Ideal kingdom for framing the Life

The Ideal Kingdom

o understand and make out the ideal kingdom, requires a proper understanding about the

goal of life, as goal of life when can be attained smoothly and when the rule of the king leads the general mass towards the goal of life, that kingdom of the king is the ideal kingdom, with the ideal kings rule. Now to know the goal of life requires understanding of life itself. What is life? We, the erroneous society very erroneously say that life starts from the formation of a body and ends at the end of that. But why then is that life doesnt start fresh? Why then that life starts with previous experience? That experience shows that the formation of the body is not the start of its life. The Vedanta says that the universe we see is nothing but a dream. Who then is that dreamer? Are they ourselves? If that was so, then how can we all dream the sky to be blue, the grass to be green, although we are dreaming independently! This signifies that we are not the dreamers at least not independently. If we consider ourselves alone to be the dreamers then there must be something common seated deep inside of everyone who is dreaming. Again although the basic dream is same, but the expanded dream is not same of everyone, where the concept of perception comes into action. The problem then only is resolved, when the fact becomes like this: There is a common dreamer who is seated deep inside all of the beings, this common factor is the base dreamer and is beyond the obligations of Time, Space and State, i.e. beyond the creation, since creation is a three dimensional effect, based on three axis viz. Time, Space and State; now when this super dreamer dreams, then he/she enters the zone of creation, i.e. he/she comes under the

control of three variables, and when this happens, then the dream since controlled by variables varies among everyone, as everyone is experiencing a different plane on the graph of three axis. The explanation explained above can be shown as below:

Time

Space

The Common Dreamer

State

This Common Dreamer is commonly called Atma or Paramatma or Parabrahma. He/She is the base dreamer, and beyond all the creations. When the dream starts, He/ she expands his/her dream in three planes, Time or Kal or Mahakal (Shiva), Space or Sthan or Vishnu and State or Patra or Brahma. The Common Dreamer or the Paramatma acts accordingly through these three axis, through Shiva or Kal in the name of Kali, through Vishnu or Space in the name of Laxmi or Yogmaya or Mahamaya, and through Brahma or State by the name of Ripus, Pases, Indriyas and Nads. The three axis are generated consecutively, firstly time, then space and then state. When time is expanded, the Common Dreamer is split into numerous dreamers. These dreamers are known as Mind or Manas or Jibatma. These Manas travels through the Space and with the effect

of Yogmaya, they are illuminated with Intellect or Buddhi. And when the Manas and illuminated Manas or Buddhi passes through the axis of State, then the Body develops, and as they passes through the body, the Indriyas, Ripus, Pases and Nads develops. The Nads remains inactive, as the Indriyas, Ripus and Pases gets into action. These three enables the Manas and Buddhi to forget about their origin as they make them explicit. They enable the Manas and Buddhi to look at the dream as if it is the Truth and the truth as if it is Dream. After a lot of experience, when the Ripus and Pases and Indriyas become feeble to satisfy the Manas and Buddhi, then the Nads grows agile. And at a particular time when the Nads become active, the Buddhi finds its origin, and ultimately the Manas finds her and finally the Manas dissolves into the Paramatma. Thus the evolution of the Atma and recycling of it towards Paramatma is an entire life. The reach towards Paramtma is the Goal of Life. And thus the kingdom where This reach is given the utmost priority and all other activities are meant to reach there is the Ideal Kingdom and the Kings rule that does so is the Ideal Kings Rule. But You may say that to maintain a body requires numerous activities, needs food, needs luxury, needs comfort, needs sex. Thus, the Ideal Kings rule is that rule where all the necessary requirements are provided to satisfy the Ripus and Pases and Indryas and then a well knitted procedure is followed to let the satisfaction to discontinue and enabling the Nads to get into action, and then the rest can be performed smoothly. This Ideal Kings rule will be framed now. A King is required to follow a rigorous and vast procedure and that procedure will be knitted now.

pillars of Kings rule

A roof can stand over four pillars, which has its base on the floor and roof as its top. Likewise is a bridge. Look now at the bridge below. It stands on four pillars. The bridge is not horizontal, and nor vertical, its an ascending one. There is a viewer and a view, and the bridge is in between.

Now if the first leg is broken, then the bridge will come down on the right side and thus the viewer will not be able to have a view of the view.

Swarna

Yug

Chapter

III

Page 4

Ideal kingdom for framing the Life

Again, if the second or third leg is broken, or is feeble, then whenever the load on the bridge becomes more, there is always a chance for the bridge to collapse. Thus the attention towards the view diminishes and ultimately if the bridge collapses the view remains at an infinite distance.

Finally, if the last or final leg collapses, then the bridge cannot meet the View, and thus remains incomplete.

Thus, all the four pillars are dependent on one another, but how are they dependent, and what all this resembles?

Swarna

Chapter

III

Page 5

Ideal kingdom for framing the Life

The Viewer is the King, The View is the Goal of the Kingdom and that should be the Goal of Life, The path of the bridge is the path through which the subjects of the kingdom, or the general mass is to be lead towards the goal, and the four pillars are the Stands on which that rigorous path is placed or framed, i.e. A) Defense B) Culture C) Education D) Economy

Those four Pillars are not only necessary to remain united, but also they are very much inter-related and they when assembled in the proper order and proportion only can lead the entire mass towards View or Goal.

