1.0 1.1.
Introduction This Transport Assessment has been prepared by Fairhurst on the behalf of Taylor Wimpey UK Ltd and West Raynham Developments Limited in connection with the proposed Urlay View Residential Development, Urlay Nook, Stockton on Tees. The location of the proposed residential development site is shown on the attached plan in Appendix A.
1.2.
The proposed development layout is shown in Appendix B and comprises 159 residential units. For the purpose of this TA, assessments have been based on 160 residential units.
1.3.
Vehicular access to the development would be taken from Urlay Nook Road via a priority T Junction as shown on the proposed layout in Appendix B.
1.4.
A framework Residential Travel Plan will be included with the planning application (ref 91483/603). The Travel Plan is intended to encourage travel by sustainable modes and minimise private car trips.
1.5.
The scope of this TA has been agreed with Stockton on - Tees Borough Council and the Highways Agency through a formal scoping process.
1.6.
Provide relevant background details on the site and the baseline transportation conditions;
To provide details of the proposed development; To assess the development against relevant national, regional and local transport policy;
To assess the accessibility of the site by sustainable travel modes; To consider the traffic accident records in the vicinity of the site, identify any trends that could potentially be affected by the proposed development, and identify any necessary mitigation measures; and
To assess the impact of the development on the local highway network, in traffic capacity terms, and identify any necessary mitigation measures.
1.7.
The local highway assessment as agreed during the scoping process will consider the traffic impact of the residential proposals at the following local junctions: The site access on Urlay Nook Road; A67 / Urlay Nook Road 3 arm roundabout; A67 / Durham Lane / Tesco 4 arm roundabout; and Durham Lane / A66 Elton Interchange
2.0 2.1.
Site and Surrounding Area The proposed development site is located in Urlay Nook, on the western periphery of the residential area of Egglescliffe. The site is bounded to the north and east by Urlay Nook Road and to the south by the A67. To the west of the site is a police tactical training facility and farmland with planning consent for commercial/industrial uses. The site and surrounding area including the local highway network as discussed below is shown on the plan in Appendix C. Local Highway Network
2.2.
Urlay Nook Road is a local minor road which links the A67 with the A66 to the north via Longnewton Lane and the village of Longnewton. To the south of the site at the Urlay Nook Road / A67 roundabout, the A67 continues to the east (towards Yarm) and is known as A67 Urlay Nook Road.
2.3.
The A67 is a main corridor between the Bowes Junction with the A66 (approximately 8km to the west of the site) and the Crathorne junction with the A19 (approximately 6km to the south east of the site).
2.4.
Other main routes in the vicinity of the site are the A66 Trunk Road to the north, Durham Lane and A135 Yarm Road. The A66 Trunk Road runs east-west between the Middlesbrough and Penrith and links with the A1(M). There are several junctions onto the A66 in the vicinity of the site with the main junctions being the A135 Yarm Road / A66 signalised roundabout and the Durham Lane / A66 Elton Interchange junction to the north of the site.
2.5.
The A135 Yarm Road is the main distributer road in the Egglescliffe/Eaglescliffe area running between Yarm and Stockton on Tees. From the development site the A67 Urlay Nook Road meets A135 Yarm Road at a signalised T junction (approximately 1.2km to the south east).
2.6.
Durham Lane is a local road that runs north/south between the A67 Urlay Nook Road and the Durham Lane / A66 Elton Interchange Junction. Local Facilities in Egglescliffe and Eaglescliffe
2.7.
Within the local areas of Egglescliffe and Eaglescliffe there are various facilities that are well located in relation to the proposed residential site. Education
2.8.
Egglescliffe School and Arts College is located off the A67 Urlay Nook Road. There are several primary schools also in the vicinity of the site, the closest being Durham Lane Primary School (approx 740m) and Junction Farm Primary School (approx 1km). Retail
2.9.
Opposite to Egglescliffe School and Arts College there is a large Tesco Supermarket (with an ATM cash point) which is approximately 800m away from the site (i.e. within an acceptable walking distance from the site). There are also local shops including a smaller Sainsburys Local (with an ATM cash point), Post office and hairdressers located on Durham Lane, approximately 900m from the site. Transport
2.10.
The accessibility of the site is detailed further in Section 5, however briefly the facilities within reach of the development are Allens West Railway Station (1.4km) and local bus stops on A67 Urlay Nook Road (400m) and Durham Lane these are shown in Appendix C.
Other 2.11. There is a library located on Durham Lane adjacent to the local shops and there are also several public houses in the area. 3.0 3.1. 3.2. 3.3. Proposed Development The proposed development comprises approximately 160 residential dwellings. The indicative development layout is shown in Appendix B. The development will be taken from a new vehicular access on Urlay Nook Road and this will also form the main pedestrian access into the development. 3.4. Internally, the development layout has been developed with standard primary and secondary road widths with pedestrian footways on both sides. The development is designed to be permeable to pedestrians and all access points are linked. 3.5. Parking/visitor parking within the development will be provided to Stockton Borough Council parking standards. 4.0 4.1. Transport Policy Background This section will detail the national, regional and local transport policies that are of relevance to the development proposals. National Policy 4.2. In recent years transport policy has been greatly influenced by concerns over environmental issues and growing awareness of environmental problems related to unrestrained car usage. Therefore, current policies highlight the need to locate developments to encourage use of more sustainable modes of transport, such as public transport, cycling and walking. The Future of Transport A Network for 2030 (DfT White Paper, 2004) 4.3. The Governments long term strategy for transport is set out in The Future of Transport a Network for 2030 (DfT White Paper, 2004). The underlying objective of the strategy set
out in the White Paper is balancing the demand and need to travel with the need to improve quality of life. The White Paper sets out how transport will continue to ensure that we can benefit from mobility and access while minimising the impact on other people and the environment, now and in the future. This means adopting solutions that meet longterm economic, social and environmental goals. 4.4. In terms of Stockton on Tees, relevant elements of the strategy include: Creating a culture and improved quality of local environment so cycling and walking are seen as an attractive alternative to car travel for short journeys. Looking at ways to make bus services more accessible so that people have a real choice about when and how they travel. Consideration of additional traffic capacity where it is needed, assuming that any environmental and social costs are justified. National Planning Policy Framework 4.5. The National Planning Policy Framework sets out the Governments planning policies for England and how these are expected to be applied. It sets out the Governments requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. This document replaces PPG13 Transport and PPS3 Housing. 4.6. The National Planning Policy Framework Chapter 4 relates to transport and the need for developments to be located in sustainable locations with good pedestrian, cyclist and public transport provision. The framework also states that improvements can be undertaken within the transport network that cost effectively limits the significant impacts of a development. However, development should not be prevented of refused on transport grounds where the residual cumulative impacts of the development proposals are not severe. Planning and the Strategic Road Network 4.7. DfT Circular 02/2007 Planning and the Strategic Road Network explains how the Highways Agency (HA), on behalf of the Secretary of State for Transport, will participate in all stages of the planning process to ensure national and regional aims and objectives can be aligned and met. The document sets out how the HA will deal with planning applications for new developments.
4.8.
Where development proposals would potentially impact on the strategic road network the HA will work with developers to secure delivery of their proposals in such a way that they minimise any additional burden on road users. In working with developers the HA will expect to see proposals that include ways to reduce the traffic impact of the development. For new developments demand management measures will generally be set out in a Travel Plan.
4.9.
The HA will take account of the impact that traffic growth will have on the ability of the strategic road network to function effectively. There will be cases where new capacity or other improvements are required to cater for development traffic.
4.10.
Transport Assessments should be prepared and submitted alongside relevant planning applications where development is likely to have a material impact on the strategic road network. It will be important to engage with the HA at an early stage to agree the coverage and detail of the TA. Regional and Local Stockton-on-Tees Borough Council: Local Transport Plan (LTP3 2011-2016)
4.11.
The Third Local Transport Plan (LTP3) for Stockton-on-Tees Borough Council (SBC) will cover the period from April 2011 to March 2016. LTP3 sets out to demonstrate how local policies and programmes will contribute to the national transport goals which take account of transports wider impact on climate change, health, quality of life and the natural environment.
4.12.
The LTP is presented in two sections; strategy and delivery (implementation). The strategy is made up of the following three elements: The Tees Valley Transport Strategy: Connecting the Tees Valley Statement of Transport Ambition (2011 2021); Stockton-on-Tees Borough Transport Strategy; Area Transport Strategies
4.13.
The three elements bring together the sub-regions preferred strategy and aims to support the economic growth objectives, the borough wide Council objectives, and the four Area
Transport Strategies (ATS) which focus on the localism agenda through allowing communities to decide on the objectives and priorities for their area. 4.14. The Tees Valley Transport Strategy identifies specific objectives and priorities for transport over a 10-15 year period, which will help make the vision set out in The Tees Valley Economic and Regeneration Statement of Action reality. The three Tees Valley Transport Challenges are: Resilient Network Connectivity Improve the journey experience of transport users or urban, regional and local networks, including interfaces with national and international networks; Access to Employment Improve the connectivity and access to labour markets of key business centres; and Reducing Carbon Emissions Deliver quantified reductions in greenhouse gas emissions within cities and regional networks, taking account of cross network policy measures. 4.15. The Stockton-on-Tees Borough Transport Strategy sets out additional Council objectives that local transport can help deliver, through focusing on four key policy areas: 4.16. Network Management & Road Safety Sustainable Transport (Active Travel) Public Transport; and Maintenance (Highways and Street lighting)
The ATS reflect the objectives and priorities of local areas. The development is located in the Renaissance Western area. The objectives of the Western Area board are identified as being:
Improvements to public transport provision across the area Tackling excessive speeds on local roads Addressing issues around parking and congestion in Yarm Improvements to the walking and cycling network Addressing the issue of the volume of Heavy Goods Vehicles passing through the area.

