A communication system will be established to personnel within the confined space. A permit to work system will be implemented for entry into the area. Rescue equipment will be on site. Adequate ventilation will be maintained. Breathing apparatus or airlines will be provided. Detection equipment will be present and used prior to entry into the confined space. Monitoring will be maintained during the presence of persons within the confined space, to check the level of oxygen and presence of toxic or explosive substances. Personal protective equipment suitable for the working environment will be provided. The electrical contractor will ensure all staff entering or managing confined spaces will be fully trained. The electrical contractor will ensure compliance with all prevailing legislation and codes of practice with respect to working in confined spaces.

Designated emergency exit routes will be kept free of obstruction at all times. The electrical contractors staff will comply with the site fire safety procedures.

Fragile Roofs (HA3)

All staff involved in work on fragile roofs will be trained in the safe system of work to be used. Barriers and signs will be provided so as to isolate the working area below while work is in progress. Suitable means of access will be provided to the roof, such as roof ladders, crawling boards, scaffolding and staging. Suitable personal protective equipment will be provided to personnel. The electrical contractor will identify, before any work commences, the type of material used in the fragile roof.

All appropriate authorities will be notified, and given a programme of the road works. All staff to be trained and made conversant with the requirements of the New Roads and Streetworks act. All staff will be issued with appropriate personal protective equipment, which will be worn at all times. Safety zones will be established to enable staff to operate effectively and safely. The electrical contractor will ensure that traffic management complies with all current legislation and codes of practice.

All gangways and areas adjacent to the water edge will be kept clear of obstructions. Protection will be provided to the water edge where practicable. If this is not possible then staff will wear safety line and harnesses. Rescue equipment and first aid equipment will be inspected daily. Training will be given to staff on the use of harnesses and buoyancy aids, and in rescue procedures. Lighting will be provided at the water edge. Where fast-flowing waters are involved, grab lines will be provided downstream.

Working at Heights (HA6)

Suitable access will be provided to the working area, and shall be inspected at regular intervals. All operatives working on site shall wear safety helmets at all times. Edge protection will be provided as necessary. Signs and barriers will be positioned directly below the works to warn and prevent access to the working area. All current legislation and codes of practice concerned with working at heights will be strictly complied with. Training and instruction will be given to staff on the usage of lines and harnesses. Chutes will be used to dispose of debris.

All work conducted near to or under overhead power lines will be carried out in accordance with current legislation and codes of practice. All crane operations and movements in close proximity to overhead power lines will be supervised. All drivers of visiting vehicles will be briefed on the site hazards. Any operations involving the movement of potentially hazardous objects - such as ladders and scaffolding tubing, in the vicinity of overhead lines, will be subject to special supervision. Before any work on site commences, a survey will take place to identify hazards and to establish safe working clearances. Barriers and warning signs will be installed and continually monitored to ensure that they remain in place. All staff will be briefed on the hazards and the requirements of working near to overhead power lines.

Working Near to Underground Services (HA8)

All services encountered on site will be assumed to be live until proven otherwise. All staff, machine operators and subcontractors will be fully briefed as to the site situations before any work is commenced. All temporary service works will be clearly marked. Before work is commenced, contact will be made with the relevant authorities, to obtain details of their services in the vicinity of the works. Cable location devices will be used to verify the presence of any underground services. All work in the vicinity of underground services will be carried out strictly in accordance with current legislation and codes of practice.

Only fully trained personnel shall operate the equipment. Cylinders shall be made secure to stop them falling over. All flammable material will be removed from the work area or shielded by means of fire resistant shields. A fire extinguisher shall be situated adjacent to the work area. Hoses to be inspected on a daily basis. Oxygen cylinders shall be stored at least 3 metres from Acetylene cylinders. Operatives shall wear the appropriate personnel protective equipment when using the equipment.

All personnel working with glass shall be fully trained. Personnel will wear gloves when transporting glass. Suction pads and slings will be used as appropriate when transporting glass. The glass shall be made secure during transportation. Before transporting glass into the building, the route will be surveyed for obstructions and uneven or slippery surfaces. When installing glass at high levels, the area below will be kept free of people. Any broken glass will be cleared up immediately.