If there is no defense, there will remain a constant fear of external terrors. Not only that, defense has also to do a vital role in the internal regularization. Thus if defense collapses, then the entire kingdom is at a stake.

If the Culture or education collapses, then the entire path gets feeble. More the pressure of population over the path more is the chance to end the story of goal attainment.

And finally, economy is the governor of everything. If economy can be made sound, education can then only prepare the mass to reach the framed culture to meet the goal. Otherwise the journey ends.

Page 6

These are the basic functions of the pillars to make a continuation of the process flow for the subjects to reach the Goal. But there is a deep relation between the four pillars, which denotes their number from the King towards the Goal.

Culture is a set of disciplines, referring what to do and what not to. This discipline is the actual path moving through which the Goal can be met. So Culture can then only be framed, when the Goal of the kingdom is set and that should be a set in a backcalculated method. This includes the social structure, who will do what, who can do what, who cannot do what, how much can be done by whom. Defense has a good work to do here. It can be used to observe, give the first-aid punishment, and enlighten the fact towards the King, so that King may do the necessary amendments for the smoothness of the Kingly-path. But why do the subjects follow such a path? Their lives are theres. They have every right to know the reason to walk on the path they are walking and the direction they are moving. To make them know, understand and feel the reason, is the process of education. But all these are possible if there is economic stability in the kingdom. If there is no economic stability, then mass will generate within them a hunger of wealth. Mass may also generate a hunger, if they are allowed to earn unlimited wealth. So the mass should be given an economic protection firstly. Once the protection is given, they are to be directed to earn more. Again they are to be protected from excess earning by the means of tax imposition. Tax imposition is not only to fill up the Treasury of King, but also to shape up the mind of the subjects about economical need and want. Here also interior defense has a typical part to play and react. This need and want of economy and the explanation of taxation policy is also a vital role of education. Thus, without defense, all other activities is impossible, so that is the first Pillar, and without proper economical planning, the entire path is useless as it will lose its stability, so its the final or fourth pillar. Based on these two pillars the Goal can be attained, but this is not a plan for a single person, but for an entire kingdom. So it needs a proper culture, following

Swarna

Yug

Chapter

III

Page 7

Ideal kingdom for framing the Life

which the mass will know the use of economy and also know the goal for them to reach. So its the second most important Pillar, because it has to govern the economy and also the education, which is to make the subjects follow the culture and thus is the third important Pillar. This remains the short discussion over the four pillars and now we will go for the elaborate discussions for the four pillars and their use for the Ideal Kings Rule.

Although Defense is the first among the four pillars, but defense since has both the exterior and interior effect, it will be discussed later. The exterior effects can be easily sketched. But the internal affairs include the rule of culture and education and economy also. So before establishing those three pillars, if we establish the Defense pillar, then the pillar will be an incomplete one. So the first pillar to be established is culture, because, culture has the raw material of Goal of mankind and the culture is the raw material of Education and Economy.

Culture

What is Culture? Culture is a set of disciplines. What kind of discipline? To find what kind of discipline, we are required to know, why this disciplines are. We know that the creation is meant for a purpose, it has a goal to reach, and a target to overcome. The disciplines are the weapons in the hand of the King for enabling his subjects to reach that particular goal, and along with that starting and maintaining a process flow of this phenomenon, i.e. the path going through which the subjects can reach the goal of mankind and creation as well. How can this goal be established. Let us go through a discussion.
We all by now believe that big bang theory to be the origin of the creation which essentially means that there is a supreme origin of this universe. The entire consciousness for the creation lies there and the total energy flowing within the creation and the entire mass within this very creation adds up to the consciousness of the creation. Thus C=M-E, Where, C= consciousness, M= mass or the state of Manas, and E= energy flowing within the creation.

Since, here we are dealing with the constants of the creation, we are neglecting the figures as we see, as they are all variables, which are assembled over a manas time to time with different compositions, and those are nothing but are derived form of the constants, as if they are not constants, and thus creating and illusion. More the Energy consumed or derived from the Super Consciousness, more the manas is under illusion, and lesser the energy consumed, the manas reaches the state of consciousness. This path of movement from illusion to consciousness is the reflection of the goal for mankind, and the paving of this path should be the background of the culture to be established by the King for his subjects. We often talk about death, but Lord Krishnas Bhagabad Gita has to say that there is nothing called death. Let us assume the creation in a more friendly way, so that the entire system and process flow becomes easy to understand. A person gets the consciousness to build and industry. Then what he does, he builds up the farm, he brings the raw materials, creates Board of Directors, very close to him, then he creates the departments for carrying out his work flow and finally the designations to make the process flow. Neither this BOD, nor these Departments, nor these designations are destroyable by any means. The staff goes also by this way. They firstly join in the particular designation, and then while he realizes the importance of his designation, he becomes the higher departmental staff. When he understands the attraction of the owner, then he moves towards the Board of directors. Mankind is also like that. They firstly lie at the bottom with TAMA gunas as lower class sudras with the manas staying far away from consciousness. When they understand the need of them, they conceive lesser energy from the consciousness and turns into RAJA-TAMAS, where they become masters of the Sudras as Vaishyas, or merchanters. When they understand their role in the society, they turn into Mukhyas, or higher Vaisyas with RAJA gunas. After understanding their role and the goal of the society, they develop within them the SATWA-RAJA gunas. With that they become the Kshatrriyas. While being like that, they become more matured and reach the Super conscious state, where they absorb the least of the energy and become equivalent to the Consciousness itself. Then they are the Goal reachers or Brahmanas with pure SATWA gunas. This is the flow thus TamasRajaTamasRajaSatwaRajaSatwa

