Te Community Fund of North Kootenay Lake Society
(CFNKLS) holds nearly $450,000 in endowment funds
that beneft charitable organizations in Kaslo and Area D.
At our Annual General Meeting in June over $20,000 was
granted to fourteen registered charities in support of social,
cultural, recreational, and educational programs. A bursary

Back In Full Force
British Columbias tough administrative penalties for
drinking and driving return to the roadside on June 15,
backed by a more fair, rigorous roadside and appeal pro-
cess that became law this spring.
Te procedural changes preserve the life-saving, deter-
rent value of Canadas toughest provincial penalties for
alcohol-impaired driving, which frst came into efect in
September 2010. Te BC governments goal of reducing
impaired driving fatalities by 35 per cent by the end of
2013 has already been surpassed. Our most-recent analy-
sis shows that we have signifcantly exceeded the initial
targets. Compared to the average over the previous fve
years, alcohol-related motor vehicle deaths have dropped
by 44 per cent since the law came into force- with an esti-
mated 71 lives saved.
Te amendments to the Motor Vehicle Act respond to a BC
Supreme Court ruling that the original administrative review
process did not provide a driver with the ability to meaning-
fully challenge the fail result of a roadside breath test.
Te amendments also enhance the fairness of both
roadside and appeal processes. Te following conditions
now apply, regardless of whether a driver provides either a
warn or fail breath sample at the roadside:
Police must advise drivers of their right to a second
breath test on a second approved screening device (ASD).
In the past, of cers were not legally required to inform
drivers of this right.
Police must tell drivers that the lower of the two read-
ings will prevail. Previously, the results of a second test
prevailed, whether higher or lower.
Grounds for administrative review now include the
reliability of the ASD results, whether police advised the
driver of his or her right to a second test, whether police
conducted that second breath test on a second ASD, and
whether the IRP was issued on the basis of the lowest read-
ing. Tese grounds refect the expanded requirements of
police of cers at the roadside.

Grads Set For Ca-
reers In Tourism
Industry
BCs tourism industry will
have more than 100,000 job
openings over the next eight
years, and graduates of Selkirk
College will be uniquely pos-
itioned to secure key manage-
ment positions.
Bob Falle, Chair of the col-
leges School of Hospitality and
Tourism, said more than 90
per cent of Selkirks hospitality
and tourism graduates obtain
work in their chosen felds.
A recent report by go2, the
BC tourism industrys human
resource association about
burgeoning growth in the
provinces tourism industry,
suggests no shortage of work
or advancement opportunities
for the coming decade.
Te Tourism Labour Market Strategy, released June
4 by go2, projects a need to recruit and train qualifed
people to keep pace with incredible growth being pro-
jected for the industry, said Falle. An estimated 44,220
tourism and hospitality positions will be new by 2020
and the other 57,000 openings will be replacements
for retirees. Tis is a golden opportunity for people
contemplating lifetime career plans, and it should be
known that two of every three new jobs will require
postsecondary training.
Selkirk College graduates approximately 60 people
each year in four program areas that feed directly into
tourism and hospitality. Te Resort and Hotel Manage-
ment and Ski Resort Operations Management Programs
are two-year diplomas. Te Culinary Management Pro-
gram is one year, which can be taken full or part time,
and the Professional Cook Training requires 42 weeks to
complete over two years.

fcient and involve real-world
work-term experience, said
Falle. Graduates in Resort/Ho-
tel and Ski Resort Management
work quickly into all levels of
management and across a wide
range of areas from marketing
to human resources, to guest
services and food and beverage.
Culinary Management and Pro-
fessional Cook grads are also in
great demand with tremendous
potential for steady, gratifying
employment in restaurants, ma-
jor resorts, hotels, hospitals and
camps. All programs are of-
fered at the colleges Tenth Street
Campus, Nelson, B.C.
Hospitality and tourism oper-
ations need people with great
business and management skills
to lead a fast-growing and com-
petitive industry, and thats pre-
cisely what our curriculum gives
them, he said. We do get students right from high school,
but our programs are especially well suited for those who
have tourism and hospitality experience but who see the
need to improve their skills in order to move into key man-
agement positions. Te programs also appeal to people
who currently own or operate existing businesses but who
will beneft from knowledge and skills upgrading.
Falle said Selkirk grads are in very high demand already,
but competition for qualifed people is going to become even
greater. Canada has weathered a few years of slow labour
growth, but now the tourism industry is poised to expand,
with labor shortages already being felt in Northern BC and
in the Rockies regions. By 2016, the crunch will be acute, so
we are doing everything to prepare more people. Te go2
report projects that more than 80 per cent of tourisms new
job openings will be in food and beverage services (43,410
openings), recreation and entertainment (20,530 openings)
and the accommodation sector (18,920 openings).