4.17.
The site accessibility audit (see Travel Plan) has shown the location of the site affords the opportunity to integrate the proposed development with existing pedestrian, cycle, bus and rail infrastructure. Integration of the site with the existing infrastructure with result in minor upgrades to the pedestrian network, and improve the commercial viability of local bus and rail services.
4.18.
In order to maximise sustainable travel from the site, the Travel Plan will be a conduit to deliver a package of measures to promote sustainable travel by future residents. LTP3 recognises the potential of Travel Plans and the measures they contain to promote sustainable travel and contribute to the Boroughs and national transport goals. Summary
4.19.
The policy framework sets out the context in which the proposals are considered within this TA. The local and regional policies reflect the aims of national policies and in general terms a main focus of all policies is to ensure that new developments are accessible by sustainable modes of transport and seek to minimise private car trips.
5.0 5.1.
Multi Modal Accessibility Assessment Transport policy objectives indicate that new residential developments are to be in sustainable locations, well related to existing settlements, and positioned where local facilities are accessible by sustainable modes of transport.
5.2.
The following section of the report assesses the accessibility of the development by sustainable transport. To place the assessment in context, TRICS (the industry standard data source for deriving trip rates) has been used to derive mean multi modal trip rates which indicate the likely trips to and from the development by all transport modes during the weekday AM and PM peak hours.
5.3.
Alongside this TA, a Framework Residential Travel Plan (D/I/D/91483/603) has been produced that will promote sustainable travel options.