The Lord dreams of the universe. She dreams for a particular time called Kal of Kalpa or dream or KalpaKal. The dream remains in the form of Embryo or Supti. This embryo has enlarged into the Universe. The Super Soul passing through the time as the time passes splits into or rather looked to be split into numerous illusive infinitesimal designs called Manas, or Soul. This Soul when passes through the universal components or panchabhutas, develops for itself a body. This body is generated and as well degenerated, and this entire function is guided by Manas with the aid of its eye, that is developed from its passage through the physical world. This eye is intellect. It has two major functions, Receiving data and Retreating data. While receiving data, it has four stages, which it passes one at a time 1) Receiving what is brought forward by senses. Here no processing is carried out to control the data. 2) Received data is scrutinized on the basis of self-betterment. Here self-comfort is highly preferred. 3) Received data is scrutinized on the basis of betterment of nation. Here self comfort is overruled .but the comfort zone is materialistic. 4) Received data is scrutinized on the basis of betterment of mankind and beyond While retreating data, it also passes four stages 1) Forwarded what is there in the brain without processing 2) Forwarded what is there in the brain taking into account the self-betterment interest. 3) Forwarded what is there in brain with a scrutinization of interest of nation, tribe 4) Forwarded what is there in brain taking into account the betterment of mankind and beyond

This much can be done by the King for his subjects, remains then is going beyond the creation to reach the ever constant truth. These have to be done only by the person himself. King has to support the event. So, the culture to be established is for the development of mankind from sudras to Brahmanas. From here two paths of the culture establishment arises. A) Identification of the stage, a subject belongs to and B) Different practices for the different catagories of subjects. There must be five schools of practices for different categories of subjects, viz. sudras, vaishyas, Mukhyas, kshattriyas and brahmanas, so that all the five stages of the path towards goal remains in practice. There must be a both way movement from all the categories. Why this is? This is because although we can formulate a projected movement towards goal, but yet there remains a chance of an error. Manas makes up the body according to the Karma it is required to do for reaching the goal. Whenever it develops a body, it requires a particular time to start its next karma. Before that, it may seem to be in the brahmana form, since the culture its getting due to birth in a family of brahmana, but when it starts its own karma, it may start from a vaishya or kshattriya or what-so-ever. So a down-gradation process should also be practiced, and upgradation process is mandatory, since a manas in one body has the opportunity to move from Sudra to Brahmana. But every such alteration of school must be well scrutinized and the fixation of a subject in a particular school is also required to be scrutinized accurately. This fixation process is to be scheduled under educational process, because a subject can be most accurately read, when education is given to him/her, as while the light of education is thrown on him/her, his/her acceptance of the education is the indication of his/ her school. The different professional duties of different categories are to be discussed now. The Sudras: They are the subjects whose intellect has not yet been developed. They are to be made skilled to act for the society, in sense of agriculture, animal husbandry, factory works, running groceries and all type of shops, office works, banking, doing accounts, working as labor, as servant, government duties, defence, transportation duties and cottage works like tailor, carpenter, dresser, entertainer in terms of games and dramas and songs and dance. This acts requires only skills, that can be developed by proper training alone, and requires no discreet intellect and so are the activities of Sudras. By doing these types of works, which will be time bound and equally paid, the sudras will get enough time to be trained to go to the next

school of the society, i.e. Vaishyas. It should be noted that all the sudras are to be marked by the school of locating status of subjects and can be upgraded to next level only by the school. The Vaisyas: They are the subjects who are with Tama-Ruja gunas, i.e. they are now starting to think something other than themselves. They are to be placed at higher governmental positions to monitor the working sudras, monitor their office works, their factory works, agricultural and other works. All of them will be equally paid and paid more than the sudras and their work is also time bound. It should be noted that all the vaisyas are to be marked by the school of locating status of subjects and can be upgraded to next level only by the school. They will be the trainers of Sudras about their profession, but the morale training will be conducted by brahmanas alone. The Mukhyas: They are the subjects who can be utilized to protect the economy of the kingdom. They are to be placed as governors of different profit making institutions of government. The profit making institution includes agricultural sector, banking sector, factories, diary sector, and entertainment section. It should be noted that all the mukhyas are to be marked by the school of locating status of subjects and can be upgraded to next level only by the school. Every Mukhya at the top of each sector of the entire kingdom is an executive in the parliament of the King and they are the top salary getters among the mukhyas. They will be the trainers of Vaisyas about their profession, but the morale training will be conducted by brahmanas alone. The Kshattriyas: They are the kingly caste, who within them has developed the deliberate sattwa guna. They will be the Pradhans of different provinces of the kingdom, chief of warfare, defense, Governor of the Mukhyas and the ministers of the king. It should be noted that all the Kshattriya are to be marked by the school of locating status of subjects and can be upgraded to next level only by the school. The best among them will be selected as king and will be the most highly paid subject of the kingdom, others will be of equal salary, and the king will be selected by the brahmanas. They will be the trainers of Mukhyas about their profession, but the morale training will be conducted by brahmanas alone. The Brahmanas: They are the unpaid subjects. Their full cost is to be beared by the treasury, and there will be no tax imposed on them. They will be the teachers, trainers of morale to

everyone and trainer of profession of Kshattriyas. They are the Selectors and they are to be selected by the schools itself and the chief of them in every province is the Pradhans crown, and the chief of the kingdom is the crown of king. This is all about the duties of the different schools. Now the education and training procedure is to be discussed in the next pillar i.e. Education. The entire culture will be synchronized again in the chapter of Ideal Kingdom Formation.