Kootenay Lake. Te Kootenay
Lake Partnership will soon re-
lease some user-friendly materi-
al that outlines procedures and
best practices for development
along the lakes foreshore and
riparian areas. More informa-
tion on this can be found at the

are of particular interest as the
water-land interface is a zone of
high biodiversity, captures fsh-

While lake levels remain
high, the KLP recommends
the following tips for local resi-
dents and visitors to love the
water, and share the respon-
sibility to care for it:

watch their wake while water
levels remain high to avoid
damage to private property
and to be cautious of sub-
merged structures that are
normally visible.
People exploring the wet-
ted shoreline should consider
other users of this area such
as waterfowl, amphibians
and fsh that may have ex-
perienced dif culty in nest-
ing, breeding or foraging this
spring;

Owens Angels Raf e
When Owen Condy-Page was
born in March of this year, things
looked bright for him and twin sis-
ter Serenity. His mother, Angela
Condy, was proud of the two new-
est members of her family. Multiple
births are hard on relationships and
Condys partner lef before the twins
were a month old. Condy was on her
own raising three children with help
from her mother Rosemary Goulart
and stepfather Tony.
But in May Owen got sick with
meningitis. He was airlifed to Chil-
drens Hospital in Vancouver and it
took nearly two weeks before the
doctors could control his seizures.
Owen had sufered brain dam-
age and the doctors were not sure
if he would be able to breath on his
own. When Owen was taken of
the respirator on June 6 he kept on
breathing. He was then moved to
Sunnyhill Hospital in Vancouver
for rehabilitation. Owen was tested
and he has some vision. He has lost
most of his hearing and will be ftted
for hearing aids soon. Owen needs
ongoing therapy and will have to go
down to Vancouver for checkups to
monitor his progress.
On July 20 Owen came home to
Castlegar. Tey say it takes a village
to raise a child. Right now thanks to
Facebook, a global village has been
keeping track of Owens progress.
Some of the village started to raise
money to help. A group called
Owens Angel was formed and de-
cided to hold a raf e.
First and second prize are Encore

ic Coastal Airlines. Tird prize is a
hand carved paddle by Haida artist
Don Pongracz, a former resident of
Castlegar, fourth prize is a ball chair

did not stop there, as Halls Print-
ing stepped up to donate the cost of
printing the tickets.

heart, said Sheila Seymour, Owens
93 year old great-grandmother.
Growing up in the Kootenays she has
seen this areas capacity for helping.

will go into a trust account to help

KASLO BUSINESS LICENCE REGULATIONS
To conduct business in Kaslo, a vendor requires a
business licence issued by the municipality. Vendors
may not operate on any public property (roads,
streets, highways, boulevards, sidewalks, parks etc.) without a
Licence of Occupation issued by Council, as well as all necessary
permits, business licences and insurance. Vendors may operate
on appropriately zoned private property only with written
permission of the private property owner, in addition to all
necessary permits and a business licence.
The cost of a business licence to operate from any temporary
premises is $150. To conduct business in Kaslo WITHOUT the
appropriate licence is a ticketable offence with an automatic
ne of $200, and this will be enforced at all times. The only
time the requirement for a municipal business licence is waived
and does NOT apply to a vendor is when that vendor is both
registered with an ofcial sponsor AND is contained within an
event site.