It should be noted that the trip rate values for each individual mode of transport, as shown below, may not add up to the overall total people figures in the table above since the total people data includes additional modes, e.g. car passenger. It should also be noted that the mean trip rates are used in this section as a benchmark to provide typical values against which the Urlay View proposals are judged. Pedestrians
5.6.
Guidance states that walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 km.
5.7.
Mean Multi Modal Pedestrian trip rates, which indicate the typical pedestrian trips to and from the development, during the weekday AM and PM peak hours are as follows:-

5.8.
The total number of walking trips predicted by TRICS is modest for the proposed 159 dwellings and it would be reasonable to assume that the majority would be to local amenities, including employment sites, schools and Tesco.

5.9.
The approximate walking distances to some key local destinations that could be reached on foot, measured from the approximate centre of the residential development, are shown in the table below:

All local roads between the facilities detailed above and the site have street lighting. Overall, a wide range of local facilities are within a reasonable 2km walking distance, and can be reached on good walking routes. The proposed development would therefore be reasonable in terms of pedestrian accessibility. Cyclists
5.12. 5.13.
Cycling is considered as being a reasonable option for trips up to 5km. Mean Multi Modal Cyclist trip rates from TRICS, which indicate the typical cyclist trips to and from the development during the Weekday AM and PM peak hours, are as follows:

The total number of cycling trips predicted by TRICS is low. An extract of the local cycle network is shown on the plan in Appendix D. The surrounding area has no steep gradients to discourage cycling. Urlay Nook Road is an advisory cycle route which links cyclists with traffic free/on road and advisory routes within Egglescliffe, Eaglescliffe and Stockton. The main route to Stockton by cycle would be on Yarm Road, which has a mixture of advisory/signed and on road cycle paths.
5.18.
Consequently, cycling could be viable for trips to the local amenities set out in 5.9 together with destinations further afield, within 5km, including: Yarm Thornaby Ingleby Barwick
5.19.
Overall, a wide range of local facilities are all within a 5km cycling distance and can be reached on reasonable routes. The proposed development would therefore be well located in terms of cycling and it would be reasonable to expect the number of trips predicted by TRICS to be exceeded in the peak hours.