Education

Education is the next pillar in forming a kingdom, and for forming an ideal kingdom, the education must be centered at the culture. That means the education must make a student understand why that specific culture has been set up in his/her society. To make him understand that, he is required to know the truth and the goal of life. After the goal is understood, the culture will be prominent to him, and once that is prominent then the duty of educator is to search the role of the person in that societal system, who is student now. And with this understanding, along with all the necessary education provided to the student, that particular role is to be given to the student as training. But the education cannot be same for all age of a student. For that there should be three Broad schools of education:

Swarna

Yug

Chapter

III

Page 14

Ideal kingdom for framing the Life

The Preliminary: Here the basic education is to be given. Subjects: Literature, Mathematics, Science, Geography, History, Upanishad, (Bhagabad Gita/ Bible/ Quran), Music, Defense Age Group: Not Below Eight and not above Fourteen The Secondary: Here the Secondary Course is given. Here the synchronization between all subjects is educated, because one subject or no subject can stand alone or lead towards the Knowledge of Truth. Subject: Mathematics, Science, Upanishads, Purans, Vedanta, Bhagabads, Geography, Music, Use and Misuse of Weapons, Art of Fighting Age Group: Not below Fourteen and not above Eighteen The Final: Here the Occupational training is to be given, by analyzing ones role in the society. Subject: Different Occupation and there linkage, Economy of Kingdom and role of each occupation in it, Taxation policy of Kingdom and its influence on the culture, The particular occupation he will be doing. Age Group: Not below Eighteen. Everyone has to undergo the education procedure. All the three schools will be under one University and the entire university will run at the Expense of the Kingdoms Treasury. The entire Preliminary student will be educated at the Secondary school, and the entire Secondary School student will be educated in the Final School. A student has to be stay at the University or Ashram throughout the Education Life. No Ashram can have more than 30 students in one Batch. One Batch is of one year.

Swarna

Yug

Chapter

III

Page 15

Ideal kingdom for framing the Life

No Village can have more than one Ashram. No Sector can have more than 20 Villages. No State can have more than 20 Sectors The Kingdom cannot have more than 20 States. So, the Kingdom can have Maximum of 8000 Ashrams and 2, 40,000 of students. So a maximum of 2, 40,000 births are allowed in a year. This is all about the students. Now come to the point of teachers. Who can be a teacher. A Teacher has to be a Rishi or a Saint. Because teaching is developing a student, and developing a student means developing the future of nation. So that person can be empowered to do so, who knows humanity and puts humanity above all. So, a Saint can only be a teacher, and regarding some areas where saints cannot be teacher, like few professions, there saint will be on the observation of that teaching. All of the saints and teachers will be employed by the Government of the Kingdom. Neither the students will be enforced to any particular stream, nor will they be allowed to select what profession they would like to select. But they will be judged by their teacher to make them go to a particular profession. There will be no so called exams. Examination will be done by the teacher alone and that also by teachers wish , regarding type, time and style. Few things will never be allowed to be taken as profession, such as education, so that by education nobody can earn money; like music and different entertainment deals, because those must be regulated by government so that they doesnt effect the culture. Another thing that is to be totally governed by the Government is Game and Defense. Rest all can be governed by Government, so that they are not harmful to Culture and they can contribute a lot to Economy of Government. But for all those, a strong economy is required, so that the income of the kingdom is sustainable, there are enough treasury for expense, so that the economical thought cannot conquer the mind of the subjects and they forget the thought of truth. Keeping that in mind we will now move

Swarna

III

Page 16

to the part of economy. But before moving there, the education policy must be knitted well. So, now we will frame the education policy. Once the concept of Ashrama has been established, now is the time to set up that Ashrama. To set up anything requires three basic thing:

The Policy The Structure The Selection of Controllers.

The Policy:

The principal policy or rather to say the motive of the establishment of the Ashram is to set the pace among subjects to run for the goal of life. The Basic things to run for the goal is to learn life from life itself. For doing that, life is to be observed by ownself and not trying to control it. This basic education will be provided initially at the Ashram. The Initial training is to watch the flow of life, learn from that flow an not to interprete that flow.

Once that is established, the next purpose of education is to synchronize all subjects, so that the need of all the subjects is understood and who wants to be learned begins focusing on all subjects and find the truth by synchronizing all subjects.

Swarna

Yug

Chapter

III

Page 17

Ideal kingdom for framing the Life

The next step is to be physically fit, sporty, hardy and developing fooding habits and living habits. Once that is developed, then every subject is to be trained to protect themselves both physically and from mental distress.

Then is the process to make the subjects understand about the profession; what can be profession and what cannot be and why cannot be; which profession is more rich from social view and the duty of every social being, family member, towards elders, towards guru, towards work, towards king and other subjects and ultimately towards ownself; understand the role of different professionals, like king, minister, guru and others.