Columbia Basin Culture Tour
Te Columbia Basin Culture Tour allows you to explore
artists studios, museums, art galleries and heritage sites
during this free, self-guided event. Travel to studios and
archives that arent normally open, see demonstrations,
new exhibitions and collections or meet people behind the
scenes. To participate in the tour, simply grab a map, your
Culture Tour Directory and go! Te tour takes place Au-
gust 11-12, from10 am to 5 pm,
Rossland artists Tricia Rasku and Stephanie Gauvin will
be opening their working studios for the Culture Tour. At
Tricias busy studio there will be demonstrations for those
of you who wish to know about fbres, weaving, spinning,
felting, and the benefts of handmade soap. Meet painter
Stephanie Gauvin, who illuminates the scenes she paints
with her own mix of vivid, rich, bold, and ofen contrasting
colours. Her studio displays a selection of original paint-
ings, giclee prints, posters and art cards. Rouge Gallery is
located in a historical Rossland building and features lo-
cal artists who work in a variety of media from acrylics,
watercolours and egg tempera, as well as photography,
fbre, clay, porcelain, and sculpture. Joining the tour this
year is Alley Cat Glass Workshop, owner Christy Holden
describes her love of her craf: A glass artists vision lies
somewhere between the photon wave a scientist observes
when light travels through glass, and the simple apprecia-
tion of shape and colour we feel for the glass we use and
handle daily..
In Trail visit RJ Photos where you will fnd a wonder-
ful selection of treasures including magnets, postcards,
t-shirts, lavender bath salts, lavender pouches, desktop
calenders, matted and or framed photography. You can
request a wheel demonstration at Pottery by Fran and will
be able to view a variety of Frans fnished pottery as well
as view pots in the various stages of creation. Visit Diane
Oser, a painter who creates abstract and representational
work in oil, watercolour and mixed media. On Cedar Ave
in Trail you will fnd Something Sweet Creative Studio -
Sugar Shack Quilting, where Tina Ihas lovingly creates a
selection of sof toys, bags, and other useful items using
recycled upholstery fabrics and clothing, including a line
of original quilt patterns.

In Montrose stop by Te Art Shack Studio and Gallery
and meet artist E. Rebecca Leeworth. At this venue you
will have the privilege of watching this artist at work,
painting with oils and acrylics and also designing and cre-
ating crocheted hemp items.
Opposite the airport in Castlegar, the Doukhobor Dis-
covery Centre is a Traditional Village that features over
1,000 artefacts. Tere will be guided tours at 11 am and at
3 pm for Culture Tour visitors. Tis is also the home of the
Selkirk Spinners and Weavers Guild, who will be demon-
strating the various techniques of making fabric, from pre-
paring and spinning fbres to yarn, setting up a handloom
and weaving cloth. Tey also feature a lovely gif shop, full
of handcrafed work. Just down the road is Te Kootenay
Gallery of Art, a principal gallery for the visual arts within
the West Kootenay region. It provides a professional venue
for regional as well as national artists to show and sell their
work. A wonderful gif shop on site features the work of
over 100 local artists and crafspeople.
In the Robson area, visit Sandra Donohue who paints
still life, landscapes, and forals In a representational style
using mailnly watercolour and acrylic, and some pastels.
Just a little further down the road meet Mirja Vahala at
Inspiring Minds Fine Art. Enjoy a tour of Mirjas personal
studio plus 1000 sq.f workshop instruction studio and
view her colourful landscapes and mindscapes. In Salmo
at Joes Art Gallery you will fnd a warm welcome from
artist Joe Horvath who loves to share the art that he enjoys
so much creating. Tere will be an assortment of large and
small pictures and also a collection of rocks on display.

Johnsons Landing Update
A public meeting was held from 7 pm to 9 pm on Monday,
July 23 at the Kaslo Legion Hall. Fify-three people attended
and reported they were glad to receive geotechnical infor-
mation to date. Te RDCK has now held a meeting in Land-
ing, Argenta and Kaslo, and will again meet with Landing
residents once a timeline is established for the geotechnical
assessment. Te site remains under the responsibility of the
BC Coroners Service.
Te RDCK has supplied aerial photos of the slide area and
maps of the area for posting at the Johnsons Landing Hall
and the Argenta Hall, at local residents request.
Te crossing at Gar Creek is completed. Te road will be
open from 7 am to 8 pm daily, and closed and barricaded for
the night for safety. Larger culverts (one 8 f culvert and two
4 f culverts) have been installed, warning signs have been
placed, a catch basin has been constructed and the road has
been protected with riprap. Te BC MoTI is currently evalu-
ating all the options to provide access to the impacted prop-
erties, both through to the south side of Johnsons Landing
and to the former boat launch area. Tere are many challen-
ges to road repair and we will be discussing all these options
with the other agencies to ensure we have a reasonable and
practical solution to these concerns. Any land owners who
have had their property access impacted are encouraged
to bring these concerns to the attention of the Ministry of
Transportation and Infrastructure or the RDCK. Te RDCK
will provide updates on roadwork as available.
Te RDCK is working with MFLNRO landslide experts and
geotechnical experts to look at moving some of the land-
slide material into a hump near the ski jump area of the
slide, so any material that may yet dislodge would then be
directed away from homes and into the Gar Creek drainage.
Tis would be a temporary, operational measure to increase
safety for agencies working in the slide area. Once the full
site assessment is done, the RDCK will have more informa-
tion about the need for more permanent berms or structures
if required.
A total of 14 properties are still under the evacuation order
and the RDCK will continue to reassess the order area over
the coming days as more geotechnical information becomes
available. Te Johnsons Landing Retreat Centre is now out-
side of the evacuation order area.
Te RDCK is developing special access permits for those af-
fected by the evacuation order. For safety reasons, these per-
mits will not be issued until the recovery efort is completed.
Tese permits will be available only to evacuated residents
and landowners and will include strict safety protocols. Te
RDCK will issue more information to evacuees about how
to arrange for a permit once the BC Coroners Service noti-
fes us that their work is done.
RDCK security continue to patrol homes that have been
evacuated to ensure they remain secure while owners are
away, and to ensure people stay away from the landslide site,
as it is still a very dangerous area.
Te Resiliency Centre where Emergency Social Services was
located is now closed. Disaster Financial Assistance expert
Tim MacLeod continues to work closely with evacuees and
local residents whose homes have been damaged or de-
stroyed to ensure the Disaster Financial Aid (DFA) applica-
tion process is clear and applications are submitted by dead-

