COMPLAINT
The Complainant, being duly sworn, makes complaint to the above-named Court and states that there is probable cause to believe that the Defendant committed the following offense(s). The complainant states that the following facts establish PROBABLE CAUSE:

Complainant, Phillip Sosnowski, of the Minneapolis Police Department, has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On or about May 12, 2012, your affiant acting in an undercover capacity was provided with documented $20.00. At 8:21 p.m., your affiant sat in the bus shelter on the Northeast corner of Clinton Avenue South and Franklin Avenue, Minneapolis, Hennepin County, Minnesota and acted as if he was intoxicated. The $20.00 bill was located in your affiants left shirt pocket. At 8:27 p.m., two females, later identified as ANGELA NICOLE CUELLAR, Defendant Cuellar herein, and KARA-ANN MARIE COLLINS, Defendant Collins herein, walked past your affiant in the bus shelter and then stopped, turned and talked to each other briefly, and then walked back to the bus shelter. Defendant Cuellar stood at the west entrance to the shelter and began to talk to your affiant. Defendant Cuellar then sat to your affiants left. Defendant Collins stood in the west entrance looking around. Your affiant had a bag with a few beers with him. Defendant Cuellar asked your affiant if she could have a beer and reached towards the bag. Your affiant pulled the bag closer to himself. Defendant Cuellar asked your affiant if he wanted to party. Your affiant continued to act intoxicated. The Defendants left the bus shelter but returned a few minutes later. Defendant Collins was standing directly in front of your affiant and Defendant Cuellar was standing just outside the entrance looking around. It appeared to your affiant the Defendants, at various times, were acting as lookouts. Defendant Cuellar entered the shelter and sat next to your affiant. Your affiant was acting as if he was drifting in and out of consciousness. Defendant Cuellar

reached for the $20.00 bill your affiant had in his pocket. When Defendant Cuellar saw your affiant notice her reaching for the $20.00, she quickly pulled her hand back. Defendant Collins placed her hand on your affiants face and asked your affiant if he was okay. Your affiant did not reply. At that moment, Defendant Cuellar reached into your affiants pocket and took the $20.00 from your affiants person. The two Defendants then left the bus shelter. Your affiant gave the arrest signal and the Defendants were arrested. The documented $20.00 was located on Defendant Cuellar.