Then is to direct the person to particular profession or non profession.

The Structure:

The education structure is the structure of the Educating body and the Education environment.

Firstly let us talk about the educating body. Every Ashram Must have one Head Saint, and twelve Saints for twelve Batches. One saint will entirely train one batch, from beginning till end. He will train them the Primary and Secondary education through out. The Next level teachers will be trainers and will be given by professionals, but under the observation of Head Saint or Mahant. Each Mahant will report to the Head Mahant of State and All the Head Mahants will reprt to the Supreme Mahant at Union.

Page 18

The Supreme Mahant is none other that the Minister of Education of Union Government.

The Education environment will have two huts for each batch, one for male students and other for female students and one hut for each Guru and his family together, and one for Mahant and his family together. No Luxury is allowed at Ashram. Students can meet their parents and family members once in a year, for seven days. There will be seperate play ground, exercise ground for boys and girls. The Wife of Mahant and Gurus will be having responsibilty to care about the Students when they are away from education, i.e. Teaching music, narrating stories for betterment of humanity, making them feel at home and make them responsible not only to their job or profession or duty but also to their surroundings, surrounding animals, human and nature. Students will be bare footed and will sleep on kusha and no bed at all, will eat on leaves of trees and will drink from earthen vessels. In their food habit will be paddy, meat but restrictly, eggs, milk products, wheat, corn and vegetables and their jobs will be harvesting and husbandry. The Selection of Controllers The Gurus are mandatorily be saints, and they will be trained for a five years course. Minimum qualification is the passing of Secondary school. But the bench of Pradhan, Head Mahant, Representative of State level Ministry of Education will select them after several rounds from those who will be nominated by the Mahants of different Ashramas and different Religious Ashrams. Religious Ashrams is also an institution formed from Third level of Education. We will discuss of this in the pillar of Economy. The Mahants will be selected by the Bench of Pradhan, Minister of Education at state Level, Head Saint of State and Head Mahant. The nomination will be done by the Mahants and nominee must be a Guru of an Ashram.

Economy

While framing the economy for the kingdom, which is meant to frame not the lifestyle but the life of its subjects, one thing we must keep in mind that the economy must not be like that, where subjects with or without will has to run for money. Another thing should be kept in mind that, economy shouldnt be like that one cannot easily make the habit of earning money. Because once this habit is established, the entire kingdom will develop this habit, and as a result the subjects, if also they dont wish to run after money has to go for that and thus they have to compromise their development of life. Thus one thing is very clear. The kingdom must limit the maximum amount of earning. By this technique, the per capita income can also be controlled, as when someone after trying much cannot keep a penny of his earning with him or for him or for his family, then he is bound to leave that place for others to make their earning. Moreover, when nobody can earn more than a particular limit, and nobody can hold property more than a particular limit, then the craze for becoming rich will stop, and no person can become rich, not even government personalities, except the government itself. How is this possible?

Swarna

III

Page 20

This can be made possible by two means: The Taxation Policy & The Economic Hub Policy.

The Taxation Policy: Tax is to be calculated in this mode: A. Tax to be imposed on the net income of every subject, and not on land, property or on any products. This will put pressure on Government to make her subjects employed; otherwise the tax could not be collected. B. The first one lac of the revenue unit earned by each subject must produce 10% of tax in the treasury of Government. C. The Next one lac of the revenue unit must produce 20% of tax to Government treasury. D. The third lac will provide 40% of tax. E. The Fourth lace will provide 70% of tax F. The fifth Lac and onwards as 100% of tax So no person will able to earn more than Four lacs of revenue unit a year. The next rule must be over working phase. A. A person can work for 20 years or earn 40 Lacs in his working phase, whichever is more. B. A person cannot have more than one bank a/c, and that is with government. C. No Factory, no trade can be performed by an individual subject or in other words, without government nobody can possess an ownership. Subject can provide government with the idea, which government will decide to adopt or not, and if adopted, the idea developer will be included in the project as Government employee. D. All the trades are to be performed by government, even the shops will be owned by government and the shopkeeper a government employee.

E. There will be none who will not get salary, and that will be the only source of income for the subjects. F. The other mode of earning is from selling property, which he can sell only to government, and to buy property, government is the only source. G. Both, in the case of purchasing and selling property, the price fixer will be government. H. No telecasting shows, like theater or music forum or music or drama program can be arranged by any individual or group without government initiation and scrutinization. I. Otherwise, government alone can set up such shows and the players, may be of music, shows or games will be salary holders of government. J. The arrangement of the programs cannot be arranged by collection from subjects by non-governmental body. K. No employee at any organization, who earns salary, wages can be employed for more than 8 hours a day and five days a week. For essential services like, hospitals, defense, five set of employees are to be retained. L. No salary or wage summed up in a year cannot be less than the Initial Tax producer i.e. less than one lac unit of revenue. M. Educational centers, defense and security centers and Hospitals and nursing homes cannot be owned by anyone except government and that also must be without any fees. N. No trade, interstate or international cannot be performed by anyone except by government alone. These are the basic economic structure, following which the kingdom and the subjects of the kingdom may be focused at Self and the goal of life, although it may seem to be a critical introvert. There are also critical declarations of professions, which will be declared in the Constitutional part. The main aim in economy is not to stop the creativity of subjects, but the creations and creativity to be analyzed for