5.24.
Overall, it would be anticipated that due to the location of the site to good public transport services, the development would exceed the number of peak hour public transport trips predicted by TRICS. Accessibility Conclusion
5.25.
Overall, the proposals are considered reasonable in terms of accessibility by sustainable transport and in accordance with the aims of local and national transport policies.
6.0 6.1.
Accident Analysis Traffic accident data for the highway network described in Paragraph 1.7 for the most recent 5 year period (01/12/2006 to 30/11/2011) was obtained from Stockton on Tees Borough Council for the area is set out in Appendix E.

Fatal Accidents 6.3. A total of 3 fatal accidents occurred within the 5 year period, 2 of these accidents occurred in 2007 and 1 in 2009. These are detailed below: A fatal accident occurred when a vehicle turned right at the entrance to Eaglescliffe shops, Durham Lane and was struck by an oncoming vehicle. This accident was the result of fog and the failure to give way to oncoming vehicle. A fatal accident occurred when a young driver travelling at speed on Durham Lane, lost control of the vehicle and left the carriageway. A fatal accident occurred when a driver pulled out onto the A67 at the western Urlay Nook Road junction into an oncoming vehicle, this was the result of the vehicle misjudging the speed of the oncoming vehicle and failing to give way. Serious Injury Accidents 6.4. A total of 4 serious accidents occurred during the 5 year period. As to be expected these were spread evenly across the study period. These are detailed below: A serious accident occurred when a vehicle turning right from Durham Lane into the Orchard Shops collided with an oncoming vehicle. A serious accident occurred when a pedestrian crossed the carriageway in the path of a motorcycle adjacent to Eaglescliffe School. A serious accident occurred when a driver lost control of their vehicle on Durham Lane in wet conditions. A serious accident occurred when a driver travelling on the A67 overtook other vehicles, resulting in oncoming vehicles braking to avoid collision. This resulted in a 4 vehicle collision. Slight Injury Accidents 6.5. There were a total of 19 slight injury accidents recorded within the study area over the most recent 5 year period. These can be summarised as follows:

There were 6 slight injuries as the result of rear shunts at junctions across the network; however there are no trends or patterns at any one particular location. This type of accident is typical of a busy urban area.
There were 5 Failure to Give Way (FTGW) slight injury accidents. These are usually caused by drivers misjudging the speed of oncoming vehicles and are not unusual at busy urban junctions.
There was 1 pedestrian accident resulting in slight injury which occurred near to the Tesco supermarket on the A67 Urlay Nook Road. From site observations, there is a signalised green man pedestrian crossing in this location which should prevent this type of accident.
There were 5 accidents as a result of driver misjudgement and loss of vehicle control. Typical contributory factors are speed, aggressive driving, misjudgement of highway features and poor weather conditions.
There were two slight injury accidents within the 5 year period that do not fit into a category; one occurred when the passenger of a taxi alighted whilst the vehicle was still moving and another occurred when an overtaking HGV vehicle clipped an oncoming car resulting in slight injury to a passenger.
6.6.
Overall, there are no trends or patterns in the occurrence of accidents within the study area and as such no mitigation of accidents is considered necessary as part of this development proposal.
7.0
7.1.
The TRICS database (Version 2011b) was used to obtain 85th percentile multi modal peak hour vehicular trip rates for houses. Residential sites within Town Centres and Edge of Town Centre were excluded from the sample.

7.2.
However, following scoping discussions with Stockton on Tees Borough Council, it was decided that a more locally accurate trip rate could be obtained from the Grassholme Way residential development, located adjacent to the site on Urlay Nook Road. Therefore, junction turning counts at both residential accesses of Grassholme Way were conducted on 29/11/2011 and the results of the survey are attached in Appendix F.
7.3.
The peak hour trip rates derived from the surveys are shown in the table below and are higher than those predicted by TRICS. Therefore, to ensure a robust traffic assessment these trip rates will be used for all traffic capacity assessments in the Transport Assessment.

