The recent UNFCCC negotiations related to REDD+ had considerable attention to national forest monitoring systems (NFMS). The NFMS will support monitoring REDD+ implementation including some of its safeguards. The parties have so far agreed that the characteristics of an NFMS should include: flexibility, building on existing systems, enabling some degree of assessment or identification of changes in natural forests, coverage of all forest in the country, reflecting the phased approach and identifying potential sources of uncertainties. In Indonesia, a forest monitoring system exists through remote sensing analysis that is reported every 3 years since 2000 by the Ministry of Forestry. This analysis includes information on land cover, forest cover and forest cover change, as well as forest management types. Since 2010 some of the information is available online through a WebGIS (http://webgis.dephut.go.id). REDD+ is now requiring additional information to be monitored and reported. Even though REDD+ activities do not yet exist in Indonesia, the framework or system that would allow the presentation of the forest monitoring results should already be developed. In Indonesia these begin through an upgrade of the existing WebGIS system. GIS expert for WebGIS (REF: Project UNJP/INS/081/UNJ) Under supervision of the Director of Forest Resource Inventory and Monitoring and guidance from the UN-REDD team, APO UN-REDD and Assistant FAOR - Programme, the above mentioned National Consultant shall conduct specific activities related to programming for the Ministry of Forestrys WebGIS forest monitoring system. The consultant will work together with a GIS expert to achieve the outputs. The Web GIS activities will include but not be limited to: 1. Collect and prepare spatial data for web presentation 2. Work with the programmer and the Ministry of Forestry to adapt the WebGIS to meet the new requirements set by the Ministry, some of the new requirements are: a. Additional layers of information are added to the system b. A time bar is added that allows for viewing the same information in different years c. Hyperlinks to qualitative information is added to the maps Key Results Expected: High quality of delivered results on: 1. WebGIS system that is adapted to set requirements, with user friendly interface and clear presentation of information 2. Ministry of Forestry staff is capable of managing the system themselves Qualifications and experience required: University degree in Geography, Forestry, or related subject with specialization in GIS, at least 3 years of relevant work experience; Strong experience with ArcGIS for desktop, Familiarity with ArcGIS for server is an asset. Proficient in English language, spoken and written, Strong interpersonal skills, Ability to communicate across disciplines, Ability to work proactively in a high-pressure, fast-paced team environment, Experience working in international environment is an asset.