their investment in growth of humanity. Without such analyzation, no creativity is creativity at all, those all are destroyers of humanity, and so is destructivity instead of creativity. So to stop destructivity and increase and maintain per capita income of subjects and not allowing them to earn infinite, and thus making a mental blockage, this rules in economy are been adapted. Now, we have to go for the last and the most vitals of the pillars, without whos set up all other pillars are at stake, the defense. But before that we need discuss about the property act and the different profession, which is also deeply related with economy. No person can hold more than two properties by his or anybody in his familys name. If such happens that the person is holding more than two properties, by his or anybody in his familys name, then that property will be croaked by Government, Land Acquisition body. The Valuation of the total property hold is the land (maximum two) and his savings, which he can keep at the Government Bank a/c. The total valuation must not exceed twenty times of his yearly income. If the valuation exceed the twenty times, then the excess will be claimed by government. If the claimed excess is not deposited to government within 60 days, then government with proper notice, shall croak the excess property. A Proper Notice is a notice issued by government and the notice been received by the receiver, duly signed in presence of government personality. The important professions in the kingdom will be: Farmer: A government employee, who will use the land owned by government for agriculture purpose for generating crops, guided by Government. The Department of agriculture will have a centralized Agri Research Unit and State-level Agri Research Units, and that research unit will make their research for which crop will be yielded most at what location and that crop is to be harvested at that location, and that guidance will be treated as Government Order when signed and stamped

by ministry of Agriculture and the Pradhan. The Farmers will be paid at fixed rate monthly by govermnent at Bank a/c with government.

Factory Worker: A Factory worker is also a Government employee, but they have divisions of job and salary. Grade A: Officer Post: who looks after the official, legal, Marketing, Human Resource and Financial part of the Factory or Industry. Grade B: Supervisor Post: Who looks after different floor jobs as a caretaker. Grade C: Worker: Who works actively for the industry. Grade D: Who supports the Workers. Industries are of diiferent types:

Production of Goods: Products: Garments, Medicines, House needs Production Right and Cost of Production: Government Selling Right And Revenue Income: Government Service Based Products: Products: Transport, Communication modes Production Right and Cost of Production: Government Selling Right And Revenue Income: Government

Administrating Body: This are the persons who are employed in the government duty, i.e. Duty of Ministry under different ministries. This Includes the body of the defense also. Gurus & Mahants: This will be discussed in the Role of Personnel in the Formation of Kingdom part

Defense

It is basically the first and base pillar for the ideal kingdom, because without this pillar all other pillars can never be set up. Defense makes the kingdom secure from external physical threat. Until physical threat is protected, the economical threat can never be protected. Once this physical and economical threat is protected then the culture can be preserved and to follow the culture the internal economy is to be set up, which we have done earlier. But defense is not only to protect the nation from external threat, but it is also to protect the internal threat. Among the internal threat, the biggest threat is again the physical threat, the threat for women and children from stronger human that is men, the threat of weaker from stronger person, the poorer from richer. The threat of poorer from richer can be protected by the betterment of per capita income, and restricting the enrichment of richer, and controlling the uplifting of poorer. This we have done in our economical sketch, but laws should not remain as laws in book, that has to be acted practically, and defense here has a critical role to play. But the weaker to be protected from

Swarna

Yug

Chapter

III

Page 25

stronger, and the women and children from men, and animals from human has the defense to act sincerely and directly. Here education has a critical part to play in defense, which will shape up the human mind to care the weaker and not to exploit them. Again defense has a critical part to act upon and that is education. Defense has to be alert in the following of proper educational process and cultural process. So, keeping all this in view, defense can be segregated in the following way according to role and arms.

Segregation of Defense Department Role Posting Special Skills

The basic discussion of defense is over now. We will discuss the different policies of defense in the kings role and ministers role. Now three basic things are left: The formation of the kingdom with its ministries and King at top along with the role they would have to play at different situations; the selection procedure and establishment of all government bodies and finally the ruling part or the fundamental rules to govern the kingdom. The Next part we will disclose now is the formation of the kingdom.

The Formation of Kingdom

You, by now know about the four pillars of the ideal kingdom. Once the four pillars are been established, it is the next job to cover the four pillars with wall to form the room. In the room, there must be windows and doors, to get into that room. The wall formation is the formation of ministry and defining the role of ministry and the door is the selection procedure of king, whereas the windows are the selection procedure of ministers. So, firstly the ministry is to be formed. The Ministry and their role is as stated below. There would be one Union Ministry headed by King, and under it there would be ministries at state headed by King-of State, and under it will be the ministers at village headed by Pradhan.

There will be five top level Ministers at each level:

Minister-In-Chief (MIC), Minister of Defense (MD), Minister of Economy (MEC), Minister of Culture (MC) & Minister of Education (MED).

Under MIC will be the rest for Ministers. Each of the rest four ministers will have a Ministry body and the roles of them are as follows:

Rules and Roles

Once the ministry has been formed, now is the time to bind the Ministry in one Garland.

Basic Rules of the Ministry of Kingdom

No Land can be acquired, where interest of subject is distressed. If such is sure to be taken for government, then the equal compensation is to be provided.

If any subject is found unable to concentrate in his job or is found not to enjoy his job, then he should be called for a counselling, under a bench of a guru initially, if possible his own guru. Then if found that he is not suiting for that school and must be placed for other school, he will be counselled by the Mahant and the Head of Village Religious institution to place him to that school.