Traffic Distribution & Assignment 7.4. A distribution and assignment of development traffic has been derived using journey to work data from the 2001 Census based on the Egglescliffe ward. The JTW has been assigned to the highway network using Google Maps directions facility. The journey to work data is shown in Appendix G. 7.5. The Distribution and assignment of weekday peak hour development traffic flows are shown in Appendix H. Base Traffic 7.6. Peak hour traffic surveys of the A67 Urlay Nook Roundabout and the A67 Urlay Nook / Tesco roundabout were conducted by Stockton on Tees Borough Council on the 11th

January 2012 and peak hour turning flows for the A66 Elton Interchange from 2009 were provided by the Highways Agency. 7.7. The AM and PM peak hour base traffic flow diagrams are shown in Appendix H.
Traffic Growth Rates 7.8. Traffic growth rates to be used in the Transport Assessment have been derived from the Tempro NTM 61 AF09 dataset for Eaglescliffe. The assessment years are assumed to be 2013 (year of opening) and 2022 (10 years after Planning Application. Therefore the growth rates obtained from Tempro are: 2009 2013 = 1.0243 2012 2013 = 1.0077 2009 2022 = 1.1477 2012 2022 = 1.1288 Committed Developments 7.9. There are three committed developments in the vicinity of the site, as verified by the Highways Officer at Stockton borough Council during the pre application scoping stage. These are: Allens West Residential Development (840 Residential units and commercial space) 7.10. Nifco Development, which has since opened (Feb 2012) Urlay Nook Commercial Development
The traffic associated with these committed developments is shown on the traffic diagrams in Appendix H.
7.11.

Scope of Capacity Assessment 7.13. Based on a threshold of 30 vehicle/hour being of further interest (in accordance with the Dft Guidance) the traffic impact of the proposals as shown in Appendix H for the residential element of the proposals indicates the following junctions are to be considered for capacity analysis:-

The traffic impact of the proposals beyond the above junctions would be insignificant. This scope of assessment is agreed with the Highways Agency and Stockton Borough Council.
8.0 8.1.
Traffic Impact of the Proposals This section of the Transport Assessment will detail the traffic capacity assessments of junctions identified in paragraph 7.13.
8.2.
All junction analysis has been undertaken in the latest release of TRL Junctions 8 - the industry standard for modelling the capacity of priority junctions. The Site Access on Urlay Nook Road
8.3.
The proposed site access has been measured from the site layout in Appendix B and the 2022 AM and PM Base + Development traffic flows have been analysed. The summary results are shown in Appendix J and the Junctions 8 analysis files are available on request.
8.4.
As expected the proposed site access junction operates well within efficient capacity in 2022 with a maximum RFC (Ratio to flow capacity) in the AM peak of 0.21 with no queuing reported. In the PM peak hour the junction operates with a maximum RFC of 0.10 with no queuing reported.

On site observations of the peak hours and the independent traffic surveys did not report any queuing in the area of Urlay Nook Road at the proposed site access.
8.6.

8.8.
Briefly, the junction operates within efficient capacity in all assessment scenarios, with a 2022 Base + Development AM max RFC of 0.39 and 1 vehicle average queue and a PM max RFC of 0.32 and no reported queuing.
8.9.
Overall, the junction works well within efficient capacity and no mitigation is considered necessary. A67 / Durham Lane / Tesco 4 arm roundabout
8.10.

8.11.
The analysis results demonstrate that the junction operates close to efficient capacity in the 2022 base situation with a max RFC in the AM peak of 0.82 on Durham Lane. With the inclusion of development traffic the RFC in the AM peak rises to 0.84 with a queue of 5 vehicles on Durham Lane. The 2022 PM peak with the inclusion of development traffic operates within efficient capacity in the PM peak with a maximum RFC of 0.64 and a queue of 1 vehicle on Durham Lane.

