%) so vi nm 2001.
- Nm 2003 l 16,315 triu ng, chim t trng l 16,35% doanh s cho vay CTN v
TD, tng 426 triu ng (tng ng 2.68%) so vi nm 2002.
* i vi cho vay theo thnh phn khc.
- Doanh s cho vay nm 2001 l 20,813 triu ng, chim t trng 26.03% doanh s
cho vay CTN v TD nm 2001.

Doanh s thu n trung hn tng gim qua cc nm nh sau: nm 2001 doanh s thu n
l 19,358 triu ng, nm 2002 l 18,381 triu ng gim 0,977 triu ng so vi nm 2001
(gim 5.05%) v t mc 19,871 triu ng nm 2003 tc tng 1,490 triu ng so vi nm
2002 (tng 8.11%).
- Cng thng nghip:
+ Doanh s thu n nm 2001 l 8,241 triu ng, chim 42.57% so vi doanh s
thu n trung hn nm 2001.
+ Nm 2002 l 7,989 triu ng, chim 43.46% so vi doanh s thu n trung hn
nm 2002 v gim 0,252 triu ng so vi nm 2001 (gim 3.06%).
+ Sang nm 2003 l 8,201 triu ng, chim 41.27% so vi doanh s thu n trung
hn nm 2003 v tng 0,212 triu ng so vi nm 2002 (tng 2.65%).
Ta thy doanh s thu n Cng thng nghip trung hn trong 3 nm cao nht c
thc hin nm 2001 ( 8,241 triu ng).
- Tiu dng:
+ Doanh s thu n nm 2001 l 11,117 triu ng, chim t trng 57.43 % so vi
doanh s thu n trung hn nm 2001.
+ Nm 2002 l 10,392 triu ng, chim t trng 56.54% so vi doanh s thu n
trung hn nm 2002 v gim 0,725 triu ng so vi nm 2001 (gim 6.52%).
+ Nm 2003 l 11,670 triu ng, chim t trng 58.73% so vi doanh s thu n
trung hn nm 2003 v tng 1,278 triu ng so vi nm 2002 (tng 12.30%).
Doanh s thu n Tiu dng trung hn trong 3 nm cao nht c thc hin trong nm
2003 (11,670 triu ng).
3.2.2.2. Doanh s thu n CTN v TD theo thnh phn kinh t.
Doanh s thu n CTN v TD c th hin nh sau:

- Nm 2001 doanh s thu n l 43,102 triu ng, chim t trng 57,82% doanh s thu
n nm 2001.
- Nm 2002 doanh s thu n l 47,389 triu ng, chim t trng 56,69% doanh s thu
n nm 2002, tng 4,287 triu ng (tng 9.95%) so vi nm 2001.
- Nm 2003 doanh s thu n l 57,346 triu ng, chim t trng 59.94% doanh s thu
n nm 2003, tng 9,957 triu ng (tng 21,01%) so vi nm 2002.
Ta thy rng qua 3 nm doanh s thu n cho vay C nhn tng c v s tng i ln
s tuyt i c bit tng cao vo nm 2003.

Doanh s cho vay ca Ngn hng ngy cng tng l nh vo s tn nhim ca khch
hng i vi Ngn hng, mt phn l do thi phc v ca nhn vin ngn hng.
Khi xem xt trn tng th r rng hot ng tn dng CTN v TD chim t trng thp
hn so vi Nng nghip:
- Doanh s cho vay Nng nghip khng nhng tng v s tuyt i m c s tng i
cng tng: nm 2001 chim t trng 52.76%, nm 2002 l 55.24%, nm 2003 l 55.52%. T
trng cho vay Nng nghip ngy cng tng cng l iu d hiu bi v hn 80% dn s sn
xut nng nghip, An Giang li l da la ng Bng Sng Cu Long ngi dn ch yu
sng nh vo sn xut nng nghip, mc khc uy tn cng nh mc li sut cho vay Ngn
hng Chu thp hn cc Ngn hng khc (li sut cho vay ngn hn l 1.10%/thng, trung
hn l 1.20%/thng), cng vo l s hng dn tn tnh ca cn b tn dng v h s vay
gp phn tng doanh s cho vay.
- Trong khi doanh s cho vay CTN v TD tuy tng v s tuyt i nhng v s
tng i c hai iu gim. Cn c bin php ph hp hn tt hn nng cao t trng cho
vay CTN v TD v iu ny chc chn lm c. Bi v:
+ An Giang c khong 1093 doanh nghip va v nh, y l tim nng gp phn
tng cao doanh s cho vay Cng thng nghip, ch trng ca tnh l tng t trng GDP
cng nghip v dch v ng thi gim t trng GDP nng nghip.
+ Nhu cu cho sinh hot gia nh ngy cng cao, do cn c nhiu loi hnh cho
vay tiu dng thu ht ngi dn.

4.3.1. S kt hp ca nhiu phng thc cho vay.
S kt hp ny s mang li li ch cho c ngi vay v Ngn hng, bi v ngi i
vay c th chn la cho mnh phng thc ph hp nht v Ngn hng thu ht c nhiu
khch hng.
Hot ng cho vay ca Ngn hng Chu v CTN thng theo phng thc cho vay
theo d n u t. iu ny khng mang li hiu qu tt nht cho Ngn hng ln khch hng:

4.3.5. Thnh lp cng ty mua bn n v x l ti sn ti Ngn hng chnh.
Khi Ngn hng gp phi nhng khon tn dng nhiu ri ro kt hp nhiu li nhun,

yu l phi c khch hng v thu ht c khch hng. Vic ny i hi nhn vin chuyn
trch Ngn hng nghin cu nn kinh t ca tnh, chuyn su vo cc x nghip, cng ty, khu
sn xut, c nhn sn xut,. nm bt c cc thnh phn c nhu cu m rng, ci tin,
pht trin doanh nghip mnh. T cung ng tn dng, to iu kin cho cc t chc pht
trin ng thi u t vo cc nghnh, cc d n c tnh kh thi cao.
Khi nm bt c tnh hnh iu kin kinh t ca cc t chc c nhu cu t Ngn
hng c yu cu h tr. Ngoi ra, Ngn hng nn lin kt, tham mu cho cp u chnh quyn
va nm bt ch trng, nh hng, va phi hp gip tnh ku gi vn lin doanh, lin kt
cng nhau h tr cho cc cng trnh ln, d n ln cn nhiu vn.
4.4.1.2. Thu ht khch hng.
Khi xc nh c cc t chc kinh doanh cn h tr tn dng, chnh l lc Ngn

II. Kin ngh.
Hot ng Ngn hng ngy cng pht trin, s lng khch hng n giao dch ngy
cng tng. c bit l khch hng n vay tin ti Ngn hng vo thi im xung v rt ng
ngi kn c li i, cn m rng c s h tng hn na.
Cn xy dng cc qu tn dng ri rc cc huyn th c Nhn vin ph trch phn
tn s lng khch hng n giao dch.