In decision of Government, No ministry by ownself can take any decision. There will be a Sabha, headed by King and assisted by Minister-In-Chief, with the total ministry placed there. After a discreet meeting the decision will be discussed with Head-

Yug

Chapter

III

Page 35

Ideal kingdom for framing the Life

Spirituality by king. Head-Spirituality, if confirms the decision will be flown down the line. Head-Spirituality may take his time for discussing the decision in his own forum.

Any new decision by Government will be announced at every village within a month, and when the announcement is covered totally, the report when received at the desk of King, the decision will turn to rule.

The Union Ministry will be reflected at the State, Sector level, i.e. The same body will be there at every state and Sector. The Head of the State will be called the Pradhan, and that of Sector will be called Matha. The Chief of every village will be Mahant only.

Under any circumstance, if the Village, Sector or State level ministry thinks some laws should be enacted, they after the same procedure of meeting will finalize the decision and that final decision will be forwarded to the king by the Pradhan. The next procedure will be same as that of the Union Ministry decision.

Other than the Ministry body, there will be hierarchy in the following Roles from Union to Village: Head-Spirituality State-Head-Spirituality Spiritual Master Maha-Mahant Madhya-Mahant Sector-Mahant Mahant

The family of defence personalities will be taken care by government, and substitute job will be arranged for the next family head, if the personnel in the defence dies in the duty or for the duty.

Empire will protect the sense of war, both internal and external, as war means destruction of human and exploitation of peace, development and wealth of empire.

The Spiritual Practisers starting from the final education will be taken care by government. Even those who were not the practisers, and later after counselling has been included as spiritual practitioners, will also be taken care by government.

Role of Different Serious Personnel

Guru/Mahants: They have got a vital role to play. They are the shapers of the generation. So their behaviour will show the path to their followers. Their politeness means the politeness of subjects; their determination to truth means determinations of subjects towards truth; their goal orientation means goal orientation of subjects; their friendshipness means friendshipness of subjects; their acceptance will determine the acceptance of subjects. So their role is not only to train the subjects through training, but through themselves, their own behaviour, their practicality. Spiritual Heads/ Religious Heads: They have a rigorous role to play in the assistance of the culture of the kingdom. Because they are the final deciders of the nation. Even King has to consult with them to come to a decision. They also have a fine role to play in shaping the kingdom, since they are the one who will design the stairs towards the truth, and hence the Goal. They have different roles to play in different conditions. During War-situation, they are the persons who will guide the right time to attack, or withdraw, or enforce or put coercion, when to go for peace or when to go for war, what will cause harm and good to the nation. In the Course of education and culture, they are the decision makers and policy formation makers, who will show the path to the ministry what to do to make the culture meet the goal of life, the education to enforce the culture with proper understanding.

Page 37

In Administration and Judgement, they are the decision approvers; they are the controllers of legal aspects in the view from subjects as well nation, i.e. What will make the nation legally strong yet friendly and gentle to her subjects. And about judgement, they are co-judge with Pradhans and King for any disputes among subjects and any crime. So here also they have a vital part to take part. In Selection of King, gurus and Mahants, Pradhans, Mahants and Ministers, they are the most weighty voters. Being the most learned and truth-analyzer and the best of the Social-benefit thinker, their Vote for selection will be weighted the most. We will no more about this in the Selection part. Ministers: Both the State and Union ministers, needless to say have a vital role in making the kingdom run smoothly. Their love, passion towards kingdom will make the subjects feel passionate towards the kingdom and its culture. Their role is vital and rigorous in the performance of economy, education and culture and defence of the kingdom. Along with that, they have good role to play at selection procedure. Minister-In-Chief: They are next to king in position and role. They have to monitor the entire ministry through his vigilance department and take initiatives at any mistake or mal-practices. They have to find out all the practices going around in the kingdom and tally that with the rules and culture and decide on what amendment is required in the rules, in two ways, one from the view of subjects and the same from the view of Kingdom, and provide that to King as recommendation. He also has to monitor the entire ministry, how is it working, what is it doing, what it is not doing and submit that to king, he also have to make a report, what betterment can be done in which department of ministry, in respect of practice and method and practitioners and submit that to king. In Selection also he has got a vital role to play. In total, the Minister-In-Chief has a very critical, dynamic and rigorous role to play at. Pradhans/ Mathas:

Swarna

Yug

Chapter

III

Page 38

Ideal kingdom for framing the Life

They are the chief of the State and Sectors, and have a vital role in selection. Moreover they have to submit the thorough report of the State and Sectors towards the King and Pradhans respectively. So they have to observe every move of the subjects and adjudge their every good and bad.

