1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 WHEREAS, on September 14th, 2012 a proposed site plan was submitted to the Harford County Department of Planning and Zoning for consideration of the development of a property located on the south side of Plumtree Road bounded by MD 24 to the west and MD 924 to the east; and WHEREAS, a Traffic Impact Analysis prepared by the applicant was also submitted to the Department as a part of the approval process to determine the impact of the proposed development on the surrounding area roadway system; and WHEREAS, in order for any access to a Maryland State Roadway such as MD 924, the Maryland State Highway Administration must issue approval; and WHEREAS, the Maryland State Highway Administration has on several occasions denied access to State Roadways throughout Harford County due to concerns such as public safety, traffic flow issues, and the absence of any future State Highway projects in the proposed area to improve the roadway conditions to an acceptable level; and WHEREAS, the Harford County Council fully understands it does not have the authority to dictate to the Maryland State Highway Administration whether access to a State Road is permitted or denied but also recognizes that the Council has the responsibility to the citizens of Harford County to bring forth to the State concerns that the Council determines should be taken into consideration during the approval process; NOW, THEREFORE, BE IT RESOLVED that it is the opinion of the County Council of Harford County after review of the Traffic Impact Analysis submitted for the proposed development in question, that access to State Roadway MD 924 be denied due to the unsafe conditions it would create for the surrounding community. AND BE IT FURTHER RESOLVED, that testimony given by Members of the Harford County Council during the discussion of this Resolution is also taken under consideration. IT IS ALSO RESOLVED, that this Resolution shall be effective upon its enactment.
