1. INTRODUCTION This document describes the minimum requirement that are call for manufacture to supply Electrical Power Distribution Panels which are to be installed on the JACK-UP VESSEL (LIFTBOAT) being built by Petrovietnam Marine Shipyard JSC (hereinafter referred to as COMPANY) at Vungtau, Vietnam. CONTRACTOR is responsible to propose and supply necessary components and equipment for optimal solution. 2. SCOPE OF SUPPLY The CONTRACTOR shall supply the following items below, but not limited to the extent specified in the relevant specification and this document:

3. APPLICABLE CODES AND STANDARD - ABS: American Bureau of Shipping - Rules for Steel Vessels and Rules for Mobile Offshore Drilling Units. Latest Edition. - IEC standards for other products - IMO MODU Code 1989 (A.6499 (6)). - NEC Standard USA Products - IEEE 45 Recommended practices USA products - API RP500 (Hazardous Area) - NFPA 496 for Hazardous Area Pressurization CONTRACTOR shall follow the latest edition of the standards listed. In case of conflict between various codes or between codes and this specification, CONTRACTOR shall highlight to the purchaser for decision & approval. 4. ELECTRICAL REQUIREMENTS Distribution panels are to incorporate the following design considerations:

Panel boards are to be dead front, circuit breaker type. Doors for panels are to be provided with combination catch and lock. Circuit breakers are to be selected and arranged to isolate any fault in the system vital operation of the vessel, with the smallest possible interruption of the system. Each circuit breaker is to have sufficient interrupting capacity to safely interrupt the maximum fault current obtainable at its point of application. Circuit breakers used in panels are to be commercial marine molded case type, quick-make, quick-break, with inverse tripping characteristics on overloads and instantaneous trip device for short circuit. All distribution boards should be of the bus bar connection type so as to facilitate future add-ons. All shall be supplied with a main isolation switch, allowing for safe local isolation for maintenance purposes. Builder shall supply and install suitable quantities 220VAC feeder panels for lighting, socket outlets, small galley equipment and other small devices. The Builder shall be responsible for the small power and lighting layout in all areas, including the accommodation. The exact model and style shall be approved by Owner. Distribution panels shall be 3 phase, 3 wire, 440VAC and 220VAC with ground bar kits, all circuits to have balanced loads, wherever possible. Circuits shall be grouped with lighting and receptacle outlets. 5. MATERIAL AND PAINTING All electrical equipment shall be designed and constructed of at least flame retardant materials. Unless otherwise specified materials used for distribution board shall be manufactures standard. 6. The distribution board and accessories material shall be suitable for the offshore environment.

SPARE PARTS CONTRACTOR shall supply spare part list for first two (02) years operation.

INSPECTION AND TESTING An Inspection and Test Plan (ITP) shall be provided by the CONTRACTOR for review & approval by the COMPANY or COMPANYs Authorized Representative. Inspection and witness of tests by the CONTRACTOR / THIRD PARTY shall be in accordance with the approved ITP. The COMPANY shall have the right to check the CONTRACTORs workshop/factory during all stages of manufacturing, inspection, testing, preservation and packing. The CONTRACTOR shall provide sufficient advance notice (minimum 30 days) to the COMPANY prior to each inspection or test. Testing of the equipments shall be performed at the CONTRACTORs Factory and at the COMPANYs fabrication yard. The COMPANY will require a Factory Acceptance Test (FAT) which will be attended by COMPANY and COMPANYs Authorized Representative and also by the third party Certify Authority. INSTALLATION SUPERVISION AND COMMISSIONING The CONTRACTOR shall be responsible to support for installation and commissioning of the equipment including but not limited to: To do the interface, connections between the well control equipments and other systems (such as structural foundations, electrical system, switchboard, alarm system and etc). CONTRACTOR shall provide installation and commissioning procedures for Company approval at least six (6) weeks before installation and commissioning starting. CONTRACTOR shall provide accessories (such as shims, bolts, nuts, washers etc) to do these works. CONTRACTOR shall provide certify engineers/technicians at least five (5) years experience in installation and commissioning to support the COMPANY to install and do commissioning. be estimated 15 man days following the installation and commissioning procedures which are approved by Company. The commissioning for all transformers should be estimated finished on October 2011. If there is any changing in the schedule, the COMPANY will notify to the CONTRACTOR at least one (1) month before the schedule day.

The COMPANY shall supply manpower, means of transportation and hoisting equipment at COMPANYs yard to do the installation and commissioning works under instruction and supervision by engineers of the CONTRACTOR. 11. WARRANTY Eighteen (18) Month Warranty shall be provided by CONTRACTOR from the date of finished commissioning and ready for operation. The Warranty as a minimum shall cover all defects in and/or from: engineering, design, manufacturing, materials, corrosion protection application/ performance and preparation for shipment and packing. 12. DOCUMENTS AND CERTIFICATES CONTRACTOR shall submit the following documents and certificates to COMPANY as below, all documents and certificates thats to be submitted shall be written in English.
