felt by the planners that the democratic society like ours required an active and intelligent participation of workers in the affairs of their trade unions and of the country for its speedy socio-economic development. A strong, free, responsible and democratic trade union movement can make significant contribution to the realization of better life for workers. Workers should be trained to play their role effectively for the attainment of socio-economic development of the country. It was envisaged that Workers Education can help in preparing the workers and their trade unions to play their role effectively in the task of nation building. It necessitated the Govt. of India in the year 1957 to secure an expert advice in formulating ''Workers Education Scheme''. As such the Govt. Of India in cooperation with the Ford Foundation appointed an International Team of Experts to suggest Workers Education Scheme. The Team of Experts submitted its report in March, 1957. The recommendations of the Team of Experts were endorsed by the Indian Labour Conference in its 15th Session held in July, 1957. The Indian Labour Conference recommended setting up of a semi - autonomous Board for administering the Workers Education Scheme.Consequent upon the recommendation, the Central Board of Workers Education established in 1958 was registered under the Societies Registration Act XXI of 1860 on 16th September, 1958 as a tripartite society. Organizational Set-Up [Vigilance Cell] The Board has its head-quarters at Nagpur. It operates through a network of 50 Regional Directorates and 9 Sub-Regional Directorates located in various parts of the country. There are six Zonal Directorates at Delhi, Kolkata, Mumbai, Chennai, Guwahati and Bhopal to monitor and supervise the training activities of the Regional Directorates in their respective Zone Administrative Set-up

The Board

The Board carries out its activities at three levels viz.National, Regional and Unit and conducts various training programs. The national level programs are conducted by thse board's apex training institute called Indian Institute of Workers Education established in 1970 at Mumbai. The primary aim of establishing the Indian Institute of Workers Education is to enable the Board to conduct national level training programs for achieving its objectives such as to develop stronger and more responsible trade unions, to promote the growth of democratic process in trade union organization and administration, to equip organized labour to take its place in a democratic society, to inculcate in them 'Nation First' approach based on community of interests etc. The Institute serves as a demonstration and information center and acts as a nucleus around which specialized schemes for training and education to labour are involved. It also serves as a clearing house of knowledge for Regional and Sub-Regional Directorates of the Board. It conducts research in developing and perfecting methods and tools of teaching for Indian workers. The institute is designed to function as an inter-disciplinary training center. The institute further draws upon the experiences of foreign countries in implementation of workers education programs and adapts them to fit in the Indian environment. The institute serves as a laboratory where certain experiments in the attitudinal changes are carried out.

Board and Governing Body The Board is headed by a part - time non-official Chairman, who is nominated by the Government of India. Shri. Ashok Singh is presently the Chairman of the Board. Director of the Board is the Administrative Head. Dr. Arvind Kumar Drave is currently the Director

Indian Institute of Workers Education

The Indian Institute of Workers Education was established in March 1970 by the Central Board for Workers Education. It is the apex training instituteon with fully equipped training facilities and modern amenities viz. Modern Training Hall of International standard, Conference Hall Auditorium, Hostel, Canteen etc.
Aims And Objectives

The Aim of establishing IIWE is to enable the Board to conduct National level training programmes for achieving its objectives, to develop stronger and more responsible trade unions, to promote the growth of democratic process in trade union organization and administration, to equip organized labour to take its place in a democratic society and to inculcate in them the spirit of commonality of interests. In addition to this it also conducts pre-employment course for Education Officers and refresher and special courses for Regional Directors, Education Officers and staff from time to time. The institute serves as a demonstration and information center and acts as a nucleus around

which specialized schemes for training and education to labour and management are designed. It also serves as a knowledge bank for Regional and Sub-Regional Directorates of the Board. The institute is designed to function as an interdisciplinary training center. It further draws upon the experiences of foreign countries in implementation of workers education programmes and adapts them to fit in the Indian environment. It also serves as an in-house training center for the officials of the Board. The institution, in the past, had also catered to the educational needs of labour educators from Afro-Asian countries sponsored by the I.L.O. The IIWE has a Managing Committee of Tripartite character to plan and direct all academic activities of the institute. At present the Deputy Director (Training) acts as the Head of the Institute. The Institute functions under the overall supervision of the Director, CBWE.

A.V. SECTION To support training activities, the Institute has developed Audio Visual collection, with a good number of Audiovisual cassettes, films, power point presentations and transparencies. All modern A. V. Aids/equipments are available at the institute for conducting training programmes more effectively.

Faculty The faculty consists of Dy. Director (Training), three Training Officers, one Research Officer. As IIWE has strong linkages with eminent experts on labour and other related disciplines; their expert services are also being utilized during the training programmes, as and when required. After the successful completion of the programmes Certificates are also awarded to the participants.