Role of the King:

The most Vital role. He is the head of the body, and if head is on track, then the entire body can be protected, functioned smoothly and fixed on target, i.e. Tight defence, focussed on culture, strong on economy and smooth education process. The Minimum qualities, he should possess are: Diplomacy, Politeness, Caring, Responsible utmost, Full of Life, Finest at Economy, Super Skilled in Defence and Weaponry, Fantastic Judgement Maker, Highly Spiritual and Accurately on the path of Truth, Focussed at the Goal of Life, Attitude of taking the whole nation and kingdom and her subjects towards the Goal of Life, Super Balanced Mental State, A Mind at Super Ego, Great Saint, Feel Himself like the father of all the subjects and the son of the Kingdom, the Ideal Kingdom. His roles at different role of the Ruling Job of the kingdom are:

General Invigilation of Ministry Jobs: He has to run his own vigilance team for keeping a tight observance over the Ministry jobs, Performance of Ministers and other administrative performance take any Necessary actions if required for curbing any wrong or mis-practices. General Vigilance of the Moves, demands and whereabouts of Subjects: He has to perform a rigorous vigilance over the movement of staff. For that the vigilance team may also not be sufficient time. So he himself may also have to visit different locations like a general subject and follow the moves of the subjects, observe their views, listen to their gossips, observe their practices. Thus he can know the different needs, of subjects, for subjects, for the Kingdom and of the kingdom. Role in Judgement

Swarna

Yug

Chapter

III

Page 39

Ideal kingdom for framing the Life

King is on the Bench of Ultimate or Supreme Court along with Spiritual Head, Minister in Chief and Head of the Mahants. So he is the key Judgement Maker. So he has to be very patient, cool, calm, good listener, pitiful but with full of concern of the sake and goal of Kingdom. Selection of Gurus/ Mahants/ Pradhans/ Ministers/ Minister-in-Chief/ Spiritual Heads He is the final selector of Gurus, Pradhans, Ministers, Minister in Chief, Spiritual Heads, along with Minister in Chief for Spiritual Head, and with Spiritual Head for selection of Minister-in-Chief. So, he has to be very focussed to the goal of Kingdom, because until he is like that, his selection may get biased. Observance of Army: King has to observe the army and test it time to time. He has the power to check the efficiency of the army at any time. But he needs to check the inclusion and training procedure time to time, and sometimes that includes make-up of a soldier also and sometimes as trainer also. The Ultimate Economic Control King has to control the economy ultimately. He has to make sudden visit at the treasury with total calculation of tax earned and economy earned from trade, and tally the chest amount with the shown amount in paper. The total income is to be collected at the Central chest and it is to be disbursed to the States, Sectors and Villages for expense of theirs in Education, land acquisition, arranging programs, and to the industrial and agri sectors. So kings sudden treasury visit not only includes the Central treasury, but also the State, sector and Village treasury, ownself or by Kings agent. Agent can be minister also. Any mismatch of treasury may result to critical punishment of the concerned person, including the Pradhans, Mathas and Mahants. Even, the Pradhans, Mathas and Mahants can be sentenced to death for such mismatch or any mal calculation of economy. So, Pradhans, Mathas and Mahants also is needed to check the economy time to time to escape death. The Education Flow Control and the Goal Orientation of Education

Swarna

Yug

Chapter

III

Page 40

Ideal kingdom for framing the Life

Education must never be concentrated on profession alone and money making. It can never be controlled by any individual or a body of individuals except Government alone. And if any individual or such group is found such, he or they can be imprisoned for life time or can be sentenced to death, any of this two. This includes King also and Spiritual Head also. So King as well as Spiritual Head has to keep a sincere observation over that. Education should not be crossing the culture, and here also the only punishment for doing such is the sentence of death. King has to keep a thorough observation over this. The Controller of Culture and Goal orientation of Culture King has to keep a thorough observation on the goal orientation of the culture of his kingdom; otherwise the backbone of his kingdom will be broken. Any type of punishment can be provided by king for such super-illegal activity, but before that a deep counselling should be given. The Organizer of Shows of Music, Telecast, Games Music, telecasting and games always has a tendency to gain popularity and earn more and more money. But such deed will make the culture a mis-culture. So, king needs to have a deep vigilance over such activities, such that this remains totally under the control of government and no artist or player can arrange programs for their individual fame. The Legal Control over Possessions and Tax Possessions and tax collection has been designed to maintain the per capita income, the proper fulfilment of treasury, and for controlling the mind of subjects to run after money and fame. So, the Controls has to be deeply observed by king, and since even king is also under this taxation policy, and Spiritual personnel are not under this taxation, since they have no income, so King is also to be controlled in this possession and tax rules by spiritual-head. In the ideal kingdom, fame can only be attained, by being a good ruler, and be a great saint, none other than that. The Professional Smoothness Observance

Swarna

Yug

Chapter

III

Page 41

Ideal kingdom for framing the Life

Profession is to be observed neatly by king, because right person in right profession can make the treasury fulfilled, can make the subjects to move towards the goal of life, can make the subjects happy and lead peaceful life. Not only that, king also by his vigilance has to know that whether the subjects are counselled time to time about their profession and if they have become eligible to go from Sudras to Vaishyas or like that, they are allowed to do so or facilitated to do that. If such free movement is restricted, due to carelessness or inferiority complex, king can provide any type of punishment to that restricting personnel, to make that personnels mental state back to its proper state, and if such found he can be downsized from Brahmana to Sudras even. The Ultimate Control King is the ultimate controller of the entire kingdom. He himself has to understand that and feel that. This is the basic role of the king, because once that is done, then the rest of the roles can easily followed by the king himself. So, King has to be trained rigorously after the deep selection procedure.

Now, when all the major roles have been discussed, the left part of the Ideal kingdom is the Selection procedure of the various personalities and the training procedure of them. So our next part will include the (A) Selection procedure of different Major personnel (B) Training to be provided to them