Tasks given to trainees shall be within their capability and will be supervised at all times. On site training will be given to identify the hazards present in the workplace. Trainees will not be left to work on their own. Training will be given to identify hazardous situations such as working at heights, or working adjacent to roadways etc. A training record sheet record will be maintained to detail the training they receive. Basic first aid training will be provided.

Access to generator rooms will be strictly limited to authorised personnel. Access to generator rooms will be strictly controlled by locking arrangements with keys only issued to authorised personnel. Work on the generator, will be carried out by authorised personnel working on a permit to work system. Any automatic start up circuits will be disabled before work is commenced on the generator. If the room has an automatically controlled fire suppression system, the system must be disabled before the room is entered, and reinstated after the permit to work has been cancelled. The generator rooms will have the appropriate warning signs fixed to the access doors, complete with emergency telephone numbers. Access to the generator rooms will be kept clear at all times. No smoking or naked flames will be allowed in the generator room. Ventilation grilles to be kept clear at all times.

Access to the battery rooms will be strictly limited to authorised personnel. Access to the battery rooms will be strictly controlled by locking arrangements with keys only issued to authorised personnel. Work on the batteries, will be carried out by authorised personnel working on a permit to work system. If the room has an automatically controlled fire suppression system, the system must be disabled before the room is entered, and reinstated after the permit to work has been cancelled. All work within the battery rooms will be controlled under a permit to work system. The battery rooms will have the appropriate warning signs fixed to the access doors, complete with telephone numbers to contact in case of an emergency. Access to the battery rooms will be kept clear at all times. First aid equipment, including eye washing, shall be available adjacent to battery rooms. No smoking or naked flames will be allowed in the battery room. Ventilation vents to be kept clear at all times.

Any containers used for the storage of lamps awaiting disposal will be clearly marked. If lamps are to be crushed on site, then a COSHH assessment will be carried out. Broken lamps will be treated as special waste, and will be kept separate from other building waste. All staff involved in handling, storage, maintenance and disposal of lamps will be fully trained. First aid equipment to be provided. All work involving the disposal of discharge lamps will be carried out in accordance with the relevant legislation and codes of practice.

Lids of containers containing flammable liquids will be kept secure at all times. Flammable liquids will not be used for unauthorised purposes. Flammable liquids will only be stored in suitable containers, and clearly marked to show the exact description of content. Staff using flammable liquids will be suitably trained, including fire precautions and use of extinguishers. Suitable personal protective equipment will be provided and maintained. Only the minimum quantities of flammable liquids needed shall be kept on site.

Personal protective equipment will be issued to staff prior to the work being undertaken, with full training on its usage. The work area will be isolated by the use of enclosures or screens, to prevent the spread of dust and materials. The work will fully comply with all current legislation and codes of practice. The electrical contractor will carry out COSHH assessments on the materials to be used prior to work commencing. Waste materials will be disposed of in sealed bags or containers, for disposal as classified waste. Exposure levels to dust and fibres will be monitored.

Only suitably qualified personnel shall operate the circular saw. All guards will be in place whenever the saw is operated. A push stick will be used to complete the cutting operation. The saw operative will wear eye protection when operating the saw. Assistants shall wear eye protection. The saw blade and machinery shall be regularly inspected. Only the correct size of saw blade shall be fitted.

Only fully trained staff will carry out chute installation. Helmets and protective clothing to be worn by staff at all times. Barriers will be installed to keep the public or other site personnel from the chute area. Care will be taken to ensure that no debris larger than the chute exit diameter will be put in chute. The chute will be inspected regularly for blockages. Chute to be inspected daily for damage or loose fixings onto scaffoldings.

Only competent drivers to operate dumper truck. Stop blocks to be positioned at dangerous discharge points. Guard rails to be placed along dangerous slopes. The dumper truck shall not be driven with the bucket in the raised position. If the dumper truck transfers mud onto public roads, warning signs will be displayed and road sweepers utilised as necessary. The dumper truck will be immobilised out of working hours.

Anti vibration gloves will be worn at all times. Ear protection shall be worn at all times. Operatives will be fully trained in using vibrating tools to avoid back injuries. The vibrating tool will be fitted with sound reducing mufflers. A job rotation working pattern will be implemented to avoid prolonged exposure to the hazards of using vibrating tools.
