A. School Description: Fenway High Model School


A new urban public high school will open its doors in Boston, MA, in September, 2011. It is being modeled after Fenway High School, a pilot school within the Boston Public School system. Within a few years, it will have a full student body and staff, and its demographics and statistics will likely look similar to those listed in Fenways Annual Report (2009) and Fenways School Report Card (2009): Grades 9-12 A national reputation and numerous awards for innovation and excellence A diverse, respectful, community-spirited student and faculty population Use of portfolios, projects and exhibitions Three core aspects: 1) intellectual challenge, 2) personalized relationships, and 3) collaborations with outside organizations (including the Boston Museum of Science) Proven academic success without academic entrance requirements Emphasis on lifelong learning & higher education Strong Advisory and Student Support programs Ventures (entrepreneurship) program & six-week senior work internships Dual enrollment with Emmanuel College In 2008, 100% graduation (including students with significant learning disabilities)

B. Selection Criteria and Overall Analysis of Core Print Collection


Selection Criteria The Boston Public School system does not currently have a materials selection policy. However, according to the Massachusetts Department of Education (2003), school library materials:

Align with curriculum standards in all areas Provide learning opportunities unavailable in the classrooms Are easily accessible for auditory learners Are easily accessible for visual learners Are easily accessible for hands-on learners Are easily accessible for English language learners Are easily accessible for students with disabilities

As this core print collection grows to reach full size, it will carefully follow these criteria, and will also aim to meet the criteria of the Massachusetts Library Association (MLA), which publishes standards for public library service to young adults (2010). Because a public library is not beholden to carry a print collection that aligns to curriculum standards, its primary focus is on personal interest materials reflecting the needs and interests of teenagers. The MLA also states that the collection should meet the needs of teens of various ages and levels of maturity as well as reading abilities. . . .Paperbacks, graphic novels and manga, and magazines should be included in any collection for this age group. . . . .The young adult collection must reflect the cultural and socio-economic diversity of the community and acknowledge the emotional and informational needs of teens of all races, religions, and sexual orientations (pg. 16). To determine an appropriate size of a full print collection, the Massachusetts School Library Media Association (2003) provides the following criteria: At least 20 titles per student, Seventy percent (70%) of its entire collection published within the last ten years, A minimum print collection size of 6000 volumes.

A more extensive collection of print materials is needed if the school covers a wide age or ability range, has multiethnic reading needs, expanded services or offers an unusually wide range of courses. Professional recommendations for fiction holdings range from 13.5% to 25% of a high school collection.

Therefore, in a school with 300 students, a print collection will eventually contain at least 6000 titles. The 200 titles required for this assignment will therefore make up a mere 1/30th of the final collection.

Overall Analysis of Core Print Collection

The main goal of the core print collection listed here is to promote immediate and strong circulation as soon as the school opens its doors for the first time. In other words, the aim is for books to begin flying off the shelves right away, in order to set a library culture of high interest, accessibility, and excitement for the students. In order to meet this goal, this core collection has a higher percentage of fiction titles than a full-sized print collection would likely have, and the reading and interest levels of all titlesfiction and non-fictionis heavily skewed towards young adults (see Figure 1 below). A greater variety in reading interests and levels will be attended to as the collection expands, with particular attention to titles recommended for college bound students and the development of a professional print collection for faculty. The fiction titles in this core collection have been chosen to be popular, high-interest materials for a diverse student population and to include the following sub-genres, as recommended by the Massachusetts Library Association (2010):

As the fiction collection is developed and circulation data are analyzed, more titles in these popular sub-genres and series will be added. Additional titles will be chosen in collaboration with faculty that explicitly align with curricular units and standards. Summer reading titles will be added, and classic fiction and canonical titles will be added on an as needed basis. The remaining titles in this core collection have also been chosen for their high-interest potential across a broad spread of the subject classifications within the Dewey Decimal System. The Dewey spread that was initially used was from the collection distribution guidelines in Betty Morris book Administering the School Library Media Center (2004). As titles were added into a list in Follett Library Resources Titlewave collection development tool, some subject areas grew beyond their allotted percentages, particularly in the 700s (Fine Arts, Recreation) because this is where graphic novels, manga, and sports titles are classified. In order to accommodate this overflow, the 300s (social sciences) and the 900s (history and geography) shrank below their allotted percentages. These subject areas will be prioritized for development right away. The Opposing Viewpoints series from Greenhaven Press will be added to the social sciences section, and many encyclopedic / multi-volume series titles will be added to the history section particularly in the areas of African-American, Irish, Puerto Rican, Dominican, Haitian, Southeast Asian, and disability history. For a breakdown of title distribution across Dewey classifications, see Figure 2 below.