Development Of A New Liquid
Waste Management Plan
Te Village of Kaslo recently initiated stage one of a
three stage process in developing a community wide liquid
waste management plan (LWMP). Tis plan will evaluate
the overall efectiveness of current liquid waste collection,
treatment and disposal practices in Kaslo and create a new
comprehensive plan for managing the communitys liquid
waste well into the future.
According to Ministry of Environment documentation
on the LWMP procedure, the three stage process can typ-
ically take two to three years to complete. TRUE Consult-
ing, a planning and engineering frm out of Kamloops, has
been hired to assist the community through the frst stage of
the plan. Scott Wallace, a professional engineer and project
manager with TRUE Consultings Trail of ce, describes the
frst stage of the LWMP as an opportunity to consult with
the community and generate a long list of viable options. It
is anticipated that this frst stage of the LWMP will be com-
pleted by the end of the year.
Te Village of Kaslo is requesting public input in this in-
itial stage of planning so that the community may help guide
the direction of the plan early on in its development. Pub-
lic input into the creation of this plan is important because
once it is complete and approved by the Minister of Environ-
ment, there is no mechanism for appeal and it will not be
necessary for the Village of Kaslo to hold a referendum to
borrow funds necessary for the execution of the plan.

ca/kaslo. Questions and comments can be submitted dir-
ectly to the engineers by emailing kaslolwmp@true.ca. En-
gineers from TRUE Consulting will be available for consul-
tations with the public at the Farmers Markets of Saturday,
August 4th and August 18th. A public open house will be
held in the fall to present the fndings of the public consul-
tations, review the options to be explored in the next stages
of the LWMP process, take a community survey and collect
valuable feedback from residents.

CBT Helps Communities Apply
For Federal Funding
Columbia Basin Trust (CBT) has set aside $530,000 to
support communities applying for the federal governments
Community Infrastructure Improvement Fund (CIIF).
On July 5, the federal government launched CIIF, a new
program that will invest $150 million across Canada, with
$46 million dedicated to Western Canada, over the next
two years. CIIF focuses on rehabilitating and improving
existing community infrastructure that is non-commercial
and accessible to the public, such as community centres,
cultural centres, parks, libraries, recreational facilities and
tourism facilities, as well as other existing community
infrastructure assets which have a local community impact
such as connectivity and broadband and local airports.
Tis is a unique, one-time opportunity for CBT to
provide matching grants to help communities leverage
federal funding to improve infrastructure in our region,
said Neil Muth, CBT President
and CEO. Its an extremely short
timeline for groups to respond;
thats why were also ofering
funding to hire support to assist
groups in meeting the deadline.
Applicants, including local
governments, First Nations and
non-profts, must leverage at
least 50 per cent of the total eli-
gible project costs through fund-
ing from sources other than the
federal government, and projects
requesting less than $250,000 will
be given priority.
CBT will make a maximum over-
all commitment of $500,000 and
support any successful application
to a maximum of $50,000 per pro-
ject (up to 50 per cent of the com-
munities required portion). Pro-
ject selection will be based on the
CIIF criteria and CBTs support
will be conditional until approval
from CIIF is confrmed.
CBT will also assist applicants
in submitting their CIIF applica-
tions to meet the August 2, 2012
deadline by making funds avail-
able (maximum of $2500/appli-
cation) for communities to hire
someone to assist in compiling
the required information for sub-
mission to CIIF. A maximum of
$30,000 has been committed for
this form of support.