8.12.
Overall, the junction works within efficient capacity and the development does not significantly worsen the existing situation. Therefore, no mitigation of this junction is considered necessary. Durham Lane / A66 Elton Interchange
8.13.
The Durham Lane / A66 Elton Interchange junction has been analysed in the 2013 and 2022 Base and Base + Development AM and PM peak hour scenarios. As part of the Allens West committed residential scheme an approved junction improvement is also consented. Therefore the analysis in this TA considers both the existing junction layout and the Allens West improved junction layout a copy of the drawing showing the approved improvement is attached in Appendix K.
8.14.
The summary results are shown in Appendix J and the Junctions 8 analysis files are available on request.
8.15.
First, the junction results for the 2022 Base (without Allens West) on the existing junction arrangement indicates that the junction will be operating well beyond capacity without development traffic. Two arms of the northern dumbell operate with RFCs of 1.12 (Durham Lane) and 1.02 (Darlington Road) in the AM peak. All arms of the northern junction work within efficient capacity in the PM peak. The southern dumbell operates above capacity on Durham Lane in both the AM and PM peak hours (1.05 RFC AM and 1.26 RFC PM) however all other arms of the junction operate within efficient capacity.
8.16.
With the inclusion of Allens West committed development traffic and the Allens West junction improvement (Appendix K) the northern junction operates above capacity in the AM peak with Durham Lane operating with an RFC of 1.08 and Darlington Road operating with an RFC of 1.04. All arms of the junction operate within efficient capacity in the PM peak. The Allens West mitigation has also brought the southern dumbell back into efficient capacity in both the 2022 AM and 2022 PM peak scenarios with a max RFC of 0.84 reported in the PM peak on the Durham Lane approach.
8.17.
With the addition of Urlay View development traffic the northern dumbell junction operates above capacity in 2022 with a max RFC on Durham Lane of 1.13 and a max RFC on Darlington Road of 1.07 - all other arms of the junction operate within efficient capacity and all arms operate within efficient capacity in the PM peak. The southern junction

operates within efficient capacity on all arms in the AM peak and in the PM peak only the Durham Lane arm operates above efficient capacity in 2022 with an RFC of 0.87. 8.18. In order to mitigate the impact of the Urlay View development in line with the consented operation of the Elton Interchange (with the improved Allens West Scheme and Allens West Development traffic). Fairhurst have investigated very small further improvements to the flare lengths on 3 approaches as follows:

Northern dumbell: Durham Lane Increase approach flare by 3m Darlington Road - increase approach flare by 2m. Southern dumbell: Durham Lane - increase approach flare by 3m.
8.19.
The additional mitigation outlined above effectively mitigates the Urlay View residential development traffic impact in line with the consented operation of Elton Interchange. The northern dumbell junction operates above capacity in 2022 with a max RFC on Durham Lane of 1.07 and a max RFC on Darlington Road of 1.04 - all other arms of the junction operate within efficient capacity and all arms operate within efficient capacity in the PM peak. The southern junction operates within efficient capacity on all arms in the AM peak and in the PM peak, including the Durham Lane arm which operates with an RFC of 0.84 in the PM peak in 2022.
8.20.
As the proposed mitigation involves only small change and builds upon committed mitigation, the mechanism for securing the necessary improvements should be agreed with Stockton - on - Tees Borough Council. It is anticipated this would be an appropriate contribution for additional highway works to mitigate the effects of the Urlay View proposals, to enhance approved improvements by others.
8.21.
Merge Diverge Analysis has been undertaken for the eastbound merge and the westbound diverge (i.e. the only two that take development traffic flows). Mainline traffic flows have been obtained from the Highways Agency TRADS data site for the A66 (June 2011 Sites: 14/1758 & 14/1759). From the TRADS data an average weekday AM and PM peak flow has been obtained (not including the 1st to 3rd June as this was a school half term). The merge/diverge diagrams for the 2022 Base and Base + Development

scenarios are attached in Appendix L. In all cases the addition of development traffic does not change the merge/diverge category from the base situation. 8.22. Overall, the junction presently operates above efficient capacity and while the consented mitigation for Allens West does not cure the capacity issues at Elton Interchange it mitigates the Allens West impact. Additional flare increases on 3 approaches to the junction, to be provided by a mechanism to be agreed, are sufficient to accommodate the Urlay View development whilst providing nil detriment to the operation of the junction. 9.0 9.1. Conclusions The site is well located in terms of opportunities to travel sustainably within the region and is allocated as preferred option residential development in the draft Stockton - on - Tees Local Plan 2012. 9.2. Alongside the Transport Assessment a Framework Residential Travel Plan has been submitted with the aim of increasing and promoting the use of sustainable travel options to all residents of the development. 9.3. The accident history of the surrounding area does not identify and significant trends or patterns in accidents that would require mitigating or be worsened by the proposals. 9.4. Traffic capacity analysis demonstrates that the local highway network operates reasonably in the 2022 assessment year when considering all committed developments and the residential proposals at Urlay View, subject to minor mitigation measures at the Durham Lane / A66 Elton Interchange. 9.5. Overall, the development is well located and there are no reasons to object to the proposals in highway and transportation terms.