D. Next Steps and Issue Discussion

Next Steps A comprehensive high school library collection must support the intellectual growth, personal development, individual interests, and recreational needs of students and must also be a professional and classroom resource for teachers. There are many next steps to developing a comprehensive collection for a new school library facility. Here are a few:

Write a collection development policy that guarantees students access to a broad range of ideas.

Ensure that materials are selected ethically, aiming to be aware of and avoid bias based on personal, political, social, or religious views.

Develop a strong and varied non-print collection, including multimedia resources such as DVDs, audio CDs, and books in MP3 format.

Subscribe to select online databases, based on quality, ease of use, readability, unavailability through Boston Public Library website, and cost effectiveness.

Subscribe to select serials: newspapers and magazines. Assess community collection needs based on interviews, surveys, and focus groups. Involve faculty and students in the selection process. Further integrate collection across the curriculum with assistance from content area teachers and curriculum specialists in math, humanities, and sciences.

Select resources about information literacy, media literacy, research and plagiarism.

Purchase assistive technology and further titles that provide access to students with learning disabilities, low reading levels, and vision impairment. These will include books from high-interest/low level publishers like Orca and titles from Recording for the Blind and Dyslexic, in addition to MP3 and digitized versions of texts to be read with Victor Reader players, playaway players, and text-to-speech software such as Kurzweil.

Add titles appropriate for English language learners and resources that reflect the linguistic pluralism of the community (resources in Spanish, Vietnamese, and Haitian Creole).

Develop a video game and board game collection for gaming programming. Continue to consult reputable, unbiased, professionally prepared selection aids such as booklists from the School Library Journal, VOYA (Voice of Youth Advocates), YALSA (ALAs Young Adult Library Services Association), and Booklist Magazine.

Issue Discussion: Spanish language & Latin American Studies resources

It would be interesting to discuss with Fenway Highs current library director her opinion of the current collection at Fenway High Schoolis it adequate in size, currency, and diversity to meet the accessibility, informational, curricular, and recreational needs of the bilingual and bicultural Latino/a student and teacher population? Since a new school modeled after Fenway High is likely to have similar demographics, it is important to anticipate the collection needs of this population. At Fenway, Latino/a students make up 41% of the population, and there are two

Latino/a classroom teachers, who both teach Spanish for Native Speakers. Spanish is taught as a foreign language, and there are also many students whose parents or guardians still speak Spanish at home (26% of students have a language other than English spoken at home). Latin American residents of Boston are primarily Puerto Rican, Dominican, Salvadoran, Honduran, Colombian, Cuban, and Mexican; therefore, these histories and cultures must be represented by current and high-quality resources in both the print and non-print collections. Here are two key questions at the heart of this issue along with possible solutions:

1. How many Spanish language resources are necessary to meet the needs of the Latino/a population? a. The Reference and User Services Association (RUSA) of the American Library Association published Guidelines for the Development and Promotion of Multilingual Collections and Services in 2007. According to this document, the amount of Spanish language resources can be determined by assessing the demand for such materials through needs assessmentsfocus groups, interviews and questionnaires. Interviews and/or focus groups with bilingual and bicultural teachers will be a first step; since the data being gathered is nuanced, questionnaires may not be the most accurate tool. The RUSA document notes important deeper factors to consider during needs assessment: The degree of bilingualism and the retention of linguistic cultural identity by particular groups, as well as the level of social integration/assimilation will also determine the level of service to a particular ethnic group. Strong, ongoing collaboration will need to be an integral element of my collection development policy.

2. Which Latin American scholars and/or research specialists are available for consultation and to provide recommendations for Latin American Studies materials that are current, accurate, and balanced in their outlook? a. The Boston Area Consortium on Latin America (BACLA) is a group of faculty at nine Boston area colleges and universities who specialize in Mexico, Central America, the Caribbean, South America, and the Latin American diaspora in the United States (David Rockefeller Center, n.d.). The consortium is headquartered at Brandeis University and chaired by Professor Silvia Arrom. Of the schools in this consortium, Boston Colleges ONeill Library posts an online Latin American Studies research guide compiled by subject librarian Larry Busenbark (2010), and Wellesley Colleges Clapp Library posts an online Latin American Studies research guide compiled by Latin American Studies Research and Instruction librarian Laura Reiner (2007). These two librarians may be excellent resources for collection development. b. During and after interviews and focus groups with bilingual and bicultural staff and students at my school community, research questions will be formulated to send to the subject area specialists above. Three potential questions are: i. What are the best encyclopedias and/or reference titles for Latin American Studies at the high school level? Online databases? ii. Which publishing houses and/or small presses would you recommend for purchasing curriculum materials in Latin American studies and Spanish language independent reading materials at the high school level? iii. Do you know any local undergraduate professors of Latin American Studies who are dynamic speakers and teachers, conduct fascinating research, and might be willing to be an online and/or in-person resource for our students and teachers?
