Transformation
Create a vibrant community that attracts new businesses. Promote key sites that will enable positive change and drive re-investment in the area.
The Highland Creek Village identity will be promoted and refined with high quality urban design throughout the Village area that reinforces the character of the Village and promotes a mix of uses that expands population and creates diverse employment opportunities. Possible reconfigurations of the road network and way-finding elements shall assist in establishing stronger relationships and connections within the built environment. Automotive uses will be phased out, and transform over time into more compatible uses that promote and enhance the Village community.

Community Identity
Reflect and refine the character of the Village.
The distinct Village character will be promoted by gateway features, public art, common light fixtures, and common architectural elements, while borrowing from past historical built elements to pay tribute of the Village's contextual heritage value. Opportunities will be explored to enhance connectivity to the open space network to the west of the Village and improve or reconfigure the existing green spaces in the village.

Movement
Promote the use of transit, cycling and walking as viable modes of transportation to access and explore the Village area. Encourage new on-street and off-street parking opportunities.
Movement and connectivity will be enhanced within the Village area and into adjacent key areas, such as Highway 401 and the University campus to draw more visitors into the Village. Streetscape design will focus on an improved pedestrian and cycling environment, safe parking, and traffic calming conditions

Safety and Accessibility


Foster comfort and safety and accommodate people of all abilities and ages within the physical environment.
By implementing Crime Prevention Through Environmental Design (CPTED) principles, through the construction and installation of appropriate lighting, signage, and accessible design elements, safety and accessibility will be improved and enhanced within the Village and surrounding area.

Development as a Good Neighbour


Further define Highland Creek Village through compatible development and protection of the adjacent, stable, low-rise residential areas.
New buildings will be appropriately massed and scaled, responding to the communitys desire to create a high quality pedestrian environment while allowing for densities and heights that enable attractive developments that strengthen the community character. New development will provide for a range of housing options within the Village area, ensuring that detached homes continue to define the surrounding low-density area.

Some Conclusions from the 1995 Study


Between 1986 and 1994 traffic increased in the Village area in the range of 16% to 60% in some cases. The Village cannot develop, or redevelop significantly without changes to the road network in the short term and increased north/south capacity in the long term. Over the next 10 to 20 years (from 1995), traffic will continue to grow in Highland Creek Village at 5% east/westbound and 17% north/southbound. The existing road network cannot accommodate this growth. An at-grade intersection at Meadowvale Road and Highway 2A is proposed as an option to alleviate north/south traffic.

Note: At the time of both of these studies, Highway 2A was owned by the Province. As this is no longer the case, the City has more flexibility as to what happens with this road.

Other Considerations
How can we modify the existing road network to promote a safe and effective pedestrian environment and address the following?
How can we alleviate traffic and speeding concerns? Are there too many entrances/exits to and from Highway 2A? If yes, which should we eliminate? How can the road network ensure that the Village is approached as a destination as opposed to a by-pass? Could any roadways be modified to provide a gateway intersection? Where should visitors to the area be parking? How can we promote more pedestrian friendly intersections throughout the Village. How can we promote cycling to and around the Village? Do GO and the TTC adequately serve the area? If not, how could service be improved?
